Right. So in twenty twenty two, Dumas ran against Smitherman and O'Neil.
Dumas only got forty five point twopercent of the vote. The other two

was running, I believe against Dumas, and Mon's only lost that election by

business records. It was a focuscharge that should never have been brought.
I sat there in frustration, andyou know, it's not a place I

like to be in. I don'tlike to feel frustrated. I don't like
to feel depressed or dark about anything. And I thought, well, let's
just look forward into the future,and let's think positive. Let's put one
foot in front of the other,and let's presume that Trump is going to
be president because of this and becauseof other things, but because the American

people won't tolerate this abuse of thejustice system. And let's imagine what it
is going to be like when PresidentTrump takes office on January twentieth. I
wrote the agenda because I wanted tocome up with things that Trump could do
in a variety of policy areas thathe could do on his own. They

would not need Congress to do Numberone, because the Democrats might control the
House of Representatives, although it's lesslikely today than it was six weeks ago
when I had helped with the ideafor this book. But if the Democrats
control part or all of Congress,they're not going to help him, And
if the Republicans control part or allof Congress, they're not going to help
him either. I mean, whathappened, what happened in twenty seventeen when

Paul Ryan, who I admired,actually ran the House of Represents. They
weren't Trump, They didn't have plansto repeal and replacement care in an effective
way. They didn't really expect himto become president, so they had nothing
ready. And there were people withinthe Republican Caucus, never Trumpers and so
forth, who weren't going to helphim. So I sat down to write

(02:03:56):
the agenda to say, what canTrump do within the constitution, within existing
executive powers to set the country onthe right path. And I came up
with about two and twenty four executiveorders and actions that President Donald Trump could
do literally on his first day inoffice. He gets there, he can
do these things. And that's whatthe agenda is about. And I set

out all kinds of different areas,from the border to foreign policy, even
to managing the country's debt. Tacklingthe debt, you know, that's not
something anyone wants to talk about.I saw the GOP platform came out and
yeah, Trump summarized it on socialmedia. You don't really hear about the
debt, no, Yeah, sadly. And you saw, I'm sure the
CBO report which showed that we areon a highway to hell in terms of

(02:04:43):
our spending, with two trillion plusevery single year in the foreseeable future.
I mean, I mean, theterm existential threat has been thrown around so
many times it seems meaningless now.But if we are really to have any
existential threat to our country, it'sour spending problem. It's just gone off
the rails Joel It really has,and it's a slow rolling disaster. I

(02:05:05):
don't think people realize how bad itis to have high interest rates for so
long because people, businesses, andthe government have to refinance the debt and
we're having to at higher and higherrates. That means we're having to pay
more and more, and it's goingto eat into household budgets, business budgets.
That's why you're seeing people tell pollstersthat the economy is bad. The

(02:05:29):
Biden people and the media people say, well, unemployment is low. How
can they be so pessimistic about theeconomy. It must be because the Biden
people aren't communicating, or maybe there'smedia bias against Joe Biden, which is
laughable. But the reality is thatthese high interest rates over a long period
of time, which are the indirectresults of Joe Biden's spending as soon as
he came into office, because ofcourse, he kicked off the inflation.

(02:05:51):
Donald Trump left office with less thantwo percent inflation. Biden immediately jacked up
inflation by spending. Those high interestrates are killing america prosperity and they're hurting
optimism. They may result in Bidenlosing the election. Trump can't raise or
lower the interest rate, but hecan do a lot just as the chief
executive of the country to tackle thedebt. Now, whether Republicans adopt these

(02:06:15):
ideas or not, you know,this is not an agenda that I coordinated
with the Trump campaign in any way. I didn't check to see what Trump
was saying. I know generally andin quite great depth actually about Trump's own
policies and priorities. I didn't proposethings in the agenda that I knew Trump
would oppose. But I did proposesome things that I haven't seen Republicans oppose

(02:06:41):
or propose yet. Excuse me.So I've got some ideas in here I
think people will find very interesting.And it comes out in the midst of
the Democratic National Convention in Chicago.By the way, it's hilarious to me
still that they're holding it in Chicagowith that's a great example of failed governance
by the Democratic Party. But badkarma is still looming from nineteen sixty eight

(02:07:05):
then Chicago, and they just hada banner weekend. In terms of murders,
the number keeps going up, butas of this morning, I think
it was one hundred and nine orone hundred and ten people that were shot
between the fourth and Sunday Long holidayweekend. There so not exactly a model
of success of Democrat policies, right, But the agenda basically takes you out

