The Indiana Senate met for Organization Day and said we will see you in January. That appeared to leave Governor Mike Braun's quest for mid cycle redistricting without a path forward. Braun did not take the news well with a flurry of interviews and statements demanding senators return in December to vote on new maps. The governor also threatened to compel senators to return and said he would work to defeat those who did not. On this week's Statehouse Happenings, Rob Kendall, Abdul-Hakim Shabazz and Jim Merritt discuss a wild day at the Statehouse.

So a big day yesterday orga day the governor appears
to be having some sort of mental breakdown in real time.

Speaker 3 (01:56):
The it's not changing anything.

Speaker 2 (01:58):
A bunch of people showed up to the still say,
a bunch maybe thirty people shut up to the state House.
The rally fizzled. Diego and Micah look like complete buffoons.
It's uh, let's get let's.

Speaker 3 (02:09):
Get into it.

Speaker 4 (02:09):
Okay.

Speaker 2 (02:10):
So yesterday was org Eday at the State House, and
once again Rod Bray and the Senate. Rod Braley pro
tim the leader of the Senate, said we are not
doing redistricting, and in fact, we are voting to reconvene
January fifth, which will put all of this to bed.

Speaker 3 (02:25):
Thank you, good day.

Speaker 2 (02:26):
And then the governor had like came up as like
I will not be ignored Dan. He was the Glenn
close the boiling water on the stove. Rod Pray has
now become Michael Douglas.

Speaker 5 (02:38):
Or he was Tomorrow's another day. As guys, my wedness,
I will never go hungry again.

Speaker 2 (02:42):
I have I've never Jim married, you said thirty years
in the Indiana cent I have never seen a governor
look this pathetic and desperate as Mike Brown has looked yesterday.

Speaker 3 (02:52):
You're you've been you saw it all. What's say you? Well?

Speaker 6 (02:54):
I think riffra h That is really the only time
that I've seen a pall cast over the State House,
including the governor and and back then it was a
desperation type of mood. Yesterday was sadness. Yesterday just was uh,
organization day. And that's what they call it. Organization Day

is is a lot of times back to school night
for the legislature and for the lobbyists and the people
that come to the State House. Yesterday there was there
was just kind of an unrest, uneasiness. Abdull I saw you,
and there wasn't a whole lot of happiness there.

Speaker 5 (03:33):
I call it disorganization Day because that is what it was.
It was disorganization day. Now, everybody the House of the
did what they normally do. They come in, you know, hi,
hey guys, good to see Uh. Then they gavel in
and gable out and go home. But in the backdrop
of all this redistricting nonsense, uh, it added to sort
of an extra element uh to it. And for the

governor to basically double down and basically call lawmakers lazy
they up to work, like, like, dude, you're not winning
friends and influencing people. If anything, you're losing friends. And
a little bit of credibility have left is almost gone.

Speaker 2 (04:08):
So have you ever seen a governor used the language
that he was using yesterday? I'm basically I think he
said compel. I'm going to compel them to come back.
Was it one of the things that he put out.
It's like playing dungeons and dragons. I don't compel a
spear off invincibility.

Speaker 4 (04:26):
You can't see me.

Speaker 3 (04:27):
I'm not here, Like, what the hell.

Speaker 5 (04:30):
I've come in politics for thirty years, Illinois and Indiana.
The I've never seen anything quite like this, whether it
was RIFRA, whether it was right to work, whether it's
daylight saving time. Now I go down the list of stuff.

Speaker 4 (04:45):
I have the words.

Speaker 6 (04:46):
Yeah, Well, you know during COVID, Eric Holcombe ignored the
legislature and they ended up suing each other. I mean,
there's a lot of a lot of a lot of
matter in the air, if you will, a lot of
cloudy skies. But uh, Sarah rod Bray and Speaker Houston
and the governor always played nice in front of people.

(05:09):
There was no accusations, there was no negativity. You knew
in background. I'm sure people were kind of venting toward
each other, but there really wasn't acrimony at all, you know.

Speaker 2 (05:20):
And one other things. So so that's going on, which
is bizarre. But then they decid they're gonna have this
quote unquote rally at the state House. And look, the
worst thing you can do is have an event and
people don't show up. It's better to not have the
event at all than have a small crowd.

