今年中共两会军方代表团的规模虽然缩小，不过官方公布2025年列编的国防预算仍然增加了7.2%，达1.78万亿人民币，超过5%的GDP增长目标，这个数字是否合理、适度？能否反映中共的战略意图？总理李强在政府工作报告中强调，解放军要“深入推进练兵备战，加快发展新质战斗力”，中国面对经济增长放缓，军费却年年大幅增长，究竟剑指何方？是为了武统台湾？与美国争霸？还是要牢牢抓住枪杆子维持政权？与此同时，美国国防部次长提名人柯伯吉3月4日在参议院军事委员会的听证会上警告：“美中军事平衡已经急剧恶化”，建议台湾军费应该增加到GDP的10%，日本军费也应增加到3%，美、日、台如何因应中共军力扩张所带来的挑战？
