actually liberation. It's liberating the veteransfrom the internal issues they may be fighting

with. Many look at the veterans. Yeah, they went to war,
they came back, give them aparade, and then we put them back
on a shelf. Well, no, these are people. They have mind,
body, soul, spirit, andthere's healing in different aspects to that
individual. So what we do tohelp liberate the veteran medically is by getting

them connected to the VA through benefitsand compensation, liberating them from the issues
that might be slowing them down inlife that makes them rather, if not
unemployable, less desirable from an employmentdue to their medical issues, medical issues
that were basically incurred while fighting onforeign shores in the service of our nation.

Fighting under the fact of this gloriousnation and the blessedness of it.
We connect with them medically, sothat it's not just so what it's so
that they can be liberated from thatwhich binds them. Liberation is from that
which binds right. So it's inthe liberation for them to feel and experience

their freedom, as they have foughtfor the freedom of the Americans of these
United States. So medically helping themmaneuver through the medical paperwork of the VA,
filing for compensation benefits, and achievingthat which is pursued through paperwork that
(01:42:42):
is a it's a minefield, amI applying on the right form? Am
I not? But even better thanthat, all our services are free,
Brian. Yes, there is nothingwe do in my office. I don't
want to dive from you. Ijust want to make sure you are served.
And that comes from the sergeant majorof the troops. I want to

benefits helping them medically. You know, prosthetic devices for example. I know

I met a lot of veterans whogot hit with IEDs and that could be
a challenge to help you get backin the work environment. But man,
they have made amazing, amazing stridesin affecting those prosthetic devices. So there's
that, and there's of course thepost traumatic stress side of the equation.
Wonderful psychological services offered by the VA, and it's tailored to what they know
(01:47:10):
about and that's veterans and the veteransspecial needs, so that could be a
challenge that some are facing. Everythingin between. Absolutely so D two to
fourteen discharge papers all you need.I know there's some financial caps right there
are. I have had some morewealthy veteran friends say, listen, don't
tell them it's benefits that you earnyou haven't made got on because if you
make more than a certain amount,you're limited. So okay, I have

to qualify it that way. Buta lot of veterans aren't there, so
it's it's waiting for you. However, though, Brian, that is dependent
on your level of service disability percentage. Okay, don't take that as a
misnomer as a coverall. Fair enough. This is why I have veteran service
officers that are well read and wiseinto the rules of the VA to help
(01:47:56):
guide you through this maze. That'swhy you get in touch with the claimont
any veteran services. They'll help youget through the maze. So medical mobility
the second one. Talk a littlebit about mobility there with my comment about
prosthetic devices and the like, butalso getting around Absolutely, yeah, the
mobility. You're right, it's physicallyboth to the veteran themselves, as in
the prosthetics. We've seen many ofthem running around with either the blades or
(01:48:20):
a fitted prosthetic for them. IEDswere just h impactful, right, unbelievably
so what we have learned by goingto war. I'm not saying there's value
in going to war and losing livesand losing limbs. However, for the
veteran that does suffer from lost limbs, know that because of your experience,
(01:48:44):
you're affecting the veterans for tomorrow,but because what you might have lost is
the gain of the veteran behind youthat may experience the same trauma but yet
now receive better care. It's anexcellent point you're making there, excellent and
I know you help veterans monetarily aswell. I thank you Mike, my
submarine or friend Mike for pointing outthat veterans are eligible for a free National

getting through in this time. Sothe mobility aspect is very important. And
think of the fact that through Junethis year, we have transported over three
hundred and fifty veterans to and fromvia appointments. That's fantastic. Veterans that
can't get out of their house,Veterans that are handicapped, Veterans living alone,

