who's off on a wonderful vacation. Some of you may
know me from my appearances with John and Ken over
the years. Some may know me from hosting my own
radio show on the iHeart network for eight years in
southern California. You may know that I'm now a California

State Representative in the California State Assembly, representing a district
in San Diego County, the seventy fifth Assembly District. Or
you may be familiar with my work at Reform California,
which is a statewide political movement that I lead, and
we've been doing this for about the last ten years,

trying to shine a light on the corruption, the failures
in California state and local government. Yes, we have had
our hands full. There's a lot of it, a lot
to shine a light on. But we're also about solutions,
not just informing you as to what is wrong in California.
Because I think we all understand things are pretty bad
(01:10):
in California and really bad in Los Angeles. And southern California.
We know things are bad. We need solutions. And then,
more importantly, our political system is broken. They know things
are bad. They could easily adopt the common sense solutions
that seventy percent of California voters residents want, but they don't.
(01:35):
They don't fix the problems. And that's where you and
I have to come in. We have to impose reform
on this broken, corrupt, failing political system from the outside.
And I know that may seem lofty and even unattainable,
but let me tell you here and now, it can
(01:59):
be done. It will be done. You don't have to
accept the failure here in California. You don't have to
flee to another state. You don't give up the good
things about California that we love. I mean, we have
so many blessings in California. We used to be so
proud of saying, Hey, I'm from California. People thirty years ago,
(02:22):
forty years ago, when you traveled the country, traveled the world,
they used to say ooh ah when they found out
that you were from California. Now or the butt of
jokes or that car accident on the side of the
road that everyone slows down to gawk at. You don't
need to give up the good things about California because
we have a broken government. You can stay in fight.
(02:44):
And so that's what we're going to talk about for
these next few days that I'm sitting in for John,
And of course I want to talk about the issues
and the concerns and questions that you might have. I'm
going to be lifting the veil on California politics. I'm
inside the belly of the beast. I've gone inside the

most corrupt system. Maybe Washington gives a good race on
this one, a good competition on this one, but no,
California state government is pretty damn corrupt. There are third
world nations that are run better than California. So we're
gonna lift the veil on how things really work, who
(03:28):
really is in charge of California politics. But also I
want to not leave you without hope. I want to
lay out some ways that you can be part of
the fight to take back the state. Okay, so let
me start out first. Some of you know that in
the California State Assembly when I first got here, I
(03:50):
was assigned to the State Budget Committee to serve on
the State Budget Committee and when I got assigned on
the State Budget Committee, I kind of scratched my head
because I thought, the Democrats, don't they know who they're
dealing with here. I mean, I've built a reputation across
the country for the past thirty years as a government
(04:11):
reform advocate working in a multitude of states, a government
budgeting expert. Government officials would hire me to come in
and look at the books, to do a deep dive
to find out where the bodies were buried. We were
dozing government before dozing government was even a thing, was
(04:33):
even like this great popular thing that Elon Musk and
President Trump have been doing in Washington. So when I
was assigned to the Budget Committee, I thought, wow, boy,
this is going to be fun. After two meetings of
the Budget Committee and what I was able to uncover
and shine a light on, the Democrats kicked me off.
So since I can't go to the Budget Committee anymore
(04:55):
to reveal the failures, the corruption, the wasteful spending, I've
decided to basically build up a dirt file and share
it with all of you here Okafi this week. So
we're going to get into a lot of the findings
that we've been able to uncover corruption and wasteful spending
and failed government programs as part of our doge California effort.

