The answer: 3 active RSAs per ad group. Google limits this to promote quality over quantity. With fewer ads, machine learning can optimize faster and more effectively.
Each RSA must include at least 3 headlines and 2 descriptions, but you can use up to 15 and 4 respectively. Headlines are capped at 30 characters each, and descriptions at 90.
