important matters are a foot. Senator Steve Huffman is in

the State Senate. He's one of the leaders of the
Senate about reapportionment, property tax relief, and so much more.
Senator Steve Huffman, welcome again to the Bill Cunningham Show
and first of all Senator in big news. Last couple
of days in Butler County, Don Dixon, who runs Butler
County with Sheriff Richard kay Jones with an arned grip,
is reducing property taxes about like fifty percent in Butler

County on a one year basis because property taxes have
become through the roof and the value of properties not
going up that much. In fact, sometimes it's hard to
sell a house and so individually counties are act what
can and of course Don Dixon County Commissioner said, why
can't the state do something? He put the hat on
you a little bit, and maybe on your second cousin

once removed in the House to talk about you talk, talk,
talk about property tax relief and it doesn't happen. Can
you defend yourself at all against Don Dixon and Richard K.
Speaker 2 (02:18):
Jones?
Speaker 3 (02:21):
You know, it's hard to I agree we need to
do something there. I think there's over twenty bills between
the House and the Senator out there, and I just
don't the General Assembly hasn't rallied around the couple of them.
You know, we'll more unlikely have one or two of
these things that we're in the budgets that will override

the veto. But it's really not going to move it.
The subjects forward, but enough in a quick fashion that
they'll help, but not quickly.
Speaker 1 (02:54):
Well, what's the resolution then, because, as you may know,
sometime next year there may be on the ballot of
proposal to eliminate all property taxes. And if that happens,
all hell's going to break loose because that funds schools,
and funds police and fire funds, all kinds of stuff
and if the voters have a clean shot at eliminating
property taxes, they're going to do it. And then you're

between a twenty to thirty percent sales tax or double
or triple the income tax.
Speaker 2 (03:20):
What do you think about that one?
Speaker 3 (03:22):
Well, you know, I'm a little bit more optimistic. I
don't think that the ballot in this. I think they'll
get the signatures. I don't think it was passed because
I'll go back. I was listening to you a couple
months ago and Representative Dave Thomas was on, and you
asked him what the sales tax would be, and he says, well,
probably twenty one to twenty twenty to twenty one percent.
And it was one of the few times Bill Cunningham

was speechless because he was you were so surprised, like, well,
that can't happen.
Speaker 2 (03:50):
No, it can't happen.
Speaker 1 (03:52):
Can't happen because everyone any guysin going the grocery store
instead of paying six seven eight percent, you pay twenty
five percent. People are going to be shopping in Boone County.
For those of us on the border, I'll spend my
time in Hiddon Valley. I'll be in Indiana buying a
car can you imagine a car that costs twenty grand
and the sales tax is four or five thousand dollars?

It would crash the Ohio economy unless you live in Columbus.
You kind of live on the border a little bit there.
But if you live in Columbus you can't get to
a border, then what happens?

Then all hell breaks loose.

I agree, car taxes are a little different. Stay the
tax where you live, not where you buy it. So
but you're right. I mean, how many small businesses, you know,
smoke shops, cigars, card shops, whatever in Cincinnati would go
out of business because you would go across the river
and buy it, and you know you're getting fifteen to

eighteen percent less.
Speaker 1 (04:50):
Well look at it this way. Somebody could form for
five hundred dollars in LLC in Kenton County and call
it x YZ XYZ company LLC. Form an LLC in Kentucky,
which is inexpensive. You buy a car in Kentucky using
your LLC which is domiciled where in Kentucky, and then

you have a have a bylaw which allows you to
drive the car. Then you get insurance and you drive
the car in Ohio what about that idea?
Speaker 2 (05:19):
See what I'm thinking.
Speaker 3 (05:20):
Sounds plausible, That sounds like it could easily happen.
Speaker 1 (05:23):
That would cost five hundred dollars one time to have
a paper LLC. Tell this to Matt Huffman and others
and the governor. If that happens, I will instruct people
in Ohio how to get around paying a twenty percent
sales tax, because there's ways of doing that, because you
can domicile the LLC in another state and then you
drive it in here and you're you're an employee of

that LLC that's headquartered in Kentucky. Now, what happens to
the Now what happens to property taxes? Now? Right now,
you want to buy from Joseph Chevrolet and you pay
seven percent, but you can't pay twenty five percent? And
so are you confident when this gets on the ballot,
voters are going to vote it down and say, okay,
we'll keep property taxes? Are you banking on that?
Speaker 3 (06:05):
I am thinking that the General Assembly will do something
before Thanksgiving that will be meaningful. I'm not sure exactly
what it is. And I think that once voter becomes
educated that they're going to pay that large amount in
sales tax. It will go down. But if the General

