It's a pleasure to be here.
I recognize some faces fromSpain a few years ago and some
other faces from Greece a fewyears ago, and some new faces.
That's great.
Thank you to Mark for thisprivilege.
I emailed him and then, beforewe knew it, we were booking

So we've divided the next fourdays.
The first morning, today, we'regoing to look at vision and
strategy.
Tomorrow, we're going to lookat competency and authenticity.
And the third morning, we willlook at discipleship and
mentoring.
And the fourth morning, we willit's Sunday morning we will

But as you back away, you willsee the work that he did on this

This morning we will bestepping back and as we step

back, we're going to try to geta bigger picture.
Many times we deal with thesmall details, but today we're
going to step back and look atthe big picture that will help
us guide in the fine details.
This morning, in a sermonentitled mandates and means, we
are going to look at the visionand strategy.
In the first part of the sermonwe will look at what is a

mandate, and the second part wewill look at the means of
getting to that mandate.
First let's look at thequestion what is a vision or
what is a mandate?
And I'm going to be rushing alittle bit because this is stuff
that you all know already andI'm just refreshing your memory.
What is a mandate?
It is an overarching goal or atheme, and in the secular world

there are some, there are someterms that are used for
strategic planning, what iscalled as Vimosa.
And let me just outline thosefive steps of strategic planning
.
The first one is called avision, and vision is answering
the question who you want to bein, let's say, 30 years.
Who do you want to be?

(02:33):
And the key verb there is to be.
And the next is mission who youwant to be in three years, and
this is a shorter duration andit fits with the long-term
vision.
And this is actually the mostimportant part because it it
faces reality.
It looks at what we have, whatwe are working with and what we

(02:55):
can reasonably achieve.
Next is objectives what youwant to have.
The first two were what youwant to be and the next two are
what you want to have.
So objective is what you wantto have and strategy is how you
want to have Okay, what you wantto have and how you want to

(03:16):
have.
And the fifth part of thestrategic planning in Vimosa is
action, or methods, the five itcan be three to five or three to
four to six or whatever the fewtasks, the few steps that you
need to get there.
So these are terms from thesecular field, but obviously we
can use it in the Christianfield as well.

Let's look at a couple of verses.
In the interest of time, I'llbe showing some of the verses
and I'll just read the rest ofthe verses and I'll have you
turn to only a few of them justto save time.
Let's see what the Bible talksabout a broad vision.
In Ephesians, chapter 1, verse10, it says, as a plan for the
fullness of time, to unite allthings in Him, things in heaven

(04:03):
and things on earth.
So as far as God is concerned,everything is moving towards
this grand vision, this grandplan of uniting everything in
Christ.
Let's look at an example fromthe life of Jesus.
In Luke, chapter 9, verse 51,it says when the days drew near
for Him to be taken up, he setHis face to go to Jerusalem.

So now this is Luke 9, andthere's still 14 more chapters
before the crucifixion.
But Jesus has already set Hisface toward the vision of what
he came on earth to accomplish.
Don't your Bibles to?
Proverbs, chapter 29 and verse18.
Proverbs 29 and verse 18?

(04:45):
It says where there is noprophetic vision, the people
cast off restraint.
Is that interesting?
Where there is no propheticvision, the people cast off
restraint.
That is, if you don't have avision, then you're free to do
whatever you want, but having avision helps us to focus our

(05:07):
resources, help us to get rid ofthe distractions and help us to
focus on the task at hand.
Now, in the second part of thissection, I want to look at the
mandate for the church.
Okay, the mandate for thechurch and I want to use the
word mandate for church because,more than a vision that we have

(05:27):
to try to get, it's a mandatethat God has given us.
So, essentially, the vision forthe church is something that
God has mandated to us and I'mgoing to go very quickly through
this because it's somethingthat we all know.
The first mandate of the churchis salvation for unbelievers.
This is evangelism.
God desires salvation.

(05:48):
So in 1 Timothy, chapter 2,verse 4 it's a verse that we all
know it says who desires allpeople to be saved and to come
to a knowledge of the truth.
The fact that God desirespeople to be saved doesn't mean
that everybody is going to besaved, because the desire of God
doesn't force free will.