(02:07:28):
of it every day of politics andtakes you forward to January twentieth, twenty
twenty five, and it says,what does a Trump administration look like on
day one? Now you know thatDemocrats are going to challenge anything Trump does
in court. And what I've donehere is I've said, look, there
are two hundred and twenty four actionsyou can take on day one. They

(02:07:48):
can challenge some of these, butto challenge over two hundred actions is really
going to be beyond the scope ofeven the most deep pocketed Democratic lobbyists and
interest groups. You really have tooverwhelm the quote unquote resistance, and you're
going to have to do it earlybecause Trump, if he takes office on

(02:08:09):
January twenty if it is going tobe a lame duck president, so they
say you can only serve one term, so he's got to make an impact
very quickly, and he can't waitfor permission from Congress and so forth.
The other thing I would just noteis Steve and In, my former boss
at Breitbart, has written the forewordto this book. In fact, it
was the last thing he wrote beforehe reported to prison a week ago.
So people who feel just as outragedby that as I do will also be

interested to read this book, ohwithout question, and the obviously you have

praise, which is a wonderful thing. And I'm certain it's a great read,

the spending problem. I'm hearing alot when maybe my listeners are screaming imperial
presidency. Of course, we screamedabout Barack Obama wielding his executive pen,
much to the chagrin of folks wholook at Congress and say, wait a
second, aren't these decisions supposed tobe made by Congress? Well, and

we're all looking for expediency, andsometimes we default with expediency when it may
be outside of the executive branches abilityto actually do something, but try they
will anyway, which goes back toyour lawsuit comment. But power of the
purse is Congress, and we havea problem with a lot of people,
even on the conservative side of theledger, that aren't willing to say no

(02:09:37):
when it comes to spending major problems. Socis, Security, Medicare, Medicaid,
all the biggest expenses in government,and those are all scheduled to go
underwater within my lifetime, not thatfar down the road. No one is
willing to utter a syllable about pairingback those programs, are reforming them in
any way, Joel, how dowe respond to that? Well, in

(02:09:58):
the agenda, I do we actuallytalk about things that can be done to
help the entitlement programs survive and todeal with the budgetary problems they correct.
Only Congress can enact the necessary reforms. And Donald Trump has been adamant that
he's not going to mess with entitlements, He's not going to cut Social Security

(02:10:20):
and so forth, and that's beena very important part of his commitment to
the American people. He feels thatthose who've paid into the system should get
exactly what they were promised, andthat's an ironclad promise from him. But
I do suggest some options that hecan enact. Just as the executive and

(02:10:43):
you talk about the imperial presidency,I also care about keeping executive authority within
limits. Nothing in the agenda thatI propose goes outside of those limits.
I'm not telling the president to behavelike Barack Obama did or like Joe Biden
did, but for example, andcan tell the Department of Justice, within
his executive powers that, for example, we need an investigation of the January

(02:11:07):
sixth Committee. We need to havethat investigated. They destroyed evidence we know
that they did, and that's withinthe purview of the president. There are
things that can be done up tothe boundaries of executive power that are required
by the desperate times that we're in, and that you need in that case,

(02:11:30):
for example, to restore faith inthe rule of law. So I've
got a lot of suggestions in herementioned in titlements, the debt, We've
got the border, foreign policy,everything you can think of, and all
of this can be done on dayone or in the first hundred days.
And I think you know, Ifelt greatly unburdened. By writing this book,
I felt like I had done somethingpositive, and I think that's been

(02:11:50):
the reaction of people who read it. As you mentioned some of the people
who've seen advanced copies of it,they felt excited by it because they felt
like they were getting out of thedaily grind of politics and they were looking
at and think, there's a lotthat can be done. Right if you
like Trump, you know, wedon't have to wait for the wheels of
legislation to turn and that sort ofthing. We don't really have much faith

(02:12:13):
in that anymore, but we dohave faith in the ability of a well
organized, focused executive to get certainthings done. So that's what I've tried
to do. And I think peoplewho already understand and feel that the agenda
actually look different. Things are aboutface. How do you or faith?
How do you throw religious You know, you don't need conger do that.

(02:12:35):
You can do a lot of thatexecutive well. And we have a lot
more optimism now given Biden's in justimplosion during the debate and the aftermath.
Are still reeling from that, tryingto decide whether they're even going to have
Biden as the nominee. I honestlyand just sort of interested in your reaction
on that, since this does givea lot of win to the Trump sales.

