En 1982, México se encontraba al borde del precipicio. El sexenio del presidente José López Portillo fue, según casi todas las métricas, un desastre. Con una economía que dependía por completo del petróleo, con un país endeudado con todo el mundo y con una sociedad al punto de un estallido, el sistema que había regido al país desde la Revolución había caducado. Por si fuera poco, otra serie de crisis durante los ochenta empeoró la situación. De allí que la generación de funcionarios que llegaron al poder en esos años concluyó que, si México pretendía evitar la catástrofe, había que “cambiar para permanecer”.
