År 1967. En iskall morgon i Handen hittas två poliser och en väktare skjutna till döds i ett köpcenter. Snart framträder tre gåtfulla spår: en polisbil som ingen polis kört dit, en okänd ”väktare” och ett militärt vapen på fel plats. Misstankarna pekar åt alla håll – men inga svar finns.
