I appreciate you being here, sir, because you put out
a post there on social media and what you stated
was we need changes right now to the nine to
one one system and I was curious as to why

(02:26):
you would be putting this out.

Speaker 1 (02:28):
What is it that your connection is to this? Your
office runs the system. I have that right, sir, you do.

Speaker 3 (02:39):
I first off, thanks for let me come on and
talk about this issue. And yes, I am the chair
of the nine one one board for the state of Indiana.
We run nine to one one throughout the entire state
and we help local governments with their nine one one
centers so under.

Speaker 2 (02:58):
So this is all in your purview as state treasurer.
This is all under your office. There have been a
series of swatting events in Indiana against state senators, representatives people,
allegedly because.

Speaker 1 (03:14):
They're not going in favor of redistricting.

Speaker 2 (03:16):
Although we don't know who it is who has done
this swatting stuff yet, and I'll get to that. That's
been the allegation in the press. When these kinds of
swatting things happen. What is the the change you want
to see in the nine to one to one system?
Is this to stop swatting? Is this to better understand
where the call is coming from?

Speaker 1 (03:37):
Give me the breakdown here.

Speaker 3 (03:39):
So the first thing we've got to look at, especially
when we're when we're looking at a situation where where
where suspected swatting is coming is happening. Is you know,
normally when you look at a nine one one system call,
you know, our our our first responders, they're they're going in.
There's an emergency. We got to give in there as
fast as possible. And oftentimes these what's happening with these

nine to one one or with these swatting incidences, they're
not not your typical nine one one situation. So typically
when you think of nine one one, you think of
someone calling someone. You know, they're calling nine one one.
That's kind of what we've all been trained to do
for many, many years. And uh, and that's great. But
what what's going on with a lot of these swatting

(04:24):
incidents is, with all of them so far, is that
they are not there's not a person on the phone
calling it is. It is usually an email. Sometimes it's
not even being sent to the proper authorities. It's being
sent to a random email in uh, you know, with
a within a within a county government. And so right

(04:45):
there is a red flag that wait, this isn't going
through the proper process. There's something, there's something here, you know.
The other thing is just you know, to be aware
and these are things. There are policy changes that we're
gonna have to look at, but we're also going to
have to look at technology. One of the great things
about Indiana, and I say this with the frankly with

(05:05):
you know, about as much pride as I would about
one of my kids doing something really cool, uh at forage,
is that Indiana is literally the best nine to one
one system in the state of Indiana. We have some
of the best technology excuse me, in the state of
Indiana in the country. We have the best technology. We
were the first ones in Huntington, Indiana to have nine

(05:26):
to one one. I mean, we really are at the
cutting edge. So as with those tool available to us,
and because we do have those tools, I want us
to start looking at how do we how do we
flag something that's a possible swatting into that because that
gives law enforcement a completely different idea of what kind
of energy they're going to come through. They don't need

(05:46):
to be breaking down a door. I mean, this is
ridiculous when you think and this you know, to switch
gears for a second, when you think that we're going
at individuals here, it's for political discourse, which is which
is the worst, worst reason, because this is a country
where where we need to be able to say what
we think. How can we expect people to be able
to say what they think if we're if they're worried

(06:07):
about what's going to happen to their wives and children.
But the other side of that is, you know, take
take political figures out of this picture. What happens if
people start to use this as a copycat system of
Oh I don't like this person, you know, I don't
you know this girl broke up with me, So I'm
going to do something I'm going to do. I'm going
to swatter you know these things. We've got to look

(06:28):
at this and say people are going to start using
this in other forms and we and so what we've
got to do is come up with use our technology
and policies to make sure we're not we're not causing
more harm.

Speaker 2 (06:40):
Talking to the State Treasurer Daniel Elliott, his office runs
the nine to one one system. Have there been and
to be clear, swatting is disgusting, despicable evil. I want
people in jail. And I have a serious issue with
how already we don't know the identities of some of

(07:01):
these people who have made these calls or sent these emails.

Speaker 1 (07:03):
We have the ability to trace so many things.

Speaker 2 (07:07):
Is that also in the purview of your office or
is that local municipalities and local police departments that have
to do that.

Speaker 3 (07:14):
So here's the So here's where we work well with
our you know, my office, we're really we're really experts
at the technology at nine to one one. But what
we are not is we are not investigators. And so
this is now in the hands of the state police,
who they are the best of the best, and if
they're if they will, I can promise you they will
be working to make sure that this that they can

(07:38):
make as you can't keep sir, well, they will know.
What I mean by that is they will be working
their hardest. I don't want to tell you we're going
to know exactly because here's the here's the beauty of
technology and the problem with technology. And I've spent twenty
five years in the technology industry, so I'm very familiar
with this. There are ways to hide your hide your tracks,
but those are the things that can also flag us.

(08:00):
Just tell us there's something wrong here, you know, this
is there's something that's not off. That's off, and so
we but but the other thing about it is what
I've found is some people are just stupid. You know.
This this incident is a perfect example of it. And
so if they've made a mistake, you know, we'll find them.

Speaker 2 (08:19):
That, by the way, is an evergreen statement, sir, talking
to the State Treasurer Daniel Elliott's before I let you
go thirty seconds or less, have any local municipalities reached
out to you about specific changes they would like to
see made?

Speaker 3 (08:34):
So this is so fresh. I've spoken to a couple
of local folks. But we are we right now, we
are we are focused first on on the incident, and
we're now looking you know, from there, we're going to
start looking at what can we do to make this,
make our system stronger and better and help catch help
keep this from happening.
