Álvaro de Vicente é Diretor do Gabinete Regional da DG ECHO para a América Latina e Caraíbas, onde supervisiona a resposta humanitária da União Europeia na região. Especializado em migração, conflitos e violência, tem uma vasta experiência humanitária, que inclui funções anteriores como Chefe do Gabinete da ECHO para a América do Sul e Perito Humanitário para a Ásia Oriental. Álvaro trabalhou também na Action Contre la Faim, em Paris, como Chefe do Departamento de Água e Saneamento, e acumulou experiência em África, Ásia e Américas.
