Here’s your recap of the Frayzure Board of Trustees meeting held on January 8, 2024.

The meeting opened with adjustments to the agenda, moving the executive session after the public hearing. The consent agenda was
approved with a minor amendment to the December 18th meeting minutes.
In a public hearing, the board approved a brew pub liquor license for Vicious Cycle Brewing Company. The new license
allows them to serve wine and cider alongside their craft beers, supported by a food truck they own and operate.

This addition aligns with state requirements for a brew pub license, which mandates a percentage of sales come from food.
The board finalized updates to the Utility Service Line Incentive Program. To address rising costs, the loan cap was increased
to $15,000, and the rebate for paying upfront was doubled to $3,750. The board also voted to keep loan

The board approved a 350 thousand dollar contract with Triple M Construction for sidewalk improvements along Eisenhower and Norgren. This
project aims to enhance pedestrian safety and connectivity to Fraysure Elementary School, with work set to begin in spring.
A major change to Fraysure’s election schedule was finalized. The town’s regular elections will now align with November election cycles,

extending current trustee terms by six months. This change is expected to increase voter turnout and streamline election processes.
Next, the board discussed the Village at Grand Park development, focusing on Filing 2 and the recently approved Filing 3.
A request to extend the Filing 2 final plat phasing plan was withdrawn after the developer argued it remains valid

due to ongoing development activities, including recorded plats and building permits. Town staff maintained that the code limits extensions, but
confirmed that Filing 3 will ultimately supersede Filing 2, and development can continue on current projects, including the Market Street
buildings, which already have active permits. Both the town and the developer agreed on the importance of moving forward collaboratively

to bring new amenities, commercial opportunities, and residential spaces to Fraysure.
The meeting concluded with updates on stormwater management initiatives funded by the Windy Gap Environmental Fund. Efforts include mapping stormwater
outfalls and improving water quality in the Fraysure River, with plans for further infrastructure upgrades in collaboration with regional partners.
