La empresa a cargo del puerto había incurrido en otra violación en febrero, cuando se encontró nitrato de amonio durante una inspección. Aunque el manejo de este y otros químicos es frecuente en instalaciones portuarias se debe cumplir con un estricto protocolo de seguridad para evitar emergencias de gran impacto, como la explosión ocurrida en el puerto de Beirut en 2020.