(06:10):
Okay, if that were the case,adam and Eve would not have
sinned.
But God has given people freewill and given them the option
to choose away from him, to notchoose him, and God wants
repentance through kindness, notthrough force.
An atheist journalist and formerBritish politician, matthew

(06:33):
Parrish, wrote this in theSunday times in December 2008.
This is what he wrote.
Now a confirmed atheist, I'vebecome convinced of the enormous
contribution that Christianevangelism makes in Africa,
sharply distinct from the workof secular NGOs, government
projects and international aidefforts.

(06:54):
These alone will not do.
Education and training alonewill not do.
In Africa, christianity changespeople's hearts.
It brings a spiritualtransformation.
The rebirth is real.
The change is good.
Removing Christian evangelismfrom the African equation may
leave the continent at the mercyof a malin fusion of Nike, the

(07:17):
witch doctor, the mobile phoneand the machete.
The gospel has been changinglives and changing cultures for
2000 years, and that's the firstmandate of the church.
The second mandate of thechurch is the maturing of
believers and this isdiscipleship, maturing of

(07:39):
believers.
And we call this discipleship Akey passage that talks about
what spiritual maturity is inEphesians, chapter 4, verse 13.
So if you can turn your Biblesto Ephesians 4, verse 13 and 14,
we will read a couple of versesand look at what it says about
spiritual maturity.
Ephesians, chapter 4, verse 13,reads until we all attain to

(08:03):
the unity of the faith and ofthe knowledge of the Son of God,
to mature manhood, to themeasure of the stature of the
fullness of Christ.
Now, in this verse, there arethree aspects of maturity that I
want to talk about.
First is it says maturity tothe fullness of Christ.

(08:24):
That is a Christ-like maturity.
Honestly, that includeseverything, doesn't it?
If we had to become like Christ?
That includes His character,his impeccable character, his
relationship with God.
It includes His life lived withpurpose.
It includes His holiness, itincludes everything and that is

(08:50):
what we are trying to achievewith discipleship.
It is a seemingly impossiblegoal to be like Jesus.
It is an impossible goal whenwe consider when we were saved
and how long we've been savedand how much progress we've made
.
It seems like an impossiblegoal to reach the holiness and

(09:13):
the character of Jesus.
I met Mark and a few of ourbrothers here back when I was in
Kansas City.
Back when I was there during mysurgical residency, we used to
deal with a lot of medicalstudents.
During the cases we would workwith the medical students and
then between cases I would godown to the cafeteria and chat

(09:35):
with them.
One such day I was down in thecafeteria with a few medical
students and we were havinglunch and if you're from Kansas
City, it's Truman Medical Centerdown at the cafeteria.
It wasn't a great cafeteria,but it was something for us
hungry folks.
So we were down there and I wassitting and talking with these
medical students and I askedthem this question, because it

(09:55):
came up in conversation whowould you want as a role model
for your kids?
Who would you want as a rolemodel for your kids.
So they sat and talked amongstthemselves.
Now, in the medical school inKansas City, 60% of them were
Indians.
In my group, about 80% of the8-9 people that were talking

(10:19):
with me were Indians.
So I asked them this questionwho would you want as a role
model for your kids?
So they talked and said I wantsome athlete, because they are
famous and they play football orbasketball or whatever.
I talked about it.
But their family life sometimesneed not be great.
Just because they are great onthe field doesn't mean they are

(10:41):
great parents or spouses.
And so they said, okay, maybe afilm actor or a movie star,
some kind of celebrity.
And then I said we still don'tknow the background, how they
are, their relationships are.
Unfortunately, a lot of it is amess, so that's not really what
we want.
So then they talked about it.
And then three people from myside was a Hindu girl who piped

up and said how about JesusChrist?
Ladies and gentlemen, there isonly one person who can take
that title of being a role model, whose character is impeccable,
whose holiness is unparalleled,and that is Jesus Christ, and

(11:25):
it is towards him that we areall growing.
The second aspect of maturity itsays here the knowledge of the
Son of God.
It's knowing about Jesus.
This was Paul's prayer for theEphesians In chapter 1, verse
17,.
You don't need to turn to it,let me just read it for you that
the God of our Lord, jesusChrist, the Father of glory, may

