La sanción de una ley de humedales es un reclamo histórico de los grupos ecologistas. En 2013 y 2016 el Senado aprobó dos proyectos que no llegaron a convertirse en ley porque quedaron cajoneados en la Cámara de Diputados.
En 2020, tras los incendios en el Delta del Paraná, este reclamo volvió a cobrar fuerza.
