Some Whakatane residents could end up having their council bins confiscated for three months.
 
The District Council is bringing in a three-strike rule for people repeatedly putting the wrong items in recycling and green waste bins.
 
The Council's solid waste manager, Nigel Clarke, says he doesn't get why people keep doing it.

"We tried to provide the education to help people recycle correctly, but it is just that small minority that just don't want to get on board."

recycled police are coming for the good people of Katani. Hey,
these are the people who don't recycle properly. People caught
putting incorrect rubbish types in their yellow and green bins
now risk having them confiscated for three months because apparently

wrongly recycled items can make up as much as sixty
five percent of rubbish received. Nigel Clark is the manager
of Solid Waste at Fakatani District Council. Hey Nigel, Hello,
so why don't people want to recycle properly?

Speaker 2 (00:36):
That's a good question. Basically, we put a lot of
education out to our communities. We have information on our websites,
you have leaflets, we have stickers on our bins and unfortunately,
well while the majority of people do the right thing,
there is a minority that just don't want to see it,

(00:57):
seems to want to put the life in the right bins.
And that's what this campaign is all about. It's all
about targeting that minorrative which unfortunately has a big effect
on our overall recycling and GREENWTE products.

Speaker 1 (01:12):
I just wonder because we've talked about this a lot
on the show in the past few years. As you
can imagine, recyclings comes up pretty regularly, and this is
the thing that I don't understand. Why don't people want
to recycle properly?

Speaker 2 (01:23):
Do you know? I really don't know, because it seems to.

Speaker 1 (01:27):
Me, Nigel that if we're all having councils around the
country are having the same problem dealing with recidivists, then
maybe if we understand this thing, then that may be
the solution to fixing it.

Speaker 2 (01:38):
What do you think, Yeah, well, I mean there's a
lot of research going you know, it's gone into this
to try and make people correctly it's yeah, and we
try to provide that education to help people recycle correctly,
but it is just that small minority that just don't
want to get on board.

Speaker 1 (01:59):
Yeah, okay, So what are you going to do if
you take these bins away and people resort Presumably they're
just going to dump this stuff on the side of
the road or dump it in other people's bins, aren't they.

Speaker 2 (02:12):
Well, no, we will only take away the offending bin.
So if for example, they don't use a recycling bink correctly. Yeah,
you know we will have given them before we take
a bin away, we will have given two warnings, so
it will occur on the slow tie, and if they
don't use the recycling bin, we'll just take away that.

(02:33):
They still have their general waist bin. Yeah, so they
can still get rid of their hich and they can
put all the rubbish in the general waste in or
they can take it to one of our resource recovery
centers pay to drop it off there.

Speaker 1 (02:46):
Yeah, it kind of defeats the purpose of recycling, doesn't
it if it all just goes into the waistbin.

Speaker 2 (02:52):
It does, unfortunately, But.

Speaker 1 (02:55):
I suppose it's been to just contaminate that little bit
of recycling, then it is to contaminate everything.

Speaker 2 (03:00):
It is, because it only takes a little bit of
contamination in the overall recycling to actually have a significant effect.

Speaker 1 (03:08):
Did I read some way that you guys don't even
pick up from mudor padder at all?

Speaker 2 (03:13):
No, we do. We do collect from there, but it's
it's not just the problem isn't specific to that township.
It is a district wide.

Speaker 1 (03:22):
Let me read you this. Nigel says the facility will
not accept curb side recycling from mudor powder at all
because of the high level of contamination.

Speaker 2 (03:30):
Yeah, so what we're doing currently at the moment when
we say facility, we're talking about material recovery facility, which
is where the recycling goes to be sorted into products
and basically the recycling that we're collecting from the curb
side in at the moment, we're having to drop off
at our own resource recovery center and pre sort it
before we can actually send it send it to the material.

Speaker 1 (03:53):
Because is it because it is so contaminated.

Speaker 2 (03:56):
It is, Yes, what's going on in motor powder, We're
not sure. Really, it just happens to be what. It
just happens to be one of those areas. It's not
the only one, but it is one of those areas
that has got one of the highest rates of contamination.
