No final dos anos 70, o Brasil ainda não tinha nenhum trabalho de conservação marinha e as tartarugas marinhas já estavam na lista de espécies ameaçadas de extinção, desaparecendo por causa da pesca incidental, da matança das fêmeas e da coleta de ovos nas praias. Um grupo de grupo de estudantes que cursava os últimos anos da Faculdade de Oceanografia da Universidade Federal do Rio Grande (FURG) não cruzou os braços e resolveu agir para garantir o futuro das tartarugas marinhas em fevereiro de 1977 com a criação do projeto Tamar.