(11:45):
give you the spirit of wisdomand of revelation in the
knowledge of him.
God wants us to grow in ourknowledge of Jesus Christ.
When I was younger I thought ifI just read the Bible, the
Gospels, I'll know everythingthere is to know about Jesus.
If we memorize the Gospels,would we know everything there

(12:09):
is to know about Jesus?
No, because Jesus is infiniteand we are finite, and what the
Gospels and what the Bible hasis just a sliver of who he is.
If spiritual maturity meansincreasing in our knowledge of
Jesus, let me ask you a questionwhat do we know about Jesus

(12:35):
today that we didn't know lastweek?
And if Jesus is infinite, thereis always something to know.
What do we know about Jesustoday that we didn't know last
year?
The third aspect of maturity,he says, is attained to the

(12:59):
unity of the faith.
The unity of the faith, andthat leads me to the next
mandate, the third mandate ofthe church, which is formation
of a community and that isfellowship.
Formation of a community andthat is fellowship.
Turn your Bibles to Ephesians,chapter 2, verses 14 and 15.

(13:21):
So I call this an elevatedcommunity, because the church,
the community that Jesus came toestablish, is not like any
other community.
It is an elevated community.
Let me read Ephesians, chapter2, verse 14.
For he himself is our peace,who has made us both one and has

(13:43):
broken down in his flesh thedividing wall of hostility Verse
15, by abolishing the law ofcommandments expressed in
ordinances that he might createin himself one new man in place
of the two, so making peace.
So I'm going to look at thethree verbs in that first verse,

(14:04):
in verse 14.
And I'm going to go backwardsfor the sake of continuity.
So there are three verbs inthis verse.
Let me read the verse again.
For he himself is our peace,who has made us both one and has
broken down in his flesh thedividing wall of hostility.
The first verb is broken downthe dividing wall.

(14:26):
It is breaking down the middlewall of partition.
Paul is likely referring to thetemple at that time when he
refers to this in the temple ofHerod, called the second temple.
The first temple was by Solomon.
The second temple is by Herodand he spent years making it and

(14:47):
at that time it was the biggestland structure that existed the
temple, the second temple.
It had five parts to it.
The outermost part was thecourt of the Gentiles and it
surrounded the temple complex.
The Gentiles could come nofurther than the court of the
Gentiles.
Then there was a court of thewomen, and the women could not

(15:09):
go further than that.
Then there was a court of theIsraelite, then the court of the
priest and finally the Holy ofHolies.
Now, between the court of theGentiles and the rest of the
complex was a low wall and itran all around the temple and no
Gentile could cross this walland go closer to the temple

(15:32):
complex.
It was a low wall and allaround it there were, in three
languages, a warning that saidthat if any Gentile crosses this
, they can be liable for instantdeath.
It was written in threelanguages.
In fact, one such piece hasbeen archaeologically found and
is in a museum in Istanbul,turkey, but there were 13

(15:57):
doorways that went through thiswall, through which every other
Israelite could walk through,and it is this wall that
separates the Jew from theGentile that Paul is likely
talking about, and Paul had anintimate idea of this wall.
Why do I say that?
What was the incident thatcaused Paul's arrest, that ended

(16:22):
his ministry in the Book ofActs?
The incident that caused Paul'sarrest, that ended his ministry
in the Book of Acts, thatcaused him to go to Rome, was
because there was an EphesianGentile by the name of Trophimus
and Paul was falsely accused ofbringing Trophimus past this

(16:43):
wall that he should not haveentered according to Jewish
custom.
He was falsely accused andtried and sent to Rome.
And it's interesting that wasan Ephesian Gentile, because
Paul is writing this to theEphesians.
It is possible that Trophimuswas there in Ephesus reading,
having this read to him and heknows aha, I know that wall that

(17:05):
Paul is talking about.
What is Paul saying?
Paul is saying when Christ died, when the veil of the temple
tore into, signifying the axisthat humans have to guard, the
wall between the Jews and theGentiles also broke down.
The dividing wall of hostilityalso broke down symbolically, so