We're going to be revealing that this week. But I

So let's get get started. I want to start with
just how corrupt, just how corrupt is state government And
as bad as you may think it is, I'm here
to tell you it's a hell of a lot worse.
(06:21):
And so I want to go through behind the scenes
what I call the Sacramento Swamp and just how broken
it is. Because I've always said you can try to
fix problems in California like homelessness, or crime or broken schools.
Those problems, though, are not going to get fixed if
(06:46):
there are very political system. The political system that we
live under is corrupt tooth to tail. We will not
be able to fix the problems until we reform the
corruption in our broken political system. And there are really
five things that are insanely broken about our system. Number One,
(07:14):
who actually runs our government? People ask me that all
the time. Who runs our government? It's not you, the voter,
It's not the people. Hell, I'll even argue it's not
even the politicians. Now, the people who run our government
in California are the people with money. And be very
(07:37):
clear about it, the labor unions have the most money,
not corporations. The labor unions in this state, particularly government unions,
largest being the teachers' unions. The unions have the most money,
(07:57):
They have the biggest say in politics. What they say
pretty much goes Oh. Don't get me wrong. Corporations also
are in on the corruption. The special interests. Do you
know that in Sacramento, they know that they're in charge.
They even have created a name for themselves. I have
a couple choice names that I call them, I can't
(08:20):
say it on air. Ray producer Ray would be very
upset with me. I wouldn't be asked back tomorrow. The
KFI license might get pulled for vulgarity. No no, no no.
In Sacramento, these these special interests, these labor union bosses,
these lobbyists, these these special interests corporations, they call themselves quote,
(08:42):
the third House. They've given themselves a name, the third House.
And it comes from this in the legislature and the
state legislature. Well, in our system of government, there's three branches. Right,
there's the governor, that's the executive. There's the courts that's
the judicial. There's the legislature, which is supposed to be
the people's branch. So three branch is a government. But
(09:04):
within the legislature, the people's branch, there are two houses.
The first house is the Senate. The second house is
the Assembly or the House Representatives. You have two houses
of the legislature. The lobbyists, the labor union bosses, they've
given themselves a name. They call themselves the third House,
(09:29):
third House. If you come to Sacramento and you say
third House, everybody knows who you're talking about. The people
who call the shots, the people who have the money,
and up in Sacramento, if you cross the third House,
if you don't do what they demand, you can be
(09:51):
in trouble. They'll come after you in the election using
their independent expenditures and so money that's what controls our
political system. Now it doesn't have to be that way,
and that's where reform California, the movement I'm leading, comes in.
(10:12):
But when you come to Sacramento, if you come up
to the state Capitol, there are bars and restaurants and
hotels that surround the Capitol building every night that the
legislature is in business. When they're in town, there are
between twenty and thirty fundraising events and other receptions that
(10:39):
these lobbyists and labor union bosses, these corporations, these special
interests are hosting. And it's all free booze and free
wine and free food and everyone's fake. But it's all
about the money. And these groups not not only give
money directly to the policy titians, but they then say
(11:02):
we'll spend money on your behalf as an independent expenditure
and put you into office, or the threat is take
you out of office. So the first thing we have
to deal with is the fact that our campaign finance
system is completely broken. In Sacramento, we're going to talk
about four other perversions of our government, why it's broken,
why it's corrupt, including wait till you hear this. I
(11:24):
joined John last week to give him a rundown of
some of these things. The gifts, the free lavish travel, pensions,
insider trading, special interest jobs, all the perks that the
politicians give themselves at your expense. That's all coming up
as Carl Demos sits in for John Cobelt.