Veterans that might be aged and thewife or mom can't help them out
of the house. We have driversand we will transport them to there.
If they are handicapped, we haveservices through the Clermont County Transportation System who
has a handicap bus that will pickthem up and take them to their appointments.
Got you covered, right, fullservice mobility, right, God,
remaining one minute left. You wantto wrap up the balance of the services

and let's go monetarily. Listen tothis. In twenty twenty two, Claremont
County realized eight point one million dollarsback into the county because of the compensation
and benefits coming back to the veteransthat we supported. That's twenty twenty two.
In twenty twenty three, eleven pointsix million dollars came back into the

county because of the compensation benefits thatmy service officers were able to help veterans.
Now through May of twenty twenty four, eight point five million already.
Wow, this year has come backinto the county, into the pockets of
the veterans. That's supporting the momand pop shops, that's supporting the businesses

locality, that's supporting the betterness oflife for these veterans. This is what
my office gets to do. Andthen speaking motivationally, Claremont County Fairs coming.
It is free for veterans every dayof the fair. Bring your DD
two fourteen if you don't have anyother ID. I'm going to have the
VA Medical bus. There's mobility.I'm setting up my service officers. The

registrar Ms Klepper is sending people downthat if you'll bring your DD two fourteen,
she'll turn it into a Claremont CountyID card for you see my VSL
to help make appointments. And theVA Medical bus is right next door to
us, a full service setting Thursday, July twenty fifth, come out and

responsible for some changes that are comingto the Hamilton County Veteran Services Commission,

location seems to be job one.Yeah, look Wry, There's no doubt

about it. The Veteran Service CommissionHamilton County is going through a period of
transition, but good transition, andI'd even argue a great transition for all
forty thousand plus veterans in Hamilton County. And the first one right is just
giving them a much better, moreconvenient, more accessible space in terms of

an office that veterans can come to. And that news that dropped yesterday of
the proposal by County administration to acquirethe Mercy Health Building in BoNT Hill off
of the Norwood Lateral, I thinkis a big step towards that direction.
What this could mean now, Iwill caveat to say that the decision has
not yet been final. It's justa proposal by County administration to the Hamilton
(01:55:39):
County Commissioners. They will ultimately vote. I think the expectation is later this
summer on the purchase sale agreement.But I could at least say from the
Veterans Service Commission standpoint as being oneof I think five or six county entities
that are projected to move into thatfairly new building. From our standpoint,

this is a this is a greatmove for Veteran Service Commission Number one.
I mean parking, but having freeparking for our veterans is going to be
a huge game changer. Right now, we're located two thirty East ninth Street,
Downtown. Veterans and everyone that hasto go. We're in the same

on top of that burden is therequirement that oftentimes pay for ten dollars twenty
dollars in parking. I mean,it's a huge barrier. So going to
a place that's right off of thelateral, accessible from the interstate that's got
you know, over one thousands parkingspots is going to be huge. That's
number one, Orlando, that itsounds like a terrific idea. But you

have a proof with the move ofthe Board of Elections off the NORWI lateral.
What a pain in the butt itwas to previously get down to vote.
I mean the parking problems, accessibilityissues, and there was a lot
of pushback on moving it, butman, it opened up a world of
opportunities for people to get in andout and easily vote by moving it there.
So this sounds like a great ideas. Plus, it's not just the

veteran services that you represent, it'salso Hamilin County, job and family services,
developmental disability services and other or it'slike one stop shopping will be in
this new facility if it is acquired. So it sounds like a terrific idea.
Yeah, so you're exactly right,Bright. The one stop shop mentality,
I think is again just a greatvalue add because to be able to

again, you know, I'm speakingon behalf of our veterans here, to
be able to service the veterans thatcome into our office and then be able
to at the end of our conversation, our time meeting with them, say
hey, you need to go toJobs and Family Services, or you need
to go to you know, uh, Developmental Disability Services or Office of Addiction

