Kelangkaan dan naiknya harga minyak goreng kembali terjadi sejak November tahun lalu. Kelangkaan ini dipicu oleh naiknya harga CPO (Crude Palm Oil) global sejak pertengahan tahun lalu. Ironisnya, Indonesia merupakan eksportir CPO terbesar di dunia, namun ternyata tak mampu memenuhi kebutuhan dalam negeri. Pemerintah telah melakukan berbagai upaya sejak terjadinya kelangkaan, mulai dari operasi pasar, subsidi harga, penetapan HET, hingga kewajiban bagi para produsen untuk memasok kebutuhan dalam negeri (domestic market obligation/DMO). Namun, kebijakan-kebijakan tersebut seolah tidak mampu mengatasi kelangkaan minyak goreng.