Speaker 5 (05:34):
And we're gonna have a small If you have a
small crowd, get a small rule.

Speaker 2 (05:36):
Well right, right, I mean, you know, like we had
a big we had a thousand people at our property
tax rally and you're loud, and but we also put
it in a smaller space to make it look even
bigger than it was. I mean, the estimate was a
thousand people by state police. I think that's probably right,
but we put it in a place where it's like,
oh my gosh, this looks like ten thousand people.

Speaker 3 (05:54):
Right, they are in the what was the atrium? Is
that where those where.

Speaker 2 (05:58):
They under and like they squished them together when the
cameras popped up, so it looked like there were people there.
But then people are doing those aerial shots and it's
Diego and it's Micah.

Speaker 3 (06:09):
And by the way, if you were.

Speaker 2 (06:10):
Trying to sell a policy to the General Assembly. Those
are the worst two guys you could run out there.

Speaker 4 (06:15):
Selling the bubble head.

Speaker 3 (06:18):
Like you.

Once again, once again, there was another opportunity for beeople
to put up or shut up on all the conservatives
always saying, oh, there's all these people that want this redistricting.
The poles aren't accurate. Well, but what about these townels
not accurate?

Speaker 3 (06:32):
Not a reflection.

Speaker 2 (06:33):
Okay, so the poles aren't accurate, the town halls aren't accurate. Now,
your rally didn't really produce anybody, but we're still supposed
to believe all these people want redistricting.

Speaker 6 (06:41):
You know, when I was walking out, I ran into
about six or seven of the ladies that were there,
and wonderful people, and I knew a couple of them.
They knew me and asked for your autograph. Things happenings,
and they did pull me nice and uh do. What
I called that rally was really you know, and it

just it just if you wanted this is your last breath.
This is something that your final uh your final cut,
if you will, of showing some real strength here and
and the resolution that Center Bray put in front of
the of the Senate yesterday that really demonstrated that there
were that the Senate did not want to go to

(07:24):
special session, did not want to vote on redrawing the maps.

Speaker 5 (07:29):
And first of all, number one, First of all, no
one has seen the map to begin with. That's right,
no no maps. So you asked me to vote on
something that I haven't seen. And multiple lawmakers have said
that that's kind of point number one. Point number two
on the Senate side of things, Rod Bray has made
it very clear, and this has always been the Senate policy.
If they don't have the votes, they don't bring it
to the floor. That's exactly right. If they don't they
don't have a majority of the caucus, they don't bring

it to the floor. Plane and something.

Speaker 6 (07:51):
Yeah, And in fact, my rule was if you don't
have twenty seven votes, you don't go downstairs.

Speaker 4 (07:55):
Yep, out of fifty.

Speaker 3 (07:57):
Well, and this is what's weird.

Speaker 2 (07:58):
So Braun went on Hammer and Nigel yes day, and
I think he said this in another place. He's like, well,
almost half of his his caucus or half of his
caucus was was uh, you know, was was was for
you know, going meeting in December.

Speaker 3 (08:15):
That sounds so desperate.

Speaker 2 (08:16):
So you mean only half of the Republicans even one
of this, and that's your that's the like ace up
your sleeve, is that your.

Speaker 5 (08:24):
Okay, let's let's do some math here. They're foot Republicans
and ten Democrats, and so the governors hit almost half
the caucus. So that means it even hit twenty your half.

Speaker 2 (08:32):
The guards or you know whatever that they were crazy, yeah,
but let's just say it was half the caucus, right.

Speaker 5 (08:35):
So so so basically what you're saying is it's thirty
seven to twenty is what the vote is. Because there
are no Republicans. You don't have a joy of the Republicans. So,
like I said, I love Mike to death, but Mike,
your math is wrong on this one, big guy.

Speaker 3 (08:52):
Well, and and again it's the whole.

Speaker 2 (08:54):
The ask is fine, the campaigning is fine, the push
is fine.

Speaker 3 (08:59):
But I mentally, you reach a point on.

