O PNI 2030 já admite a possibilidade de realizar mais obras com o mesmo orçamento. No entanto, a falta de transparência por parte da Infraestruturas de Portugal (IP) levanta questões sobre a viabilidade dos projectos. Com uma série de modernizações simplistas feitas no quadro do Ferrovia 2020, o que se espera para o PNI 2030 é mais do mesmo?

Na linha de Sintra, a incapacidade de a CP aumentar a oferta nessa linha tem trazido problemas de sobrelotação que se arrastam há anos, em particular desde a entrada em vigor do Programa de Apoio à Redução Tarifária nos Transportes Públicos (PART).
