If anything, Willie, I gotparades on the agenda. First thing

tomorrow we will be in the EdgewoodParade, nice long parade through the city
of Edgewood. Then we'll be headedto the city of Fort Mitchell from my
hometown Fourth of July Parade. Andthen Saturday, I planned to be in
the city of India Dependence Independence Dayparade, which ironically is not on Independence
Day, but nevertheless has the bestfireworks show in all of Northern Kentucky.
So I always enjoy making it outto Independence as well. I found myself

a couple of nights ago at Walt'shitching Post. A friend of mine had
to pay off a bet that helost a course. Seawn Donovan, chief
Deputy Hamlety County, lost to bet, and he picked Walt's hitching Post.
I thought about calling you to joinus, but I want to want that
to be a separate event, withme Tony Benner and you picking up all
the losses from your political prognostications.Let's get onto the issues. Number One,

Taylor Mill police officer shoots someone andyou said by Wednesday you might have
some news on that. What isthe latest of anything, Well, William,
it wasn't. Actually a Taylor Millpolice officer was in Taylor Mill,
but there was only one Tailor Millpolice officer available at the time, and
Covington police officers knew that. Today, along with officers from Fort Wright and
Kenton County Police responded to the backthat Taylor Mill police officer up at a

house on Grand Avenue. Police werefamiliar with that house because they had been
there several times in the last weekfor an individual by the name of David
Dalhover, which is dl Hover.He had some mental health issues. He
had been hospitalized involuntarily about a weekearlier after his family had filed a petition

with the court saying that he wasin need of mental health treatment. He
was taken to Sun Behavioral for treatment, where he was held until a judge
had a hearing here in Kenton Countyand ordered him to Eastern State Hospital,
which is our state mental health facility. That was on Wednesday, June twenty
sixth, that he was sent toEastern State. Unfortunately, is all too

common in the Commonwealth of Kentucky wherewe totally failed to take care of those
with mental health emergencies. Eastern StateHospital pretty much kicked mister Dolhover out of
the hospital the next day, senthim home, gave him a ride back
up here to Kenton County, andto make matters worse, didn't bother to
let anybody know that they weren't goingto keep him down in the hospital and
do their job and treat him forthe mental health emergency that he was experiencing.

He was in fact, brought backhere to Kenton County before the case
could even get transferred down to FayettCounty, which is where the hospital is.
That's how the mental health system supposedto work, is that when you
have it hearing locally, that casegets transferred to Fayett County where the hospital
is. And the hearing was scheduledfor July the second, but they kicked

him out the very next day,on June to twenty seven, So Fayett
County hadn't even gotten the paperwork yet. He was already out of the hospital
and back in Kenton County. Unfortunately, mister Dollhover was a threat to his
family. He was a threat topolice officers. He was threatening to kill
his wife. He was armed withthe knife, and he was making phone

calls to other family members telling themto say goodbye to his wife because he
was going to end it all rightthere, he's threatening to her and he's
also threatening to do harm to anypolice officers that might approach. So that's
what these officers were walking into whenthey approached the house there on Grand Avenue.
Then they went inside. In oneof the Covington police officers who I'm

not quite ready to identify yet,because we're going to have a press conference
on this, anticipate Willie sometime nextweek when we'll release all the bodycam video
and show everybody exactly what these officerswere dealing with when they when they responded
to mister Dolhover's residence. But oneshot was fired, killing mister Dohhover and
saving the life of his wife thatwas there with a very big knife being

held to her at the time theofficers entered. I've seen the bodycam myself,
really doesn't see much because where thebodycam was on the officer mostly you
see the backside of his gun,but you can certainly hear what's going on.
You can hear that that officer gavehim several chances to drop the weapons.
So this is one that Kentucky StatePolice is usually were called in to

investigate. They are in interviewing allthe witnesses. They interviewed all the police
officers involved earlier today, and Ianticipate by next week we will be ready
to make an announcement about whether ornot we intend to proceed with this case
of the grand jury or how weintend to go forward at that time.
So you would say that Northern Kentuckyand this includes all the counties in northern

