Forgotten Hope: Surviving 28 Years on Death Row
Felix Rocha, a Mexican national, was sentenced to death in Texas for the 1994 murder of Raphael Fuentes, a security guard. The crime took place during a robbery outside a Houston nightclub when Rocha was 18 years old. He has been on death row since 1998. Rocha's case attracted international attention, particularly regarding the violation of his rights under the Vienna Convention, as he was not granted access to his country's consulate after his arrest. This broader issue of foreign nationals on death row has been a point of contention between the United States and Mexico, which opposes the death penalty.
