Now, you will recall a couple of weeks ago we
had some people get in contact with us concerned that
some Vinnie's were moving from Stuart Park to Coconut Grove.
Some listeners worried that the move could see an increase
in anti social behavior. Now, the Minister for Police, Brent Potter,
joined us on the show a little bit earlier in
the week and confirmed that that move would be happening.

Speaker 2 (00:21):
Take a LISTENCA made a decision to approve it for
a period of up to two years. They've put some
additional condition conditions down there. I'm supportive of them moving
from Stuart Parks, let's just get that on the record.
It's a well needed service, but I think it's in
the wrong location. I don't necessarily agree that Coconut Grove
is the right spot for it. I'm comforted that they've
gone and reduced the period for five years down to

two and they've put some provisions Government and Vinni's will
work on a long term solution for them in a
different location. And I acknowledge the concerns of my constituents
that they they're worried about the any social behavior, and
I'm comfortable though now that Vinnis have made a commitment
that they'll work with us on this and resolve it
as it goes, but it.

a little bit earlier in the week now joining us
on the line to talk more about the move. Is
s't Vinnie's CEO, Rob Lasha. Good morning to you.

Speaker 3 (01:09):
Rob, Hi Katie. How are you?

Speaker 4 (01:12):
Yeah? Really good? Thank you so much for your time
this morning. Rob.

Speaker 1 (01:15):
Now, firstly, why is Venie's moving from Stuart Park Because.

Speaker 3 (01:20):
We've got the opportunity to redevelop the Stuart Park site.
We're looking at putting an affordable housing on that site,
so we need to look at moving. We want to
go to a permanent location as Brent had already just
entered that with the recording, but we now need to
find an interm place to go and that will be
at Coconut Grove for two years.

Speaker 1 (01:42):
Right, So in your opinion that move to Coconut Grove
really is just an interim measure.

Speaker 3 (01:48):
It is totally an interim measure. We are using demountables,
it's low impact. We're only there for two years, that's
the condition of the application. So yeah, we we want
a permanent site while an in from accommodation site.

Speaker 1 (02:04):
Can you explain to our listeners what services are going
to be provided at that site at Coconut Growth yep.

Speaker 3 (02:12):
So well, I and go through the what we're doing.
We're partnering with other organizations. We don't do this alone.
So we have Darwin Community Legal Service, we have Services
Australia there, we have our Acre Nation, we have Orange Sky,
we have a general Adalbar providing health services and we
provide day services there. On average per year, we would

do sixty eight thousand meals a sorry a year and
that includes breakfast and lunch. We do eleven thousand showers
and over four thousand, seven hundred loads of washing for
our clients, the homeless people that come in in the
day service. So we're open from seven point thirty through

(02:56):
till noon and we also you know, we would average
about one hundred clients at ours and house each day.

Speaker 1 (03:05):
There is no doubt that it is a service that
is absolutely needed.

Speaker 4 (03:09):
Rob. When is it.

Speaker 1 (03:11):
When are you going to be moving out of Stuart
Park and into Coconut Grove.

Speaker 3 (03:16):
Yep. So we're moving out and we're looking to move
in to Stuart Park sorry into Coconut Grove early August.

Speaker 1 (03:25):
Early August, So it is happening pretty quickly by the
sound of it.

Speaker 3 (03:29):
Yes, it is. We've got everything teed up. We've got
the demountables that are ninety percent build right now, so
and then we're going to look at the infrastructure in
the next couple of months to be able to support
that the amountables that are there, and we're doing we're
going to do. You know, we're mindful and acknowledge our
neighbor's concerned. We do have we are looking at how

we designed the site. So we have a waiting area there.
It's quite a large waiting area, so that will be
open from six thirty right through to one point thirty,
so that'll allow people to wait in an area outside
of the street. And we're also working with Ourikia Nation.
They will manage antisocial behavior by establishing Larachia protocols on

the site. And also they're going to provide transport for
clients to and from and back to where they're staying,
noting that they are sleeping rough So we've got those
measures in place. We also have CCTV. We'll have security
on site when it's open and security fencing and lighting

(04:37):
in that early stage and six thirty is dark, so
we'll have some lighting there in out flood towards the
bush area, not onto the road. So we're really mindful
of the concerns of our neighbors and we will continue
to work closely with them. We're going to be informing

(04:57):
them of our temporary relocation and also we may we
will look at one on one briefings with some of
the people, and also they will do mail drops and
so forth.

Speaker 1 (05:08):
Rob, I know that for some of those businesses in
Coconut Grove and some of those residents in Coconut Grove,
they've already had a pretty tough time when it comes
to anti social behavior and break ins and the like.
I know you, I mean, I know you've already pointed
out some of what you are going to be doing.
But what assurances, I guess can you give to those

(05:31):
residents and also those businesses that the moving of the
service to Coconut Grove isn't going to impact them further well.

Speaker 3 (05:40):
As let's see, we're we're working with Alaricie Nation and
the police because it's obviously a police matter on antisocial
behavior outside of the outside of Osten House. So yeah,
that's the approach we're taking. We'll we're working very closely
with Larache and the police.

Speaker 1 (05:56):
Someone's just called in to ask where exactly the services
are going to be in Coconut Growth.

Speaker 3 (06:04):
So they're right next to us at Bakita So if
it's rarely what Bikita Lodge and Kid Collins we've been
in that facility for thirty years in Coconut Grove, anding
to be right next door to that in the vacant
land that's that's there, and we're designed it to be
off the road. There is you know, it is right
next to our facility. There's a lot of you know,

(06:27):
we're well away from neighbors.