Speaker 2 (09:01):
This issue where you're just making yourself look completely I mean,
one ridiculous, but two totally ineffective. Because the other thing
you're gonna do Jam and your sinners. You can speak
this better than anybody. He's going to just make those
guys mad in the Senate to the point where come
legislative session time, he's not getting anything.

Speaker 6 (09:19):
Well, you also remember and and and I'm an institutionalist
and an establishment You remember when the governor's office actually
advertised against state senators on issues last.

Speaker 3 (09:32):
Year one day.

Speaker 4 (09:33):
Yeah, they whipped out one day.

Speaker 3 (09:34):
They told me they were gonna do that, and I
got one day at them one day.

Speaker 6 (09:37):
But still they are in the mode of the Washington
washing Tonian way of running against Congress and running against
the legislature. And they think that's going to work. But
these gentlemen, these ladies and gentlemen who are in the
Senate Republican Caucus, they've got to go out and talk
to their constituents. And and people kind of pooh pooh that,

(09:59):
But that's actually that's actually a situation that they are
very much in control of.

Speaker 3 (10:05):
And and they're and they're.

Speaker 6 (10:08):
They are exposed out there in the churches and the
groceries and all those places, and and it's it's they
reflect what they are hearing, and and uh uh they're
not happy about it. There's a sadness about about it.
And uh and this this session coming up in January
through March fifteenth, is going to be very quick. They're

going to fix some things that they think Center Bill
one needs on property tax reform and uh, and they're
going to get out. It's going to be a very quick,
very non controversial session this coming. And and and also Abdila,
you said something on Facebook that I've been thinking all along,
the system of running an election and everything down to

(10:51):
the precincts.

Speaker 4 (10:53):
Uh.

Speaker 6 (10:53):
This redraw completely throws a wrench into it, and and
fixing that would be really difficult on a system wide basis,
and in.

Speaker 5 (11:01):
A very short amount of time. Just talk to people
to voter registration either Marion County or Hendriskonty wherever, and
they'll tell you, like for them to do this right here,
right now with all these By the way, they haven't
changed the statue to our deadlines for anything. He's got
filing deadlines, you got preestinct many people, you've got conventions.

Speaker 3 (11:19):
Thats it.

Speaker 5 (11:20):
For For some reason, people thought this I would just
draw line on a map and that's it. Like no, ye,
it's a lot more than that.

Speaker 3 (11:27):
Okay, So yesterday is fascinating to me just on so
many levels.

Speaker 2 (11:35):
But when you look at the governor and the way
he's fighting on this and Jim and I talked about
this in his segment on Kennell and Casey today. One
of the reasons people are really mad when we hear
this from our audience is that we begged him to
do this on property taxes. The fight he has right
now was exactly what we begged him to do on

(11:55):
property taxes. Call a special session, get into the mud
with these guys, give some name calling. I will compel you,
like all of that stuff we told him.

Speaker 4 (12:04):
Do that.

Speaker 2 (12:05):
Any of you failed, people will love you because it
will come off as this is something for the people.
Nobody thinks this is for the people. Everybody knows whether
for it or against it. This is for Trump. This
is for Trump, and the republic is this is not
for the people as a collective. And Bim Wilkinson, go,
you didn't do this for us. What you'll do is
for Donald Trump, who doesn't live in our state. And

(12:27):
I think that has rubbed a lot of people the
wrong way.

Speaker 5 (12:29):
I think I think it's it's all I think, Franklin,
I think it's all the above.

Speaker 4 (12:33):
I really do.

Speaker 5 (12:33):
Number one, there's no logic, no rationale. Indiana has had
some massive shift in population that they were called for
congression redistrict thing. If you're gonna do that, youmans, we'll
redistrict the whole entire state to begin with number number two.
The Republicans didn't want it, Democrats didn't want it. Live
The only people who wanted this were like the people
with that rally and Josh Kelly and a couple other people,

(12:54):
and that was it.

Speaker 3 (12:55):
Nobody else wanted this and that rally, you know, and
again gim and I this earlier.

