Finance Minister Nicola Willis told Mike Hosking that they're worried growth's being constrained.
She says the consenting system ties people up in court, adding costs and uncertainty to major projects.
When it comes to building projects, doing up Premier House is not at the top of the Government's to do list.
The Prime Minister won't live at his official residence due to the condition of the building, which is very old in some places.
Willis told Hosking that the Government has to focus on priorities like transport, housing, hospitals, and classrooms.
She says Premier House repairs are pretty low down the list.