Speaker 1 (06:30):
Rob what's a long term plan you know for these services?
Because I know that for the people in Stuart Park
they found it really difficult at different times to have
that service right there in Stuart Park. And it's tough
because you want to make sure that the services are
easily accessible to people that need them, but sometimes the
on flow to the people that live nearby can be

(06:51):
really difficult. I mean I've seen myself when I've gone
past the park at different times that parks has not
been able to be utilized by locals in a lot
of ways. They're in Stuart Park because there is often
people they're drinking and I know that, you know that
that's obviously not the fault of Saint Vinnie's that people
are you know, are drinking in the area. But you
know what, like I suppose, what is the long term

(07:13):
plan in terms of delivering these services.

Speaker 3 (07:16):
Yeah, so that's a really good question. And what we're
looking to do long term is we have a partnership
with Larichian Nation. We have been working very hard on
interroim accommodation facility which will be needed on a permanent site.
We have been actively engaged with a Northern Territory government
on a permanent site to develop this accommodation for the

last three and a half years. We've had over one
hundred meetings with Northern Territory government to make this happen.
Wow the facility. The facility will provide culturally appropriate and
safe accommodation for people serving rough on the streets, so
it is accommodation and it'll have wrap around care. We
want to have integrated social services there such as medical,

(08:00):
social and family services, and we will collaborate with other
organizations to make that happen. We're looking at sporting engagement,
we're looking at cultural engagement as well, and this is
all totally in partnership Blacare Nation and we are heavily
looking for a permanent site on Crown Land to make

(08:21):
this happen. And now it's urgent. We've got two years
so we need that site. We need it's a great initiative,
it will solve a lot of problems and we just
need that site. So we are engaging with Northern Charity
government to make it happen.

Speaker 4 (08:41):
Why has it taken so long?

Speaker 1 (08:43):
I mean, I know you've said the like it's a
positive thing obviously that there's been lots of meetings, but
by the sounds of it, you guys have been trying
to work on this for three and a half years.

Speaker 3 (08:52):
Yeah, that's right. Well, unfortunately the mechanisms can be very
slow on the government side. You know, we've had pushbacks
and all that sort of stuff. But I have to
say we're currently working very positively with the Lawler government.
They are definitely a breakfas fresh air.

Speaker 1 (09:09):
Warick's just called through from Catherine saying he understands that
Laraki Nation can't respond to disputes and fighting on those
community patrols that they've got to call the police. Do
you know if that's the case.

Speaker 3 (09:20):
Rob, Yeah, no, I can't answer that question. You'll have
to ask.

Speaker 4 (09:26):
Yeah, no worries.

Speaker 1 (09:27):
Hey tell me in terms of the plan now for
where Australia straight. So for Stuart Park, I know you
said are you looking at affordable housing on that site?
What's that going to look like and how long could
that take to get up and running.

Speaker 3 (09:40):
Well, that's the thing. We want to get it into
the next round of housing Australia Development Funds grant round
and that's pretty much to the beginning next year, so
we need to get all our ducks in a row there,
get a business case and everything's set for that. So
at the moment working on the feasibility started of that.

(10:01):
But what we're looking at is affordable housing basically for
essential workers such as teachers, nurses, police and other low
income wages. And as you know, Katie, I mean housing
shortage here in Darwin is ridiculous. So we figured this
is a good approach to that land, a good use
of that land. So for us to do that, we

(10:24):
need to move on theham House to get it underway.

Speaker 4 (10:27):
Rob.

Speaker 1 (10:27):
Somebody's just been in contact and said, what happens if
you don't find a site soon? Will that mean that
you're in coconut grown for longer than the two.

Speaker 3 (10:36):
Years we are Where you're going to find a site.

Speaker 1 (10:41):
Where's ideal for you in terms of that site, Well, I.

Speaker 3 (10:46):
Have to be big enough to cater for the interim
accommodation for sility. You know, we we've looked at options.
We looked at a site off Bandlin Drive. There's a
couple of other options that we're considering as well. But
it's around getting the traction with the government. And it
has to be on Crown Land because the end of
the day, that's the big enough track of land that

(11:06):
we can use yep. And so we need we need
traction of government. We need to get you know, they
need to get actively involved around this initiative. It's not
only it's just it's just going to be get people
off the streets, well on the streets and into accommodation
that is twenty four to seven catered for. It's culturally
appropriate and it's designed for their needs.

Speaker 1 (11:27):
And the thing is, you know, this issue is not
going away. Is it like we're not. You know, we're
actually finding that as the cost of living goes up
and as things get tougher across the board, not just
for people that are homeless and for homelessness services, but
even our low and middle income owners. You know, we
need to make sure that we have got these services.
And particularly when you're talking about that affordable housing too,

(11:51):
there needs to be options. So the issue is not
going away. We've got to find some options.

Speaker 3 (11:56):
Yeah, that's right, and we've got some solutions, you know.
Ending up, we're saying, hey, here's here's some solutions. Let's
get us underweight.

Speaker 1 (12:04):
Yeah, rob, Look, we are still getting a lot of
messages people coming through that are obviously in the area
that live in Stop, that live in Coconut Growth sorry,
or around the Nightcliff area, that are really quite concerned
about the potential on flow of anti social or.

Speaker 4 (12:20):
Even criminal behavior.

Speaker 1 (12:23):
I mean, it does sound like you're trying to do
quite a bit of work behind the scenes to ensure
that that doesn't happen.

Speaker 3 (12:30):
Yep. And just for give you an idea, our clients
that use Bockenham House are generally middle aged adults. The
couples and families. There are older people, they're people of
health concerns, so you know, I mean that they may
not be the demographic that they're thinking of that do
those things, you know. So, and as I said, we
will work with Laroche Nation and the police on any

(12:52):
antisocial behavior that's outside you know, you know, we will
do that.