(02:12:56):
Down ballot races now may be impactedby this for the better, much
more enthusiasm for Trump than for Biden, And obviously that's not going to that
ship is not going to write onthe Biden side of the camp because he
can't change his cognitive state. Sowith that in mind, what's your take
on the Democrats and what they're goingto do on their side of the legists.

(02:13:18):
They're pulling their hair out right now, not knowing what to do.
It sounds to me like as ofyesterday, Biden's in it for the long
haul and Dan the torpedoes. Iwould not count Joe Biden out at all.
In fact that in many ways,Donald Trump is still the underdog because
he's still up against media, stillup against the new voting system that the

(02:13:39):
Democrats have put into place. Bythe way, our recommentions in the agenda
about things that Trump can do aboutthat to restore integrity and public trust in
our election system, But for now, the Democrats have the advantage. Within
that system, the vote by mailmethod favors the Democratic party's turnout and registration

(02:14:00):
model. So the reason they're ditheringlike this is that they don't feel the
same pressure that the Republicans might inthe same situation. Democrats have such an
advantage in how votes are cast andcounted that they feel they have some leeway.
And I think they're still pretty thatthey can put the machinery together to
win in November. And I thinkthat they're going to find way deal by

(02:14:24):
problem, whether it's to say totheir voters, this is a team effort.
We have Biden on the ballot,but it's really about electing the team
behind them, who shares your priority. You know, people will go for
that. People go for it.They're going to demonize Trump. Remember he
still has to be sentenced. Itwas supposed to be this week. It's
going to be next season. Really, it's going to be in September.

(02:14:46):
But in over election. Yeah,and they have so many tricks still up
their sleeve, so we're going tosee all of those things pulled out.
The Democrats believe in power, that'swhat they will. They are determined to
hold on to it. They're notgoing to take this lying down. And
you're seeing some disunity and so forth. But as you pointed out, they're

(02:15:07):
coming together around Biden and they're goingto find a way to win. Democrats
felt the excess Hollywood tape in Octobertwenty sixteen would destroy Trump, and it
didn't because Republicans simply wanted to win. There's a chance that the Democratic Party
base watching all these pundits on televisionmay get so disgusted with the Washington just

(02:15:28):
as disgusted as Republicans have been forquite some time, that they may turn
out to support Biden as a kindof anti elitist vote. There's no telling
what might happen, So I don'tthink Republicans can get confident or copy about
this. Both focus people's minds andpeople something to fight for exactly, remind
people what the stakes are. Well, I appreciate your tempering. What is

(02:15:52):
a tremendous amount of enthusiasm on theRepublican side of the ledger after the Biden
implosion. So yeah, don't countyour chickens before their hatch. And I
suspect let me go out on alimb here you got you sent an advance

where he twice in a four minutespeech badly stumbled. So even that
is not a given that he canjust read off the teleprompter because of whatever
is going on with him. That'snot a given. So I think that's
one of the reasons why lots ofpeople are going to be watching that event.
Well, he's going to be surroundedby handlers, presumably because we are

going to have world leaders attending theNATO conference, and I'm sure all of
them have run into Biden over thepast several years and are painfully aware of
his limitations cognitively. If I maybe so delicate, So This is not
going to be something new for them. It's new for the American people who
woke up to realize that we've beengas lipped by the media for all these
years. But for world leaders whosat down with him previously, they're just

going to see the same old Joe, right, or do you have a
different take on that? Yeah?You know. John Kirby yesterday was asked
about that very issue. Are theglobal leaders concerned about the leadership of the
United States? And he said,oh, no, they're fine, They're
excited about this. They have noproblem. There is no issue whatsoever,
which is just nonsense. I mean, no one could say with the straight

face. Shouldn't be able to saywith a straight face that nobody has any
concerns. Everybody has some concerns.And that's why everybody's going to be watching
this press conference, just in thepublic to see can he actually just do
the basics of speaking without losing histrain of thought, etc. The idea
that a foreign leader would not beworried Is just nonsensical. But unfortunately,

it seems like so many of ourleaders just can't be honest about anything.
Well, one of the things that'scertainly going accompanentur in this conference is the
situation in Ukraine. You and Ihave talked about that a lot over the
past several months, and you know, I think your conclusion, and I
don't want to put words in yourmouth and correct me if I'm stating erroneously,
is it's not winnable. It's anunwinnable situation. Last week we talked

about how to resolve and settle thewar going on and what that might look
like considering the inescapable conclusion that theUkraine's are running out of people ammunitions to
fight this war. So what youthink is going to be accomplished at the
NATO conference relative to the situation inUkraine. Yeah, I actually just have
a piece out just this morning atthe National Interest covering exactly that issue that

