Iniciatore šim paziņojumam bija Francija, kas ir apņēmusies šo soli spert septembrī. Līdzīgi grasās rīkoties Lielbritānija, Kanāda, kas arī nesen par to skaļi paziņoja. Apņemšanās gan arī paredz nosacījumus. Viens no tiem ir tāds, ka Hamās vairs nebūs pie teikšanas Gazas joslā.
