'Illegals' zijn spionnen die onder een valse dekmantel in het Westen leven, ze wonen verspreid over de VS en Europa en leiden daar veelal doodgewone levens. Ze zijn jarenlang getraind met de identiteit van overleden mensen of andere weinig traceerbare personen. Het werk van deze superspionnen is buitengewoon zwaar en vraagt volledige opoffering. Ze hun ware identiteit niet eens aan hun kinderen vertellen.
Vaak hebben ze de taak om netwerken te bouwen, gevoelige informatie te verzamelen of andere agenten te begeleiden en uit te betalen. Sinds Russische diplomatieke spionnen Europa zijn uitgezet, zijn deze undercoveragenten belangrijker en actiever geworden. Maar door technologische vooruitgang wordt het steeds moeilijker geloofwaardige dekmantels op te bouwen. Toch zijn er mogelijk nog enkele tientallen 'illegals' actief in Europa.
Samen met host Annieke Kranenberg bespreekt Huib Modderkolk de bizarre verhalen van ontmaskerde elitespionnen. Ook spreekt Huib met de schrijver en The Guardian-journalist Shaun Walker over zijn nieuwste boek: The Illegals. Russia's Most Audacious Spies and Their Century-Long Mission to Infiltrate the West.
