Im Oktober 1925 verhandelten Vertreter aus mehreren europäischen Staaten über eine neue Sicherheitsordnung. Mit den Verträgen von Locarno kehrte Deutschland auf die internationale Bühne zurück. Für kurze Zeit herrschte damals Hoffnung auf einen nachhaltigen Frieden in Europa.
