Ifølge en rapport fra Europa-Kommissionen, så havde omkring 90% af EU’s befolkning adgang til internettet i 2020. Men der er stadig betydelige forskelle mellem landene i EU. Mens lande som fx Danmark, Sverige og Holland har en internetdækning på over 95%, så halter eksempelvis nogle af de østeuropæiske lande stadig efter med dækningsgrader på under 80%.
Det er blot et eksempel på den teknologi-kløft, der er mellem landene i EU - en teknologi-kløft, som både viser en forskel mellem medlemslandene, men som også kommer til udtryk indenfor de enkelte lande; hvor nogle grupper risikerer at blive sat af den teknologiske udvikling.
Så hvad bør vi gøre for en nedbryde denne teknologikløft; hvordan kommer den ellers til udtryk, og ja hvilken rolle bør EU spille …
Med andre ord: Hvordan kan EU være med til at sikre, at alle borgere har adgang til og kan bruge den mest moderne teknologi?