Assembly doesn't do something that's meaningful, you know, before the vote,
it'll certainly there's a good chance it would pass. But
I think we'll prevent that.
Speaker 1 (06:39):
I secondly, we have reapportionment, which is a sexy term
for drawing the districts congressionally.
Speaker 2 (06:45):
I like the Illinois rule.
Speaker 1 (06:47):
In Illinois, there are seventeen hou's the representatives of the
seventeen fifteen are Democrats, two are Republicans. It's fifteen to two,
and they're all Democrats. Because Springfield, Illinois, the home of
Abraham Lincoln. They're all Democrats, and so they pass the
rules in Illinois that even though the Trumpster got forty

two percent of the vote, they have two of seventeen
House of Representative members. Now I like that Illinois rule.
Right now, in Ohio it's ten to five Republican, five Democrats,
and your friends on the other side of the aisle
have a proposal to have eight Republicans and seven Democrats.
I assume that's a one wing plane that's not going

to fly. And so what is happening with reapportionment. My
suggestion is follow the Illinois rule, make it thirteen to two.
Speaker 2 (07:39):
You know what I'm saying, No, I understand.
Speaker 3 (07:43):
I mean that is something that's possible. So I was
appointed by President of Kelley to be on the Reapporcement
Joint Committee with there's four Republicans from the House and
Senate and two Democrats from the House and Senate.

We met on.

Monday for about four hours. It was very enlightening. Leader
Isaacson testified about the Democratic map that he's proposed, and.
Speaker 2 (08:13):

I liked The first question was Representative Stuart from Pickaway
County and he goes, you know, I saw your press conference.
You you know what you've said, what you know in
the pres and stuff. He goes, you said that the
Democrats will take nothing but an eighty seven map it
so why are we here if that's the only thing
you will accept? And then he started backtracked. Well, I

didn't really say that. I didn't mean mad that we
can always talk about it. But you know, I agree
that you look up in Massachusetts nine zero, you know,
and that's about a sixty forty state. You know, there's
not one Republican in all of New England that is
a Republican. And I'm sure there's a there's a percent

that leaned that way and voted for Trump or voted
for you know, somebody in state government that was a Republican.
But you know, they don't like to observe that in
other parts of the country.
Speaker 1 (09:13):
You know, Senator, there's six New England states. If you
take Maine, Vermont, New Hampshire, Massachusetts, Connecticut, and Rhode Island,
there are six states there called New England, and those
six states, the Trumpster received forty percent of the vote
in those six states. And those six states, there's a

total of twenty seven congressional seats, and it's twenty seven
Democrat and zero zero Republican. The media didn't complain, didn't
raise a stink. You take New England, take Illinois.
Speaker 2 (09:47):
Follow it.
Speaker 1 (09:48):
Since you're on the committee, you're one of the power brokers.
I would follow the democratic New England rule. Why not
make it? Why not make it fifteen Republicans and zero Democrats,
And that way you're following the rule of New England.
The media and the Democrats only care one who when
a Democratic ox is getting gord, But when we uh

when we elephants are getting gord all the time By
horned mules called the Democrats. Uh, the media didn't care. Well,
you know, that's the way it is, go win elections.
Well in those states. And I think there's one US
Senator who's a Republican, that is a that's Collins of uh,
Susan Collins of Maine. And she's not much of a

Republican anyway, And so there's no House of Representative members
who are Republicans. There's one one who's a Republican and
that's it. But the media didn't care. The Democratic Party
didn't care, and prints her. That fat guy who's the
governor of Illinois is like a guru among the national media.