Response. Go upstairs, right,you go on the second floor, the
third floor. That's that's huge versusyou know, hey, come out of
this building. You got to goto Broad Street, You got to go
on Central Parkway. You know,never mind having to extend your parking you
know, on the parking app orpay the meter again, it's gonna be.
It's gonna be able to have holisticservices for our veterans and also just

our county residents. The other thingtoo that I want to touch on is
it's not just parking. I meanthe Veterans Service Commission. We are growing
in terms of expanding our services toveterans, having more robust transportation services to
and from medical appointments or dental care, or financial literacy program to help them

become more financially independent. All thisis on therin't We need to grow our
team in order to do that,you know, as more people become aware
of even not just where our offices, but what our office is. Right
as a veter Service Commission, we'renot the VA. We're a state mandated
entity under Ohio law to do onething and one thing only, and that's

to make the lives better of ourcounty veterans within Hamilton County. And so
in order to now service a growingnumber of veterans that come through our doors,
we need to expand the team todo that. I'll tell you,
Brian, our tiny office here onthe first floor of the TAFF building is
not capable of doing that. Andso in order to have the space to

do that, that in the grandscale is a smaller footprint for the county.
So there's the tax savings right there. As I put my CPA had
on, you know what's the longterm financial impact? Huge financial savings for
residents in the county, but againfor veter Service Commission. I think it's
I think it's a smart move andI'm looking forward to seeing it progress.

Well, I'm glad you touched uponthe financiality as I was thinking about all
these different offices that will be consolidatedif this purchase goes through, and it
sounds like it should. That iswhat four different agencies who occupy presently four

result in savings in and of itself. Oh yeah, I mean just look

what I've been briefed by county administration, it's estimated to be thirty five million

this long term for the taxpayer.So it's smart for the taxpayer. And

Claremont County Veteran Services Commission on priorto you, he mentioned that they currently
do have transportation for vetermans to getto and from appointments. They got four
different vans, they got veteran drivers. That's something that the Hamilton County Veteran
Services does not yet offer that you'replanning on bringing on board with these changes,
or do you offer transportation to appointmentspresently? Yeah, so yes,

first and foremost, we absolutely dooffer transportation to a for medical appointment.
I mean we're tasked under Ohio lawto do that. The question is how
do we do that in a bigmetropolitan area. I mean, again too
right, We've got to be goodfiduciaries of taxpayer money, and so we've
got a great partnership with Cincinnati Metro. And if you're on the bus line,

which a lot of our veterans are, then you get a free bus
pass, you know, to theVA Medical Center if you require transportation that's
not to the medical center, becauselet's face it, the VA Medical Center
outsources a lot of their specialty careoutside of where they're located, you know

or you live outside of the busline, we're going to take care of
you, you know, whether it'sit's metro access or or we were excited
to unveil and got our commissioner boardapproval at our last public meeting last week.

of taxi service, whether we're goingthrough the legal and contractional aspect of it
right now, whether it's uber healthor lift health or some sort of other
third party platform. Now we cango door to door and it's not going
to be a barrier for someone that, for example, lives in Harrison and
it's not on the bus line orthe bus picks them up. You know,
twice a day we can go doorto door. Is that where you

lift take you to your appointment andwalk you through that process with one of
our staff that's on the phone makingsure that the veteran's taken care of for
that transportation need. So other countieshave provided a great, I think long
term template. There's definitely talk outof our commissioners for acquiring vans ourselves,
but that's the capital expenditure, youknow, and as executive director, I

also kind of want to help guideit's my role to guide our five person
board to assess, Okay, what'sour goal. If our goal is to
expand our transportation need, there's anefficient attack, a friendly way to do
that that won't require capital expenditure.Acquiring vans and now bringing on you know,
part time drivers could be something forthe one year to five year time

horizon. So that's definitely in theworks. But we're expanding services now,
we're doing it quickly. Well,if this building acquisition goes as quickly as
possible, assuming that the Heaven CountyBoard Official Commissioners approves the purchase, what
kind of timeline are we on whenyou're all when you're going to be situated
and ready to hit the ground running. Orlando. Yeah, so I walked

