معالي الدكتور محمد المشعل، ولد في الخرج عام 1371وترعرع فيها. انتقل الى الرياض ودرس في كلية الصيدلة في جامعة الرياض، وحصل على الدكتوراه من جامعة برادفورد في الصيدلة الصناعية عام 1985، وكان أستاذاً في كلية الصيدلة في جامعة الملك سعود بين 1986 و 1997، وشغل منصب مدير عام شركة تبوك للصناعات الدوائية من 1997 حتى 2005 ، وشغل منصب الرئيس التنفيذي للهيئة العامة للغذاء والدواء منذ 2013 حتى 2016