Speaker 2 (13:01):
It's great anytime somebody gets motivated to come to the
state House petition their government a peaceful, plight manner, that's wonderful.
I'm not trying to pick on the people for that.
But it's the same faces like there was. They weren't like,
of all, look at all these new like our property
tax rally. They were all sorts of people who normally
don't show up the stuff not doing good any good
in the end. But the reality is like there were
all these people who hey, I'd never been to one

(13:23):
of these before I took the day off work and
blah blah blah.

Speaker 3 (13:26):
That rally is all the normal.

Speaker 2 (13:28):
Faces that you saw, which means them and inspired anybody
new to get involved.

Speaker 6 (13:32):
Well, I heart back to the time when they went
special session in twenty twenty two for the life issue
because the federal government had changed how that how that
is governed, and that took a you know, the base
was really happy about going to special session, and you

(13:52):
and these members of the Senate and the House of
Representatives of the State House had heard from their base
everywhere that they win, and and there was a lot
of motivation. There's a lot of reason to go to
special session. And and if if that base had really
come out on this, they would have done moved heaven

(14:12):
and earth to go to special session in August, uh
for this issue this past August. But they didn't because
the base wasn't totally in line.

Speaker 5 (14:23):
With it, and because the base actually, how can I
say this, I don't necessarily agree with the base, but
the base has common sense on this one even brokes
common sense.

Speaker 2 (14:33):
Yes, okay, let's talk real quick about Is that the
nicest thing you've ever said to me?

Speaker 4 (14:40):
I think so? Oh, thank you. Uh.

Speaker 3 (14:42):
Let's talk about these people now who.

Speaker 4 (14:44):
Are threatening primary challenge.

Speaker 2 (14:46):
Yes, thank you, because I find it fascinating that these
there are people who think this redistricting issue is some
sort of silver bullet.

Speaker 3 (14:56):
When polling overwhelmingly.

Speaker 2 (14:58):
Shows people are against the redistricting the town halls, people
haven't shown up who are for it. This rally was
a complete zero. So nobody's ever emerged this, This group
of people that's supposed to be for this has never emerged.

Speaker 3 (15:13):
Yet.

Speaker 2 (15:13):
Now these people seem to think because Trump wants it,
that somehow that's that they're gonna win primaries against established
politicians with infrastructure, with money, with with with voter lists,
you know, lists, all of these things. To me, that
is a fool's Errand to hang your hat on redistricting.

Speaker 5 (15:31):
It's a damn fool's errand to hang your hat on
And number two, I said, I've said this the other
day to a good friend of mine. It's like, okay,
let me see if I get this right now. You
guys are going to run a primary challenge because this
person did what his district told him to do. That's right, right,
Let okay, let me say that again. You're going to
run a primary challenge against the lawmaker was just basically

doing what his district wanted.

Speaker 4 (15:53):
That's right.

Speaker 5 (15:53):
And you want to do what the district doesn't want,
and that's going to get you to win.

You know, I really I really thought that, I really
thought that the Senate Republican Caucus may lose three seats
on this issue, either at in a primary or a general.
I don't believe that now. I I also think that
Rod bray Is is a lifelong Republican, great politician. He

understands the system, and he also understands campaigning. And and
they have to been polling on there on the stress points,
on the sword points, and and uh, and good on
them because they're prepared and I'm sure on those on
those polls they've asked the questions that you know, what
they think is their candidates that are going for re

(16:44):
election that might be at risk, and and they know
what the risk points are and and and their polling
has told them this is not a risk point. This
is not a place where you're going to lose a
primary election.

Speaker 4 (16:56):
I'm mailers that'll be going out. Yeah.

Speaker 5 (16:59):
Yeah, But it kind of goes throughbb's point. It's not
just saying hey, down at some point of this and
he didn't do it. You gotta have a message. You
gotta have got people out in the streets now knocking
on doors. You gotta have the YOUTA, have all the
campaign infrastructure, you have to money, yeah, the brings and
Brussels sprouts of campaigning. Yeah, and people think, hey, I
just got this great mess Like, well, if you can't
deliver the message, then what's the point.

were right about something, and well, I think we gotta
talk about this because I think it actually is important
to one of the reasons they did not redistrict.

