To close a projected $12 billion budget shortfall, Gov. Gavin Newsom has proposed sweeping changes to Medi-Cal - which offers public health insurance to roughly a third of Californians who are on limited income. One proposal is to set an asset limit for eligibility. People over 65 or with disabilities who have more than $2,000 in individual assets - including savings accounts, cash on hand, life insurance and property other than a home and a car - could lose their coverage.