Kentucky, in southwest Ohio and southeastIndiana have collapsed the mental health system,
causing massive homelessness, massive amounts ofcrime. And now we have a Supreme
Court decision that says, well,the Eighth Amendment's not going to support homeless
to live on the streets because ofthe dangers involved and etc. We used

to have a functional health system calledLongview State Mental Hospital Enrollment Psychiatric in which
it was regularly it was routine.In fact, I conducted the hearings for
the AG's office and we would regularlycommit for ten days, thirty days,
six months and then yearly hundreds ofmentally ill individuals who couldn't distinguish from wrong.
And that system collapsed in order tohave group homes, which also have

collapsed. And now we're in asituation where the public's got to deal with
the failure of governmental policy. AmI on the right track? You are,
Willie? We have a messed upsystem in Kentucky and it's been a
problem for a number of years,and I realize that the legislators in Frankfort
don't want to deal with it.Because it's a very expensive solution. All

the possible solutions to mental health problemsinvolve great expenses, and it's not the
kind of expenses that when you awhole lot of votes. You know,
we're not building bridges or roadways orfancy new buildings or anything like that.
So it's nothing that anybody can lookat and be proud of and say that's
why I'm going to vote for myrepresentative or my senator. Yeah, but

it's a public safety and it's government'snumber one job, and the system is
messed up in so many ways,Willy, because it takes two doctors,
two mental health professionals, to say, yes, this person is a danger
to himself or other and he hasto be hospitalized against his will. But
it only takes one doctor who wasemployed by Eastern State Hospital to say,
now, I don't know what thosetwo professionals were thinking, but this guy

doesn't meet our criteria, so we'resending him home. Of course, that
doctor happens to be paid by thesame Eastern State Hospital that's trying to save
money and save space by sending thesefolks in mental health crisis back to their
homes or back to their communities thatjust set them down there in the first
place. And I guess that doctorthinks that he's smarter than the two doctors

up here in northern Kentucky that saidhe needed to be hospitalized, the judge
that said he needed to be hospitalized, and does it so fast and without
any warning at all, that nobodycan do anything to prepare for the return
of this mentally ill individual to acommunity where he's obviously a threat. You
know, that doctor in Fay Accountingwas obviously wrong because this fellow was most
definitely a threat to his wife,He was most definitely a threat to the

police officers that had to respond.He had been sent down there in the
first place because police had seen himcrawling around his yard with firearms and appearing
to I don't know if he wasfighting a war they couldn't see, or
combating enemies that weren't there, orwhat he was doing, but he was
acting bizarrely and placing others at riskof death or serious physical injury. And

that's why he was sent down therein the first place. But we as
a community, as a mental healthcare system, totally dropped the ball in
this case. And Kentucky's got todo something. Will We improved it a
few years ago. They created anew process where we can take folks that
aren't competent to stand trial and keepthem in a mental health hospital where the

public can be safe from them whilewe tried to restore their ability to go
to trial. We kind of messedthat up though, because in the process
we didn't develop any new facilities.We didn't build any more hospital beds,
and we only had one state psychiatricfacility, so we actually when we increased
the ways you can get mentally illpeople into the state psychiatric facility, we

actually reduced the number of available bedsfor people that are pending trial and need
evaluation to see if they're competent tostand trial. So we've totally backed up
that system. Now the weight toget someone treated and evaluated, and God
help them if they actually have tobe restored to competency, because we're looking
at anywhere from twelve months to eighteenmonths just to get that done. So
it's bogging down our criminal justice system. We don't have much in the way

of capacity to do this long term. For folks that are not competent to
stand trial. We're going to fillthose folks or fill that portion of the
facility up in no time at all. I know, I've already sent two
people from my jurisdiction down there,and I'm just one of fifty seven different
circuits in Kentucky. So if everybody'ssending two, we're already going to exceed
the number of beds that are available. But this is something Frankfort must address.