Jim Merritt has not been fired. He had another vine.
He had this doodle off to so he will not
be with U for the remainder of the program. This
program of State House Happening is a weekly look at
what's going on with Indiana politics and government. So one
of the things that you and I and Jim have
talked about about the Senate not wanting to redistricting is
if you went after Marion County and you chopped up
Marion County, which is Andre Carson's district, a predominantly black district,

(19:31):
that there was a strong chance that was gonna end
up in court, and there was a chance, good chance
you might lose in court, at least at the lower levels.
And now we have seen. Look as of right now,
now this is going to go to Supreme courts. Who
knows how it's gonna end up. But as of right now,
the Texas maps have been thrown out by a Trump
appointed judge because of how they're affecting black and Hispanic people.

Speaker 4 (19:53):
Exactly.

Speaker 5 (19:53):
And the funny thing when I laugh at this, like
we need to do this because California did it well,
California did it because Texas did it well, Texas maps
have been thrown out, so now California it's got five
extra exactly congressional seats.

Speaker 2 (20:04):
Now, now again the Supreme Court may say, hey, that
Judge Erdan is ruling the maps are fine.

Speaker 3 (20:09):
I actually think that's what's gonna happen.

Speaker 2 (20:11):
But the point is, this is what we've always said,
You and I have always said, is that there was
a strong chance this map may not survive because of
until they they which I think they will do, overturn this.
This the voting the Voting Rights Act that's been in
front of them right now the Supreme Court does this
is still a law.

Speaker 5 (20:29):
And another part of it is too is what pet
what people don't understand is I don't think they'll throw
the Voting Rights Act Act out. What I do think
will happen is so you can't jurymanaged to create to
create minority majority of districts anymore now the continuous population
and centers, that type, that type of thing. But I
don't think the Supreme Court will go so far say
you can carve them up to dilute their voting power,

(20:50):
because that's pretty much clear, uh, a violation of the
Voting Rights Act. So I think that's probably that's probably
not going to spit the difference. You can't necessarily make
a black district, but you also can't divide up like
district either. And if you look at the the maps
that no one has seen, the possible map is mary
CON's divided into like into three districts. No, the first
over here, the fourth over here in like the sixth

(21:11):
and eighth over here. And I said it like, and
I looked at it's like, Okay, let's say the court
allows for it to happen. Be careful what you wish
for because you just might get it. And I remind
people too, it's twenty twenty six, it's a it's an
election year, but there's no secret But there's no governor's race,
no presidential race, no usit and race. It's who's at
the top of the tick, Secretary of state and who's yeah,

(21:33):
exactly right, it's it's bo By versus you know, the
you know, the who's your idol? Exactly yeah.

Speaker 2 (21:44):
And so I did think that was interesting though that
we have been saying that for months on this program
on our Kendall and Casey show that if you carved
up Marion County. There is a strong chance, at least
at the lower levels, it would go down in court.
And now we've seen this play out in Texas, and
I'm sure that was part of what Bray was considering,
which was hey, on the fly, which relative to time

(22:07):
they normally put into drawing congressional districts, this would have
been on the fly. We're not sure we pull this
off that a little stand the legal test, much less
be able to get the desired result.

Speaker 3 (22:16):
And has it Indian bought enough lawsuits already? Well that's that.
That's that's the thing.

Speaker 2 (22:20):
Now, Now, does Braun have anyone who can pull him
aside and go a yacht, just let this go. It's over,
Like does he have that person? Because it doesn't. He
just keeps making himself look worse the way he's not
just that he's still fighting this, okay whatever, but the
eye because of the compel like this, it's like, you're
not gonna tell them to do anything to yeah, exactly

(22:44):
that property tax.

Speaker 5 (22:45):
You're gonna tell you something else with yourself, but to
be really honest with you. But as I said, as
I said it, and short of watched this whole thing
unfold yesterday. I just had there like it's like I'm
watching the world just bird in front of my eyes,
right man, in slow motion? That literally this, this is

what I'm watching the world burn and for for Micah
beck With and Diego rallis to first of all, anything
those knuckleheads want, you automatically know what's bad for Indiana.

Speaker 4 (23:16):
That's kind of point number one.

