A 4 de dezembro de 1970, a SEDES, Associação para o Desenvolvimento Económico e Social, foi fundada como uma entidade independente do poder político e com o objectivo de refletir sobre os problemas do país e propor soluções para o seu desenvolvimento. Encarada com desconfiança pelo regime ditatorial, a SEDES revelou-se na plenitude em democracia. Os seus estudos têm dado contributos válidos em áreas setoriais decisivas, desde os transportes à agricultura, e vários dos seus associados integraram os governos provisórios e constitucionais.