(17:27):
that there is no divisionbetween human and human.
And then the second verb ismade us both one.
Made us both one.
It says verse 14, for hehimself is our peace, who has
made us both one and has brokendown.
Now believers are no longer Jewand Gentile, but now they are

(17:53):
Christian.
This was the mystery that Paultalks about in this book.
The mystery that he says hasbeen written for ages is the
unity of the Jew and the Gentileas one new person, the
Christian.
This was not a new concept.
Back in Genesis, chapter 12,when God talks to Abraham, he

(18:14):
says that he will make him afather of many nations.
The concept of multiple nationscoming into the kingdom of God
was known from them.
Verse 15 says he createdhimself one new man, one new man
.
There are two Greek words thatare used for new.
The first one is the word neos.

(18:36):
That means new in terms of time.
It doesn't need to be differentin terms of quality, but it is
new in terms of time.
So, for example, back in theday there was this.
There still is this thisdoughnut company called Krispy
Kreme, krispy Kreme doughnuts,and if you walked into their

(18:56):
store, they would show you howthese doughnuts are made.
Have you guys, anybody see?
Okay, you've gone there andyou've seen these doughnuts,
it's not much anymore.
And you see these doughnuts.
It goes through a conveyor beltand you see the frosting
bathing it.
Now, with every moment in time,there is new doughnuts being
made, that is, neos, new interms of time, but they are

(19:20):
identical to each other.
So the identity of thedoughnuts is not identified with
this word neos, but Paul usesanother word here, called Kainos
, which is new in terms ofidentity or quality.
So, for example, if you takered and yellow, you get orange.

(19:41):
It's orange is a new identitythat wasn't there before.
In Christ, the Jew and theGentile, they come together to
form a new identity, a newcommunity that is beyond every
other community.
But what is it that unites us?
And now we come to the thirdverb in that sentence he is our

(20:06):
peace.
Now, of these three verbs, thefirst two verbs are in what is
called as the arist tense, whichmeans a singular action in the
past.
A singular action in the past,and we know that singular action
in the past was the death ofChrist, and because of the death

(20:28):
of Christ, he has made us bothone and broken down the dividing
wall.
But he himself is our peace.
That phrase is in the presenttense.
What does that mean?
It means that we will stayunited as long as we are in
Christ.
It is in Christ that we haveour unity.

(20:50):
A few years ago we went to aconcert by YouTube.
So from Maryland we drove fourhours at a conference in New
York City, and so while I wasthere, there happened to be this
concert by YouTube, the Irishband, and so my wife and I
decided to go for it, and so wewent to the YouTube concert at
Madison Square Garden.
There were just thousands ofpeople there.

(21:13):
We were all sitting therewaiting for this.
It was the seventh concert thatthey had at Madison Square
Garden and still it was justpacked to capacity.
And so we talked to the ladythat was next to us and she said
that she came from California,and California six hours away by
flight.
So we said, wow, were there noconcerts in California for you

(21:33):
to come here to New York Cityfor this concert?
And I said no, in this tourthat YouTube had, they had 34
concerts, and I've been to all34.
And then she added I'm notcrazy or anything, I just love
YouTube.
And we were like it sounds alittle shady.

(21:54):
And yet when Bono and the teamrushed in for the concert.
All of us were on our feet,even the obsessive person and
the non obsessive us, and all ofus, who were different, were
all on our feet, screaming forBono and YouTube.
You know what, ladies andgentlemen?
It is because of our unity inthem that we were all united.

(22:19):
Our unity is in Christ, andother than being in Christ,
there is no other unity that wehave.
All these three things need tobe in balance Evangelism,
discipleship, fellowship need tobe in balance Because those are

(22:40):
the three mandates for thechurch.
In the, in the seeker servicesof the 90s and the 2000s, they
focus a lot on the evangelismpart, but they couldn't handle
the fellowship and thediscipleship part.
There are small churches.
They focus a lot on thediscipleship part and the

(23:00):
community part and thefellowship part, but the
evangelism part is not addressed.
There are small groups that wehave in our churches where the
community, the fellowship, isdeveloped, but there's not much
discipleship going on.
As leaders of churches, we needto have all three
proportionally and find ways tomake sure that we have all three

(23:22):
in proportion as mandates.
Then let's look at the means tothe mandate Now.
I first wanted to come up withsome ideas of how to get to the
mandate, but instead I'm justgoing to say five random
thoughts about how to get to themandate.
You all already know how to getto the mandate.