Second said that used to be copswould pick up someone anywhere in southwest
Ohio and take them immediately to LongviewState Mental Hospital. There was a hearing
within three days, then within thirtydays, there was lawyers, there was
a magistrates, there was a bighospital system with a fence around it with
Barbara at the top. I'd conducthearings there. It was obvious who needs

to be kept And now that's allgone. Cops are told, don't do
that, we don't have the money. And Dollover is now dead, which
is a failure of compassion. Andhe's dead, and there's all kind of
Dollovers all over Southwest Ohio, northernKentucky, Indiana, and they're on the
streets. They're using drugs, committingcrime, fornicating, urinating, and defecating
all over Hell's half acre and weact as if for a civilized society.

Secondly, it's very disturbing with DellaHAUNTI the murderer who admitted to killing that
older gentleman is and now is ontape attempt at murder of a cell mate
about a week or two after hepled guilties that I want to wrap this

says he's got a new lawyer andhe wants to redo his plea and want

a trial. A trial. Areyou kidding me? No, he's kidding
you, Willie. I mean he'swanting to withdraw his guilty plea. That's
a very difficult standard. It's avery high bar in Kentucky. There's very

his part. But mostly I thinkmister Dela Hanty is just trying to be

a foreign in the side of thecriminal justice system and of the Clayton family
as he drags them through more turmoil, more hell, and dragging out this
entire saga of the Timothy Dela Hantyand what was for ten years an unsolved
murder of Paul Clayton. But wehave to remember, and I know that
the victims are very, very frustrated, and I share their frustration, but

we have to remember we're dealing withthe sociopathic killer. He killed Paul Clayton.
He would have killed his cellmate headand the guards not intervened. Timothy
dayla Hanty needs to be locked ina cage for the rest of his life
because he's dangerous. But we can'texpect him to have any kind of common
decency or respect for the system,or respect for the victims. He is
a sociopathic killer. I could thinkof a few other words to describe him,

I understand why she did that.She's avoiding any possibility of appeals her
future litigation down the road, claimingineffective assistance of counsel. So we're going
to have to hearing now rather thanlater. But I think it'll take us
about another month of litigation, butwe'll get mister tala Hanty locked up for

the rest of his life where hebelongs. Is a cowardly killer. To
kill an old guy like Paul Clayton, then to sneak up behind a cellmate
or a fellow inmate and almost killhim, and except for the intervention of
CEOs, it would have happened.And now he choked him out, he
would have killed him. He jokedhim unconscious and then stomped on his head.
Definitely would have killed him if theGuard's had and intervened. Give me

hope, Give me hope that somehowthe mentally ill that are criminally induced,

a felain, that there's great peopleout there that love our country. They
love our police, they love theirprosecutors. They like living in a safe
community where it's great to raise afamily and own a business, earn a

America's birthday. But that's why thisis the greatest holiday of the year.

always had the ability to indict orinvestigate the previous administration. All of them

could have done it. By theRepublican or Democrat. There was a sense
of comedy that we're not going tolook backwards, we're going to look forwards.
Well, the Democrats had to breakthe glass moment with the lawsuits against
him. According to Governor Andrew Cuomoof New York Democrat, this has all
been political anyway, of course it'sbeen. So the Supreme Court, as

