واستثمرت تركيا هذه الخلافات في ملف تعطيل تصدير النفط العراقي عبر ميناء جيهان، والتي تحاول فرض عدة نقاط على الحكومة العراقية مقابل استئناف تصدير النفط.
أحد الأسباب الرئيسة التي تقف أمام استئناف تصدير النفط هو ضغط أنقرة لإجبار العراق على التنازل عن الغرامات التي فرضتها المحكمة الدولية نتيجة “التصدير غير الشرعي الذي كانت تمضي به كردستان”، والذي يبلغ مليار ونصف المليار دولار.