Coming up in the two o'clock hour, we're going to
hear from a major Republican candidate for California governor in
twenty twenty six, Steve Hilton. He kicked off his campaign
in Huntington Beach today with a massive rally on the beach.
He'll be joining us, And the question I'm gonna ask
is the question I think a lot of people are wondering,
(12:11):
how do you win? How do you win in California?
And I do believe a Republican candidate can win, And
I'll tell you why. At two o'clock plus at three o'clock,
Mexico has been dumping millions of gallons of raw sewage
on California beaches, contaminating our bays, creating a public health
and an environmental crisis. EPA administrator Lezelden is in California,
(12:35):
Southern California today and made a couple big announcements. But
I don't think it goes far enough. So I'll tell
you what we have to do to stop the sewage spills.
What's not even a spill, it's dumping sewage on our beaches,
in our bays. That's during the three o'clock hour we're
talking about the corruption up in Sacramento. I went inside
(12:56):
the belly of the beast. Not only do I chair
Reform CALIFORNI you which is our political organization on the
outside trying to create change. I figured, let me get
behind the curtain, open up the process, expose what's going
on behind the curtain, and try to agitate from the inside.
I'm giving you the five reasons why our political system
is corrupted the core and broken, and why we need
(13:19):
to fix it. The first reason why is all the money,
the money that the labor union bosses, the corporations, the
lobbyists have not just campaign dollars, but it's also the
money they're spending on lobbyists. So there was a billion
dollars spent in the last two years, the last cycle,
(13:42):
because each you know, legislature has a two year term,
So in the last term, the last two years, a
billion dollars has been spent lobbying. Five hundred and forty
million dollars last year alone. There are one hundred and
twenty members of the state legislature, forty in the Senate
and eighty in the State Assembly. Combined, they have an
(14:05):
IQ of about twenty three Between the one hundred and
twenty members. That billion dollars of spending are you ready
for this works out to be eight million, three hundred
and thirty three thousand dollars, So that you know, I
pulled that number and I said, well, let's divide that
by the number of legislators. And I'm thinking to myself,
(14:27):
they're spending eight million dollars trying to influence my vote. Well,
probably not mine, because basically they know what I have
said to their lobbying, which is, here's my hand, pick
a finger. So but a billion dollars is a lot
of money. Eight million dollars on average per legislator. There
are over thirty five hundred thirty two hundred and forty
(14:49):
five registered lobbyists in California that try to lobby the
state legislature. That is over twenty seven lobbyists per member.
Can you imagine, So for every member of the legislature,
there are twenty seven people hired to go and try
to influence that person's or bully that person's vote. This
(15:11):
is insane. This is why your voice is not heard.
And let me tell you right now, with all the
money and special interest groups and lobbyists up in Sacramento,
all these politicians here is from this echo chamber. And
I've told a lot of these folks stop listening to
what's going on in this building. Don't judge an issue
(15:33):
or where the public sentiment is by what you hear
inside this building. Listen to your constituents back home. Frankly,
the more time you spend back in your district talking
to real people, not these the ritzy wealthy people, but
average Joe and Jane, the better off you are. So
(15:53):
I want to get into these perks. So the second
reason why our system is completely broken. Is that we
have self dealing. So they do perks for politicians. The
first one are gifts. So last year the lobbyists special
interests gave politicians legally because they've made this legal. This
is a racket, should be illegal. It's certainly immoral. They've
(16:15):
given legislators over one point four million dollars in gifts. Again,
divide that by one hundred and twenty members. That's eleven thousand,
six hundred and sixty dollars per member of the legislature
in gifts. Has anyone get in the last year? Has
someone given you eleven six hundred and sixty dollars in gifts?
(16:35):
Oh and that's not all. Not only are these direct
gifts to politicians that they report, there's a bunch of
gifts they get that they don't report, which is you know,
not appropriate, not legal. But they take lavish vacations using
campaign funds. One member flew a bunch of his buddies
to the Kentucky Derby at a cost of ten grand
(16:59):
each using campaign money. Another member got sixty thousand dollars
in entertainment and sporting tickets to like baseball games and
football games using campaign money. And they say, oh, well,
I'm doing a campaign fundraiser. No you're not. You're living
high on the hog Man. You're raising money, and instead
(17:21):
of using those funds to make change happen at the
ballot box, you're enriching yourself. You're living the high life. Gifts,
campaign goodies, luxurious travel and tourism. Coming up. Let me
tell you about the pensions and the insider trading and
basically approaching special interests for jobs. How one politician not
(17:45):
only took over five hundred thousand dollars in gifts but
is going to retire at age forty seven with a
massive pension. I'll give you the amount. That's all coming up.