What's been the fact for the lasttwo hundred and forty years, every
president could go back in time andgo after the previous administration, but it
never happened, and all it saidwas that the core constitutional duties laid out

had, such as if you bombsomeone wrongfully under your orders and innocent women
and children are murdered or killed,the next administration cannot indict that president for
manslaughter. So in addition to thethree buckets, the first bucket is core
constitutional duties absolute immunity. Then there'spresumptive immunity, but not absolute immunity for

other presidential acts, not to findan Article two, but over the last
two hundred and forty years become partof presidential act. So if Trump or
Biden or the next president commits anact which is part of constitutional Article two
responsibilities absolute immunity. Now you can'timpeach them and get them out of office

that way, but you can't criminallycharge them. The second bucket is if
you're acting is the president, there'spresumptiveness of immunity which is rebuttable. And
the last bucket is no immunity forunofficial conduct. If the president sneaks out
and robs a bank or orders SealedTeam six to kill somebody, and Sealed
Team six is an independent duty notto follow unlawful orders. But if the

president would do that, see SealTeam six could say, wait a minute,
that's not a presidential act. We'renot going to kill an American and
if we do that, we're goingto be indicted. And the Supreme Court
said the president does not have immunityfor unofficial conduct not laid out in the
Constitution nor part of traditional presidential behavior. Very simple, nothing shocking about it.

love going around talking about how theConstitution stripped black people of their personhood even

supremacy that we see today. Andall of that is just total, absolute
bs and garbage. It is justthis continuing attack on America. One of
the things they like to point outBill is the three to fifth Compromise,
which was actually something that was putinto the Constitution as a poison pill against

slavery. Right, So, whenthe founding fathers were sitting down in Philadelphia
to write the Constitution, the slavestates wanted every single slave, well,
they couldn't vote, they should countas a whole person in terms of the
census, which would then give theSouth approximately fifty percent of the seats in

the Congress. Right, just justlike today, it's all just determined by
population in the states. That theywanted to count the slaves as people in
terms of the census, but didn'twant to give them any rights for being
people. The North, on theother hand, said you don't want that's
now we're not going along with this. If you're not giving them rights to
be people, then they shouldn't evencount in the census of this way than
(39:13):
the North. If that proposal hadgone through, it would have been closer
to a sixty to forty split infavor of the North, really diminishing the
political power of the South. Which, right, that's that's a huge deal.
If the South wanted to keep pushingwest and expand slavery. Without that
political power, that would become significantlyharder. And so ultimately it was decided
(39:36):
cooler heads prevailed it would be athree fifths compromise, so the North would
maintain a little bit more of anadvantage in the House. That gave them
fifty three percent of the seats roughly, and the South got forty seven percent
of the seats. And if youlook at American history even up until the
Civil War, that is huge becauseit is that favor, that three fifth
(39:58):
compromise, giving more political favor tothe North ultimately is what limits the expansion
of slavery to the point that it'sdying a slow death by the eighteen sixties.
Right, let's go back a littlebit beyond that. Right now,
in America today, on this fourthof July weekend, the UN says numerically,
there's more slaves today than ever beforein human history. In fact,
(40:22):
it was the British, the English, the Americans. Western civilization is the
entity in the eighteen thirties, forties, fifties, and eighteen sixties that said
we got to stop slavery. It'sgot to end. So America was at
the forefront of stopping slavery, alongwith the Bridge and many others, while
other parts of the world accelerated.In fact, only about fifteen percent of
(40:45):
the slaves that were sold by Africanleaders to the Europeans made it to the
United States of America, most oneelsewhere. Correct, Yes, that's correct.
And United States was very strong inthe Anglo common law tradition of actually
recognizing people's rights, which in alot of ways states back to things said
(41:07):
by the popes in the sixteenth centuryon limiting the practice of slavery. So
the Catholic Church was right there reallypushing that. You know, this concept
of human rights, the basic decencyof all humans created equals should not be
subjectate. No one should be subjugatedto slavery. It's a moral wrong,
(41:29):
and that is ultimately what's the tippingpoint. But if you look, as
you pointed out rightfully, slavery isstill a functioning institution, and a lot
of these cultures that have not racedChristianity Christian values that are not steeped in
the common law tradition of the AngloSaxons. So yeah, this is a
(41:50):
big problem. It's not even uniqueto America. I mean, even the
international slave trade wasn't started by abunch of European explorers going into Africa.
You know, Vasco da Gama didn'tgo into African sale. By the way,
we're doing slavery now, and we'retaking a bunch of you with us.
It was starting the African chiefs,warlords, what what have you already
had their people as slaves and said, hey, European explorers, we can
(42:15):
sell you some slaves if you'll giveus some money or rifles or or whatever
it is, the beads, whateverthe hell they were trading at the time,
right, So that's that's where thiscomes from. It wasn't like a
bunch of white people showed up andsaid, we're taking you to America.
Now. This grew out of aninstitution that is slavery, unfortunately, the
(42:37):
institution that dates back all the wayto the beginning of human civilization. It
is just unfortunately been with us.Aristotle even it was like, yeah,
you know, slavery, it's beenaround forever, so it can't be morally
bad. Uh. And that's thething that if you go far back in
your ancestry, you're going to findthat your ancestors were slaves and at another
(42:58):
point that they owned slaves like it'sit's it's just true, We've hold done
it. There shouldn't be reparations justsimply because of that every one at one
point owned slaves and everyone another pointwas a slave. So you know,
you know, at some point soonI'm going to get an award as a
great irishman. And I going backinto Irish history, the Brits imprisoned,
(43:22):
enslaved, and killed, i wouldsay murdered millions of Irish Catholics over the
years because they were the wrong religion. But also the Irish were considered to
be like rats and cockroaches, resultingin the Potato famine of the eighteen forties
and fifties, with a specific intentby the Brits of killing as many Irish
as they could find wherever they couldbe located. And so I still have
(43:44):
angst against London and against Britain forits treatment of my ancestors for hundreds of
years. In fact, it it'sreported that about one third of the Irish
were killed, i say murdered bythe Brits over the eighteen thirties, forties,
fifties and sixties. And that wasthe name nature of things at that
point. And to get on theslave ships, there were literally thousands of
(44:05):
African chieftains who sold their own peopleinto slavery, and Thomas Sole points out
that there were literally thousands of blackAmericans who owned slaves in the South.
There were about four to five thousandslave owning blacks who owned tens of thousands
of slaves in the South. Soto smear only America with this is ridiculous.