Speaker 5 (23:18):
And it was and the John Schmitz there with his
media badge, and it was so it was it was
like the fight like of a capla crazy like, Okay,
is this play over yet?

Speaker 4 (23:28):
Are we done?

Can we go call home now and just call it
a day and get back to some kind of normalcy.

Yeah?

And it come back to them we touched on earlier.
If you can't produce the people eventually, it's not just
a conspiracy or the pollings rigged or like nobody has
an answer why nobody showed up to the Greg good

Anybody could waltz in there. Overwhelmingly people who were against
it showed up and smoke their mind. They you know,

you can't say it because people had to work. It

And this is why I love Greg to death. Is
Greg toipate to participate in his town hall on redistrict team.
He had to live in the district, That's right. And
so they made sure they had lists of all the
zip codes and they checked ID. If your zip code
didn't if your zip code and your idea didn't match
one of those zip codes, you weren't getting it.

Which I got no problem with.

I think that was brilliant on his part, because if
you're not in a constituent, why would I want to
hear from you.

Yeah, and then the whole swatting thing that happened well
to him afterwards.

I want to talk about that real quick because Greg
greg Good is senator from TERA hate he had not
and the crazy is the guy not even come out
in favor or against everything.

Now, Look, that's kind of pathetic that if it's seventy
to zero at your event, you go, I need to
hear more from people. I think you probably heard kind
of just kind of cowardly to not just come out
and say where are you're for at this point, But
that's either here nor there. The point is Trump calls
him out on social media. Now I'm not saying that
two are related.

The investigation is going on, but that's a heck of
a coincidence that with then what a day or whatever,
Greg good is swatted at his house in which somebody
had filed a fake essentially polite, not police report, but
but emergency.

What they did was and this is why, this is
why I always that can respect evil, had no patience
for stupid they sent. But they send the police department
an email saying, hey, there's something going on Greg Goods house,
blah blah blah whatever.

It was.

Like, you realize emails can be traced, right, and you
can't assary in some email, you can technically hide the
VPN number. Law enforcement has tools that can get around
the whole VPN.

Speaker 2 (25:30):
Number well, and and so you know, then then the
law enforcement shows up at the house. This is very
dangerous because if they think somebody is in crisis in
the house, they come into the house, they're expecting to
encounter a scene. Obviously nothing's going on there. That was
totally reprehensible. Whoever whoever did that, and his wife and
somewhere in the basement getting a Christmas presence out of story. Yeah,
and I'm not a Greg Good fan politically, but nobody

(25:51):
deserves that.

I don't know. That's utterly ridiculous. And hopefully they catch
whoever it was.

Speaker 2 (25:55):
But the point is all of this bluster about redistricting
is coming from guys like this dude, d C. Draino,
who lives in Florida.

Yeah, it's like.

Speaker 2 (26:04):
People outside of our state and the President of the
United States, and you look at the people in Indiana
go at best, they really don't seem to care. At
most those who do, they're over. They're I mean overwhelmingly,
I guess I would say. I mean, look, if it's
fifty to thirty to me, that sounds overwhelming. Like if
it's fifty fifty against thirty four and twenty undecided, to me,

that seems pretty over.

That's a large margin of people that who care about this,
that are not for.

Speaker 5 (26:28):
It right exactly and again, and as I said, they
just sort of watched the watch this whole thing unfold.
I was like, we come a long way from Mitch
Daniels and Mike Pence and Eric Holcomb to this well.

Keeps getting worse. We had the we had the Crown
Jewel and Mitch Daniels and now we've just slowly worked
worked their way backwards.

And the thing is, Mike is not stupid. Michau's very
I'll put it this way. My assentiment of Mike Braun
is Michae's a very smart businessman, but he has horrible acumen.

Yeah, and he's got people around him are giving horrible advice.
I mean, he got totally burned on property taxes because
he didn't have the stomach to see it through. And
not only did he lose, then he pissed everybody off
in the process. And now it's happening again, and he
just looks desperate and he looks sad, and it's like,
come on, dude, you're the governor. Get it together, and.

This type of language you want to use, you know,
they need to show up for work. They are at work.