We're lifting the veil this hour on just how corrupt
things are. I've gone inside the belly the beast as
a state representative, got elected brand new. I've only been
on the job a little over one hundred days, and
by the way, I set really low expectations for this job,
and I can tell you right now they've not even
met those low expectations so far. You said a really
(19:33):
low bar, and they still haven't even gotten that far.
But we know that. Number One, the system's broken because
it's dominated by campaign money from the lobbyists and the
labor unions. They call themselves the third House. They threaten
legislators on their votes and say you need to do
this that the other thing where we won't give you money.
(19:55):
Number Two, the politicians get all these perks. They're living
the high life. Gifts one point four million in gifts
that works out to be eleven thousand, six hundred and
sixty dollars per legislator, lavish campaign travel, on campaign expense, pensions,
so they vote themselves these lavish pensions. I got one
(20:18):
guy who's like the Queen of pension politician pension abuse.
His name is Todd Gloria. He's the mayor of San Diego.
He's been in politics since two thousand and eight. He's
going to retire at age forty seven. Age forty seven
with a pension of one hundred and forty eight thousand
(20:39):
dollars a year, plus free taxpayer funded healthcare for the
rest of his life. And by the way, his pension
of one hundred and forty eight thousand is indexed every
single year thereafter forty seven years old. And this guy's
also raked in since two thousand and eight himself more
than a half a million dollars in gifts. That doesn't
(21:00):
even count the free campaign funded, lavish exotic vacations that
he's taking. But a lot of these politicians also enrich
themselves through insider trading. They get information, they get briefed
by lobbyists and different business groups about how their businesses
(21:21):
are doing, the good, the bad, the ugly, And they
know whether a bill is about to pass because they're
voting on the legislation, so they are aware of what's
going to happen good and bad to these companies, and
so they get that information, they trade stock. Finally, many
of them are negotiating their exit package. They will during
(21:45):
the last few years of their term, last few months
of their term, they will sit down with lobbyists, businesses,
labor union bosses and start negotiating a job for when
they leave office. Lorraina Gonzalez, who's been in the Assembly
for twelve years eleven years really because she quit before
(22:05):
the end of her term. She was always caring legislation
for the California Labor Federation all the union bosses would
go to her office and she would write the bill
and carry it and promote it and fight for it
and get it past. She quit before the end of
her term to take a very lucrative job with the
(22:30):
California Labor Federation. Imagine that. So, while she's talking to
them about bills before her committee, while she is introducing
bills on their behalf, while she is deciding the fate
on bills that the California Labor Federation considers, you know,
crucial and important to their interests, she was currying favor
(22:54):
to get a job perks. They live under a different
stand than you and I have to live under if
we would engage in any of this stuff. First of all,
we don't get any of this. But if we were
to do any of this sort of bad behavior, we
would be arrested in most cases for breaking some laws.
But no, no, no, not not these people. It's another
day in the swamp of Sacramento where they're serving themselves
(23:17):
and they're not serving you. So first is the money,
Second is the perks. Third is there's no transparency, And
where there's no transparency, there's no accountability. The way they
get no accountability and no transparency is they need to
kill bills that are good that the people like without
their fingerprints on it. And so in the legislature. Here's
(23:41):
a headline from the California Matters. It's an online newspaper. Quote.
Power is never having to say no. How California Democrats
kill bills without even voting against them. How do you
kill a bill without voting against them? Didn't you learn
(24:03):
that in I don't know grade school. Besides your personal pronouns,
you were taught Okay, wait, you weren't taught your personal pronouns.
Apparently that's what they do today. But anyway, we were
taught that usually when a bill is introduced, people vote yes,
people vote no, and if there are enough, if there
are more yes votes than no votes, the bill passes.
(24:25):
Right no, no, no, no no no oh. In Sacramento
they change the rules. You can kill a bill by
just not voting at all, saying that you were in
the bathroom or that you were at another committee hearing.
That way, the public back home doesn't know that you
just killed a bill that they wanted. You don't have
(24:47):
to take accountability for stopping something that people want. Another
way way they get around it is. They introduce bills
that the public doesn't even know about. They will introduce
a bill with no language in it, or fluffy language,
phony language, changing a comma here or there, and then
(25:09):
they amend it on the floor very quickly, damn the
real contents of the bill. But the public doesn't know
what they just did. There's no advance warning. They just
amend a bill that was a placeholder bill. It's called
gut and amend, so the public doesn't have transparency into
what's about to happen. And finally, they delegate their authority
(25:34):
to unelected bureaucrats. And this is this is the biggest game,
biggest trick in the book. They're trying to do a
ban on natural gas appliances in California, and instead of
the legislature voting to ban your gas stove, to ban
(25:55):
your gas car, they pass a bill saying the California
Resources Board has the authority to do all this stuff,
including banning gas powered cars, gas appliances, your gas water heater.
Then the politician hears from you saying, what the hell
I just had to replace my gas water heater with
(26:15):
an electric one and it doesn't work and it gets cold,
showers and you know, by golly, how did you let
this happen? And they say, oh, that wasn't me, that
was a decision made beyond my control by a California
state bureaucracy. Oh, I'm so sorry that happened to you.
All the while, they're the ones behind the whole damn scam,
(26:36):
and the media falls for this crap. The media doesn't
show up at the homes of the politicians of the
big old camera saying why did you delegate to these
unelected bureaucrats the power to ban gas stoves, gas cars,
to raise your utility rates, to raise your insurance rates?
How did you why did you do that? Nope, they
(26:58):
just say, oh, well, you know, by a California bored today.
And by golly, the politicians don't know what happened, and
they say, that's very sad. Make sure you vote for
them in the next election, because they've got personal pronouns
on their social media accounts. Absolutely a scam. Own it.
If you're behind the policy, put your name behind it,
(27:20):
vote for it, Own it, and stand before the voters
in the next election. Oh I'm not done. We have
two more things that are corrupt about this system. And
of course I need to tell you. I'm not just
trying to rile you up. I need to tell you
how we fix it. Oh you didn't think I was
just going to raise your blood pressure without some relief, right, No, no, no,
no, no no. I'm giving you the dirt and I'm telling
you how we're going to clean it up.