It's all wrong. I hate it. I wish all this hadn't happen,
but we didn't start it, butdamn it, we finished it well,
absolutely a one percent right there.In a lot of ways, what
the sixteen nineteen Project likes to accuseAmericans are doing is more probably apt than
Ireland in a lot of ways.That was really the test run for how

brutal you can be with colonialism,and they realized after multiple Irish rebellions did
okay, actually we got to temperthis back a little bit. But even
though to the point about African Americansowning slaves before the Civil War, this
is actually, you know something that'svery interesting, right, about ten percent
of the country owned slaves, aboutten percent of free blacks owned slaves,

so they're kind of like right onpar with everyone else with what they're doing.
You know. They make this bigpoint about criminal justice reform coming out
of the left today that well,there's more black men in prison, therefore
the institution must be wrong. Well, if we're to apply that logic that
the blacks owned the same the samepercentage of blacks owned slaves, then maybe
we were more equitable back then,before we even had this crazy notion of

equity's I'm reading a UN report today, there's an estimated thirty million men,
women and children in the world thatare enslaved, physically confined, restrained and
forced to work, or controlled throughviolence, or in some way traded as
properly property. Today there's more slavessees from Africa over those four centuries that
(45:57):
that was the slave trade before duringan after America ended it. I'm proud
of my country to stop it.In a sense, i'm proud of Western
Europe to stop slavery. And itdid not begin America, as the country
was not formed until seventeen eighty sevenwhen we had the constitution, and the
sixteen nineteen project ignores history that theland we call the United States were controlled
(46:20):
by the Dutch, by the French, by the British, by the Spaniards,
by the Portuguese, and by theIndians. And between sixteen nineteen and
seventeen seventy six, which was whatabout one hundred and fifty six years,
that other European nations controlled the landwe called the United States of America.
And when America was formed, thefounding fathers, over the objections of the
(46:43):
Democrats in the South, wanted toput in the constitution the availability of freeing
slaves in this country, which wasa brand new idea and shocking to the
rest of the world. And infact we went to war Abraham Lincoln the
Republican Party to stop the Democrats.And i'd point this out too, Michael
mc donald to the Catholic League ineighteen seventy six, when Tilden defeated Hayes