(23:42):
I'm just going to give fivesuggestions, five unrelated
suggestions.
The first one is the importanceof planning and preparation.
There are numerous verses inProverbs that talk about
planning and preparation.
In Luke, chapter 14, verse 28,.

You don't need to turn to it.
It says for which of youdesiring to build a tower does
not first sit down and count thecost?
Planning is very important.
All the planning that we needto do, that we're supposed to do
, should be in line with thelong-term mandate.
Any planning that doesn't fitin line with the mandate should

(24:26):
be discarded, no matter how goodit seems.
The mandate is our key focusand all the planning needs to be
done toward it.
We know planning takes longerthan the project itself.
God planned for at least 4,000years for a 33-year-old project.
Jesus prepared for 18 years fora 3.5-year-old project.

(24:47):
We're having a four-dayconference here.
We plan for more than four days.
The planning always takes muchmore time than the project
itself, but we need to plan andwe need to prepare.
The second one is variations inthe journey.
Having a plan is good, but weneed to be open to the fact that

(25:10):
God is going to constantlychange those plans.
At the end of the day, it's notabout how well I stick to my
plan.
At the end of the day, it isfollowing where God is going.
And if that means I'mconstantly changing the plan,
that's what it is and we will beconstantly changing the plan.
We should be constantly askingwhere is God going next so that

(25:34):
I can keep up with God?
In Proverbs 19, verse 21,.
It says many are the plans in aman's heart, but it is a Lord's
purpose that prevails.
I used to think that God's wayswere the most efficient ways.
I used to think that if Godwere guiding it, I would save

(25:59):
the most time, the most effortand the most money.
Even in the last few months Ithought I'm not sure, because if
that were true, god would havedone creation in a nanosecond.
He didn't need to drag it outfor six days.
And when you let the people ofIsrael from Egypt to Canaan in

(26:26):
three days, they could have beenthere.
And if you're talking aboutefficiency, jesus could have
come today.
With social media, the messagewould have gone all across the
world.
Instead, he came at a time wheneverybody had to walk around
and speak one by one, and for2,000 years the Church has been

(26:49):
struggling for evangelism.
It's not about how God fits inwith my concept of efficiency.
God does not need to fit inwith my concept of efficiency.
God does His work.
It need not be efficient frommy standpoint, and that is why I

(27:14):
need to be willing to changeplans all the time.
God does not need to try tosave us money or time or effort.
Third, we live in the path tothe mandate.

(27:35):
Is this mandate realisticallyachievable in our lifetime?
Are we going to see worldwideevangelism completed in our
lifetime?
I don't think so.
I'm not being negative, it'sjust realistic.
Are we going to see worldwidespiritual maturity in our

(27:56):
lifetime?
Are we going to see worldwideunity in our lifetime?
We are not going to come to apoint where we say, aha, we've
reached the goal.
Therefore, we are all, for therest of our lives, going to be
living on the path to themandate.
We are not going to reach therein this earthly life.

(28:19):
So our task is to head towardthe mandate, even though we will
never reach to it, humanlyspeaking.
Our goal is to head toward it,so that we are spiritually more
mature than we were yesterday.
We are more united than we wereyesterday.
We are doing more evangelismnow than we did yesterday.

(28:41):
Paul says in Philippians,chapter 3, I press on toward the
goal, I press on, he's stillpressing on.
He's still pressing on.
Fourth, distractions areinevitable.
There is no planning or nojourney that we undertake where

(29:04):
there are no distractions.
And there are at least threekinds of distractions.
I'll call the first one coredistraction.
A core distraction isdistraction that's related to me
my sin is derailing God's planfor me, or my temperamental
weakness is derailing ordetouring God's plan for me.