We're going through the various ways that our California political

there's a solution. You need to be involved in it though.
Plus we'll be hearing from Steve Hilton. He announced he's
running for California governor. He's the leading Republican candidate. We
also have Riverside Sheriff Chad Bianco, also as a leading

Republican candidate. Lots of stuff to get to. But the
fourth thing that is broken about Sacramento the political system
is that they punish people for trying to do the
right thing. As I mentioned at the beginning of this hour,
I was appointed to the Budget Committee. I started doge California.
I started using the Budget Committee to reveal the wasteful
(28:31):
spending and corruption in the state budget. Boom. The Democrats
took me off the Budget Committee, and the Republicans sat
on their hands doing nothing. Seriously, they know I've said,
I've tried this before, but the Republicans chose not to
do it. I said, you know, if the Democrats abuse
(28:55):
their super majority status by punishing one of our members,
by taking them off of a committee for doing the
right thing, then none of us Republicans should show up
to any committee hearings. Don't even give them the appearance
of bipartisanship. Don't let them use you as window dressing
if we can't choose which Republicans we're gonna send to
a committee. I get the fact that they're in the majority.
(29:15):
They're gonna have more votes. That's called democracy. Okay, I'm
okay with that. I can do math. They get more
votes than we do on the committees because they're in
the majority. But by golly, I'll be damned if I
let my opponent pick who they get to square off with.
That's like saying, Hey, we're gonna go and play a
game of football, but we're gonna be able to choose
(29:36):
which players take the field. Oh, isn't that nice boy,
that's a real fair fight. So they remove you from
committees if you do the right thing. They remove staff
from your office. They used to move your office. They
used to put people in the broom closet, which was
a really small office. Heck, when I showed up in Sacramento,
I thought they'd put me in an out little porta potty.
(29:59):
I pulled up in front of the Capitol and there
was a Porteravoli body. Because they're building a taj Mahal
building up here in Sacramento, which we'll get to the
corruption of that boondoggle project, the Capital Annex project. I said,
I guess that's my office. But they used to kick
people out of their offices. And then, of course for me,
they've said, Carl, none of your bills are going to
(30:21):
be passed. We're gonna kill every one of your bills.
My view is, look, I'm not sucking up to you
to get my bills passed, because at the end of
the day, I'm no fool. You're not going to pass
any good bills anyway. Take a look at your the
carnage that you've created as a super majority Democrat Party.
You've messed up this place. Doesn't look like you have
(30:43):
any appetite to fix it. So I wouldn't want to
water down any of my bills to make it more
palatable to you. So they punish people for doing the
right thing. The fifth problem, this is a big one.
We don't have a functioning Republican party. We have a
(31:04):
one party system in California. The Republican Party itself is broken,
and yes, I will even say it corrupt the party,
not the voters. The party in Sacramento. There are some
Republican staff who collude with Democrats, and so in my
office doesn't tell Republican staff our play. I don't tell
(31:27):
them what amendment I'm introducing, what parliamentary procedure I'm going
to be using. I don't tell them what questions I'm
going to be bringing up at the committee hearings. I
don't tell them what sort of expose I have from
Doge California. I just show up and I let it.
You know, I dropped the bomb right then and there
no one sees it coming because I don't want to
(31:49):
tip off. Because what I've seen happen is that the
Republican staff are more worried about offending the Democrats. How
do I work with these pe people If they're upset
with me, I want them to be upset with you.
You're called the opposing party. And of course the labor
unions and the lobbyists dangle money in front and the
(32:12):
political consultants dangle money in front of the Republican Party
to keep their lights on and keep their doors open.
And then the Republican Party backs bad bills like Proposition two.
In the twenty twenty four election, they backed a bond
boondoggle billions in borrowing for boondoggle projects. Because the California
(32:32):
Republican Party was bought off for that endorsement, they went
with a yes vote on a really bad ballot proposition.
They betrayed their own members. And this is why people
across the state of California aren't giving money to the
Republican Party, nor should they give money to the California
Republican Party until they clean up their act. Now there's
a new leader there, and I'm hopeful, and it looks
(32:55):
like she's taken the first steps to clean things up.
But I'm not yet gonna say thumbs up until I
see real change now those are the five broken parts
of our system. The lobbyists and labor unions run the
show with their campaign contributions. It's the big special interest
(33:17):
number two, the perks that the politicians get at your expense.
Number three, no transparency, no accountability. Number four punishing people
for doing the right thing. At number five, a broken
Republican party that's not fighting on principle for you. So
how do we fix it? Well, we have a plan,
a five point plan. I'll go through it and tell
(33:38):
you what you can do, and all of us can
do our small little part, and it all adds up
to a big political movement that can't be stopped. But
it also takes candidates, and we have a good candidate
for governor coming up in our two o'clock hour, Steve Hilton,

invite you to be part of the fight to take