And let's face it, Uh, follow the Illinois rule. Now, lastly,
on Creighton, I thought, uh, you know, Creighton. I don't
know anybody that smokes Creighton or uses. I guess you smoke,
but I've said.

It's a substance like a tea, a tea leave that
you grind out or make a tea out of.

Mostly, well, are these the things smoked in these hook
a lounge is My producer Tony Bender spends a lot
of time lounging in a hookah lounge.

It's all like a hook a lounge.

I don't think so my understanding. It's an herb from
Southeast Asia, and it's kind of analysis analogous to a tea.
Leave you boil it and the substance comes out. You're
trying to drink it. But you can also grind it
up into a powder and take it as a pill
for him and other things.

Why the hell would you do that? What's the reason?
Speaker 3 (11:41):
Oh, it's a lot like Hampton marijuanas that they feel
that it's it makes you feel better, It makes me sleep,
It helps with my pain, helps my anxiety. We've got
a lot of other things that help better than those substances, right,
And I would agree with you why and how the
use it? Yeah, but people people, that's it's people like

Things happen in life. I don't understand.

So right now as I understand it, And I had
Governor Mike to one on a year ago, two years ago,
six months ago, we got to make Delta eight, Delta nine.
The illegal has got to go through the pharmacy board,
got to be in the dispensaries. Creighton is another thing
that can be laid to crep fentanyl. That's a bad
and so all all the politicians can come is do
is talk talk talk, talk talk, and there's no action.

You know what I'm saying.

I agree with earlier this year in Center Bill fifty
six just on marijuana too quickly passed out of the
out of the Senate, and sitting in the House, I
had eight hamp bill on eighty six to regulate hamp
put it in the dispensaries. It passed out in March,
and uh, you know, we got tied up with the

budget in the House, and I've been working with a
Representative Stewart in the House to land those two planes
in a good spot. And you know, I talked to
the governor on a regular basis and he he agrees,
and I think we'll get that done. It is a
priority of the Speaker, of the President and the governor
by by Thanksgiving.
Speaker 1 (13:13):
I remember Elvis Presley, you should talk about a little
less talk, a little more action. I'm not sure he
was talking about Creighton at that point, right talking about
Ann Margaret that's a different story. But nonetheless, I hear
the talk talk, talk talk, and I don't see action.
And the governor disappoints me a little bit when it
comes to Creighton and Delta and Delta nine. I see
(13:34):
it in service stations. I go at to del High,
spend time at Ron's roused up and down. I see Creighton, Creighton,
I see Delta E, Delta nine. I see these kids
going in to buy this stuff. And it's an easy fix,
but for some reason the governor and the legislature won't
do it.

So we'll see what.

Lastly, wait about a minute remaining, is I understand the
time frame by September thirtieth, which, as you may know,
is next week if the Democrats and Republicans don't get
together on reapportionment, which is more likely the Reds are
going to win the Super Bowl this year, which won't
happen because they're in the World Series now, I hope nonetheless,
so that's not going to happen. So assuming that doesn't

happen September thirtieth, that's not going to happen. And then
by what date is the drop dead to cut up
the congressional districts? Is it October thirty?
Speaker 2 (14:18):
First? Is in November thirtieth? When's the drop dead date?
Speaker 3 (14:22):
So Secretary of State Theroe is basically said by Thanksgiving,
So in October will then form the Governor, the Auditor
of the Secretary of State, President, Speaker, leaders of both houses.
Those seven people will get together, have some meetings, and
then they have the month basically the month of October

to come up with a map and get tow of
the minority party to vote for it. And so that's
where kind of the horse trading comes along. And then
in November, the General Assembly, by just a fifty percent
margin can pass the map. And so those are the
three processes we're about to end. The first process on

the committee. I'm in and it we'll go to those
seven people.

All right, good luck to you on the hemp, marijuana, fentanyl,
Creighton Delta eight, Delta nine, and the main thing for
most normal Americans is property tax relief. We'll see what
happens down the road. But Senator Steve Huffman, thanks for
