En Portugal, todas las drogas están despenalizadas desde hace 20 años. Es permitida la posesión de una cantidad equivalente a diez días de consumo. Sin embargo, cualquiera que posea más es considerado un traficante de drogas y será perseguido. Pero, ¿por qué introdujo Portugal esta medida? El gobierno ha adoptado una nueva estrategia para tratar a los drogadictos como pacientes y no como delincuentes. El dinero que antes era destinado a la lucha contra la delincuencia puede destinarse ahora al tratamiento de la drogadicción. Desde entonces, el número de drogadictos y consumidores ha disminuido considerablemente. El consumo de drogas ha disminuido, especialmente entre los jóvenes, y la delincuencia organizada disminuye gradualmente.