the Mercy Health building last week withCounty Administrator Jeff Ludo, and we were
there with their planning team as well. What I've been told is if we
get the purchase sale agreement or theboat at least later this summer, we
also get the buy in right,the important buy in of the bond Hill
community. They're says, vital tothis. I mean we're moving right into
their community. We're looking at asix month to eight month window. I

believe of renovation. I mean,the thing right, the building right now
is fit for a medical center,and so how do you then just do
relatively minor tweaks right of getting theoffice space and security right because we'll have

can't vote against this, you'll putsome of your constituents out of business or

industrial complex produces infinitely less but costsexcessively more. Well, we could we

invoked for a while, but nowthe stake has been driven through its heart.
Going back to your comment about Congressand its pathetic reality of Congress,
I mean, they can't agree onanything but what they do, and when
they do pass laws, they're oftenquite loosely written, which hands over to
the administrative state all of the rulesand regulation making. Now they're going to

have to start writing with greater specificities, since deference is no longer required to
give to these outlandish interpretations of laws. So the old rule, the Chevron
doctrine, named after a case inthe Supreme Court forty years ago involving Chevron
oil, was that if you suean administrative agency, the Food and Drug

Administration, the Environmental Protection Administration,the Bureau of Alcohol, Tobacco and Firearms,
and you go into court, youare not equal to the government.
The government gets the benefit of thedoubt. The government's regulation is presumed to
be valid. That's the Chevron deference. That is no longer the case from

and after last week. If yousue one of those agencies and you go
into court, it's a level playingfield. The government has to prove its
case and you disprove it, butno deference to the government. The theory
was that the governmental agencies are filledwith experts, and the court can't second
guess experts. Bologne. It wasa way for Congress to regulate private behavior

without being accountable for it itself,by giving all this authority to nameless,
baseless bureaucrats who don't change. Nomatter which party controls Congress or who's in
the White House, that will bethe case no longer. So if Congress
wants to say, you can onlyhave two parts per billion lootenant in the

air, If Congress wants to say, hey, Brian Thomas, that mud
puddle in your backyard is really anavigable waterway and we can therefore regulat If
Congress wants to say that, letthem go ahead and do it and then
get voted out of office. Butwhen an administrative agency does that, there's
nobody to vote out of office,right they just stand up hold their hands.
I didn't do that. That wasn'twhat I said. That's not why

I passed the law. But thenagain, you end up having to live
with with the law that says atablespoon of water on your property is somehow
navigable. But this chevron not beingoverruled is an extension I would argue of
the West Virginia versus EPA case,which held just that that they exceeded their
authority in regulating waters on private lands. Yes, I mean they literally said

that a mud puddle, because thewater from the mud went down through the
earth and was connected to the undergroundaquifer, which was connected to a stream,
which was connected to a river,which is connected to the ocean,
made the whole thing navigable water.I don't know how you can navigate a
mud puddle, but whatever, andtheir theory was therefore they could regulate the

mud puddle. What was the regulationthe mud peddle. A farmer wanted to
build a house on his own propertywithin fifteen yards of a mud puddle,
and the EPA said no. Well, of course the EPA lost that case.
Now they've lost the jurisprudence underlying theirhutzpa there's a phrase for you.
Yeah, jurisprudence underlying their hutspa.Now they've lost that thanks to this.

My friend Justice Gorsich, even beforehe was Judge Gorsich, when he was
just mister Gorsich, has been ona rampage against the Chevron Doctor. Now
he's finally in a position to dosomething about it, and he helped drive

other cases that have been decided underthe Chevron doctrine very loosely upholding these administrative

arguments in spite of the fact thatthey're far afield from the actual law that
was passed by Congress at any giventime. Or are they? Are they
sure? Answer is no, thisis prospective only. If they made this
retrospective, they would have such abacklog of cases it would clog the courts

somebody pleaded guilty in January sixth toobstructing justice and they didn't actually physically do
the obstruction, they're making a emotionbefore the judge who took the guilty plea