(29:27):
That's a core distraction.
Then there can be an innerdistraction, where it can be
within the family or within ourcore group of people around us.
So when Jesus said that heneeds to die, his disciple Peter
said not.
So Lord Jesus said get behindme, satan.
You can have distractions inreaching the goal from the inner

(29:50):
group.
And then there's obviously theouter distraction from everybody
outside the church.
Mandates are long journeys withplenty of distraction and
finally, managing resources.

(30:12):
In this I want to mention threethings working with available
gifts and abilities.
There is a tendency for ussometimes to downplay the gifts
and abilities God has given us.
God has given us certain giftsand abilities and we wish oh man
, I wish I had that other giftand if I had that gift I could
have done that better.
But we have what God gave usand so what do we do in a church

(30:38):
setting?
We try to find people that havegifts that can supplement what
we don't have.
You can find out in the churchsetting.
We can use different gifts fromdifferent people.
You can find out what yourchurch can be good at by the
gifts you have.
So in my church, in the churchthat I attend in Maryland, one

(31:01):
of the ministries that we havethere is a disability ministry.
It's a very robust ministry.
We have almost like a parallelSunday morning service where a
lot of disabled people comeBecause of that.
From miles around there arefamilies that come on a Sunday

(31:22):
morning because they can comeand worship God, knowing that
their disabled relative is alsoable to participate in the
worship, and that ministry wasstarted in a church by a woman
that had a disabled child.
So it's not that every churchdoes everything well no church

(31:44):
does everything well but everychurch can do some things well,
and what those some things aredepends on the need of the
community and the gifting thatwe have.
We find a match and we make itwork really well.
We don't need to do stuff thatwe are not gifted for and we

(32:07):
will talk about that in the nextcouple of days but if we focus
on the things that we are giftedfor, we can do a lot of things
in our churches.
Second is working with availablefinances.
This is always an issue, isn'tit?
Working with finances?
The finances are never enough.
My family is involved in aministry called Life Challenge

(32:29):
International where we deal withdrug and alcohol addiction, and
we've done for about 20 years.
We have about 6 or 7 centers inIndia where between 20 to 40
men come and stay for a year.
We teach them the Bible.
They have decades of alcohol ordrug abuse.
They come, their lives aretransformed and they go away.

(32:54):
We have ministry opportunitiesin Sri Lanka and Nepal and Burma
and some countries in Africa,but there are no funds.
So what do we tell God?
We say, lord, if you gave usthe funds, we will expand.
God doesn't expect us to expandwithout the funds.
We will go as far as you wantus to go as far as you give us

(33:16):
the funds.
We will be honest with thefunds that you've given us.
We will be diligent with thefunds that you've given us, but
we can only work with whateveryou've given us, and God does
not expect any more than that.
Then he's working with availabletime.
Working with available time,making use of even the most
mundane parts, making use of themost mundane parts of the

(33:41):
journey.
When Jesus went from town totown, there was a lot of dead
space between His ministry, butthat was not really dead space,
because it was time that hespent with His disciples and he
was building them up for thework that had to be done.
We don't need to try to feedpeople that are not hungry.

(34:04):
We need to either create ahunger and then feed them, or
look for people that are hungryIf the harvest is plentiful and
the laborers are few.
If we don't see the need, it'sbecause we are not looking in
the right place, because thereis a need, and even Jesus said

(34:24):
if you go to a town and theydon't welcome you, shake the
dust of your fate.
So we don't need to waste timeon people that are not yet ready
for the Gospel and we have onlylimited time.
Part of our ministry is tosearch and find hungry people.
Sam Schumacher was a prolificpreacher and, I think, an

(34:49):
Episcopalian priest, and he wasa founder of Alcoholics
Anonymous, and I'm going to endwith this poem that he wrote.
I stand at the door.
This is what he said.
I stand by the door.
I neither go too far in or staytoo far out.
The door is the most importantdoor in the world.

(35:09):
It is a door through which menwalk when they find God.
There is no use my going wayinside and staying there when
there are so many still outsideand they as much as I crave to
know where the door is, and allthey ever find is only the wall
where the door ought to be.
They creep along the wall likeblind men with outstretched

(35:33):
groping hands, feeling for adoor, knowing there must be a
door, yet they never find it.
So I stand by the door.