Ukraine has at a crossroads. Thatwhat the NATO Alliance should do is recognize
the Tacit reality, the Tacit groundtruth reality that the war cannot be won
by Ukraine, and so we shoulddo everything we can to end this on
the best terms we can get forUkraine and you know, give them a
future going forward, have some kindof relationship with them, strengthen our own

eastern flank of NATO. All thosethings are doable and attainable, but instead
we just remain on this path thatwe will not be honest about what's going
on the ground. We're going tojust plunge ahead with this objective that cannot
be attained at any kind of timeframe or cost that we could pay.
And I think we're just setting ourselveslves for a really bad outcome. And

I think that is that ultimately Ukrainewill lose the war outright on military terms.
Well, the elections that have gonesideways in France have any impact on
this. I mean, France's positionrelative to NATO is not going to change
with a different administration, is it. Well, and it wasn't going to
be a different administration. Macron isthe president. He was going to remain
in no matter what. This wasa parliament entry issue. The one thing

it might do is put the brakeson his fantasy desire. Weirdly stated to
maybe want to put French troops onthe ground, because most of the opposition
parties are against that, and certainlythat's the European Union overall elections about a
month before that also went in thedirection that they want a negotiated settlement.
The public polls in America are sayingthey want a negotiated settlement. The people

are going in the direction of thethings that I'm observing. They see them
as well, even if they're outmilitary expert. It's our leaders who seem
to keep wanting to go in thewrong direction. Has that situation been a
wake up? Called the other membersof NATO the war, because I mean
forever, we have been the protectorof the NATO alliance. We funded the
armies, we provide munitions, Wespent the lion's share of money. That

was one of the things Donald Trumpwas complaining about. Listen, NATO,
step up. You have an obligationto help and assist in your own defense
absent Trump out of the equation becausego Biden. Now have they woken up
to the reality that they do needto put some money toward their own respective
military so they can fend off andor alternatively assist a country like Ukraine down

(02:26:07):
the road in a different situation.In that regard and financially, yes,
there has been significant movement. There'sbeen a lot more countries now I can't
remember the number right offhand, butmore than half now are at or above
the two percent mark. So interms of the money, they're actually starting
to do that. But there's anotherissue that's going on that's starting to fracture
NATO, and that is along thelines of what we're talking about here.

Victor Orbon is on a peace mission. I mean, he went to Kiev,
he went to Moscow, he wentto Beijing. He is just on
a drive as the current rotating Presidentof the EU, to use his platform
to say we're going in a wrongdirection. We need to go in the
direction of peace. Ficho from Slovakiais on his side. Bulgaria, Turkey

(02:26:52):
are all saying at this summit weneed to be talking about peace, not
about more war. So there isa growing signal, nificant chunk of NATO
that's saying, hey, I don'twant to go down this path. I'll
be real interested to see how thatdynamic plays out this week. Well,
and ignoring the situation between Russian andUkraine, but that whole idea of reaching
out to the Jijien Pings of theworld, I don't know, Neville ch

Chamberlain pops into mine. I mean, is it possible that we prostrate ourselves
or capitulate a little too much andlose leverage with China, who seems to
be wanted to take over the gloone. No, this is not like that
at all. I mean, it'sgrossly different because the Nevil Chamberlin issue of
nineteen thirty eight, you had aHitler that had a massive army that had
a genuine threat to the entire continentbecause he had the means to put him

at threat. Vladimir Putin does nothave the means to even take all of
Ukraine, much less one inch ofNATO territory. So now reaching out to
other nations, and you have toadd Brazil into that, there are many
nations around the world that say wejust want to end the fighting. No
one's saying hand to anything to Putin, allow him to do anything. They
just want to end this pointless warhere, and then you can continue to

(02:28:01):
strengthen NATO's eastern flank if you want, add all those Moneys that you were
talking about just a second ago,so that they have national defense capabilities that
would make it impossible for Putin toeven think about that. So it's very,
very different than that situation. Well, I'll be looking forward to the
post mortem. We'll be watching PresidentBiden anxiously on Thursday. Try to struggle
through that press conference, but alsobe looking forward to talking with you next
