این سند یک مقاله تحقیقاتی است که به بررسی هزینه های مقابله ای (coping costs) دسترسی به آب پاک در شهر چنای هند می پردازد. محققان روش هزینه مقابله‌ای را برای ارزیابی قابلیت استطاعت (affordability) دسترسی به آب، مطابق با هدف توسعه پایدار ۶.۱ سازمان ملل (Sustainable Development Goal 6.1) که دسترسی جهانی به آب آشامیدنی سالم و مقرون به صرفه را هدف قرار داده، به کار می‌برند. این مطالعه پنج رفتار اصلی مقابله‌ای را شناسایی می‌کند: جمع‌آوری، پمپاژ، تصفیه، ذخیره‌سازی و خرید آب. یافته‌ها نشان می‌دهد که خانوارهای دارای لوله‌کشی و بدون لوله‌کشی در چنای متحمل هزینه‌های مقابله‌ای قابل توجهی می‌شوند و بخش قابل توجهی از درآمد خانوارهای کم درآمد صرف این هزینه‌ها می‌شود. این مقاله بر لزوم مداخلات سیاستی برای بهبود دسترسی قابل استطاعت به آب تاکید می‌کند.
