He was okay, I think it's a bit ridiculous that her cell was named after a person but whatever. This episode is more interesting for it's portrayal of Kai Winn trying to seize power as Bajor's First Minister and that she nearly starts a civil war over the fact that she doesn't want her power challenged, it's true to Winn's character and makes great commentary.
