בימים האלו אין הרבה מדינות בעולם שבהן השמאל מצליח לנצח בבחירות. בתקופה הזו אין גם הרבה מדינות שמנהלות דמוקרטיה ליברלית אמיתית, כזו שמצליחה גם לעשות טוב לאזרחים שלה וגם להתמודד בהצלחה עם הפופוליזם שהשתלט על הפוליטיקה העולמית. אבל במדינה אחת קטנה, ומפתיעה זה בדיוק מה שקורה.
באורוגוואי חיים כשלושה מיליון וחצי בני אדם והיא נמצאת בין שתי מדינות ענק – ברזיל וארגנטינה. בניגוד לשכונה בה היא נמצאת, היא מצליחה להתנהל למופת, להתחמק מהבעיות שמאפיינות את האזור ואפילו להתבסס לחלוטין על אנרגיה ירוקה.
את ההצלחה שלה היא חייבת במידה רבה לאחד הנשיאים הכי מרשימים וחכמים שידע האזור הזה ואולי העולם כולו – חוזה פפה מוחיקה שהלך לא מזמן לעולמו.