on the popular vote and there wasa tie up in the House in the
Senate who should be the president theRepublican Party. Hayes struck a deal with
Tilden, who said that Okay,you can become the Republican president, Hayes
from Ohio, but you have toagree to get all the federal troops out
of the South, so the Democratsin the South could become the brutalization once

again of blacks in the South,which became the ku Klux Plan and Jim
Crow Loss and that entire history talkingabout canceling someone for their political beliefs.
The modern Democrat Party in major citieshave largely destroyed those cities with progressive,

and the Democrats in your city ofNew York, or in my city of
Cincinnati, or in Chicago saying lookwhat the Democratic parties done to us over
the past two hundred and fifty years. And right now the cities are destroyed

there needs to be one. Andgo just a little bit further back
in American history. You know,in eighteen sixty the best the Democrats could

is right or if it's wrong.So yeah, good good luck stopping that,
if that's the best your party coulddo. And it's a shame because
that continues on to this day.You know, there's a lot of progressive
thinkers on the left going back intohistory that essentially have said that, well,
you know, the blacks can't reallytake care of themselves. And these
are left wing individuals saying this,such as Paul Fitzhugh, America's FIRS sociologists.

He, Oh, they can't takecare of themselves, so we have
to have slavery. This is whatessentially the left was saying in the eighteen
fifties. And if you look atjust like today, you're talking about the
cities like look at New York,one of the least favorable environments for school
choice, yeah, in the country, and that would be the quickest way

to give every single American a handup to make sure they get into a
good Catholic school, a good privateschool, a good charter school. But
here in New York, they're puttingthe kibosh on expanding the roles for the
charter schools and just forget about anythingelse involving school choice. That would be

the number one with the Democrats tothis day continue continue to just keep down
black people, working class people,Hispanics. They don't care. But can
we really be surprised? Got ademented old school leading their party right now
who said that he didn't want hiskids growing up in a racial jungle.

So can we be really surprised?Can we be really surprised? The best
hope is that we get good commonsense, uh leaders in Washington that can
sept the tone and say, listen, we got to get back to the
values that made americ rate in thefirst place. That that is the only

dog in the fight. But uh, the Democratic Party continues on that legacy.
Okay, maybe they're not going aroundand saying high minded ideas like oh,
well popular sovereignty, Well, we'lllet the states vote if they want
slaves or not, but their policiesare just as devastating on black families today.
I watched Thomas abortion. There's moreabortions of black babies in New York

City than births. And so ifyou're if you have black skin and you
live in a democratically controlled blue cityand a blue state, the achievement rates
of African Americans educationally, family formation, criminal behavior, and other debaucherous acts
are through the roof. And somany black folks are saying, we can't

take the lies anymore told to usby the Democrats. We need to get
out and get out among the redcities in the red states where we have
school choice. I live in LittleCincinnati, Ohio, and the public school
system is awful, it's terrible.But as far as school choice, fortunately
the lawmakers in Columbus, Ohio havesaid, you got school choice. Here's
an eight thousand dollars voucher. Andthousands of black kids are leaving the inner

city, thank god, their parentsrecognize the opportunities and going to suburban schools
where black kids are more than welcomeand form family structure and behave in a
certain fashion, which of course hasto happen. But to be in New
York City or Chicago, or Atlantaor d C. And to be ruled
by the Democratic Party lied to ona repeated basis. The same philosophy that

enslaved black folks in the South isthe same philosophy in charge today in the
major blue cities. I look forwardto an occasion with this so called mainstream
media will say, this is whatyou promised, this is what you delivered,
