These bills amend the SAPHE 2.0 law passed in The Acts of 2024, lines 4565–4722. That law ties public health funding to a standardized, top-down system of state-defined services. 

The Problem: Under the current law, towns must comply with state-determined public health standards in order to receive state funding. This removes local control and makes funding contingent on conformity, not need.

What These Bills Do:

  • Require Local Consent: Towns must approve participation by a 2/3 vote before adopting SAPHE foundational standards or regionalizing services.
  • Restore Public Participation: Requires public hearings before the state adopts any new “foundational public health standards.”
  • Make Participation Voluntary: Clarifies that towns and boards of health may voluntarily adopt standards — they are not mandated to comply.
  • Protect Personal Rights: Prohibits the use of SAPHE programs to coerce individuals into medical procedures, testing, or data sharing as a condition of employment, education, or services.

Why It Matters:

This isn’t about rejecting public health — it’s about restoring public trust. S.1521 and H.2547 defend the right of communities to make their own health decisions without threats, coercion, or centralized mandates.

They ensure that:

  • Health systems stay locally accountable
  • Towns have a real say before joining statewide programs
  • Individuals retain bodily autonomy and medical freedom

Support S.1521 / H.2547. Public health should serve the people, not override them.
