Na carta, lembrou que fora eleito como independente e denunciou a obstrução sistemática a todas as suas iniciativas legislativas. Durante cerca de quatro anos, Sá Carneiro procurou em vão reformas que permitissem a liberdade de imprensa, o fim dos presos políticos e eleições livres para a presidência da República.
