Where most states say that I will follow the orders of the President of the United States, Texas doesn’t, however, each state National Guard has a state budget for state missions and Federal budget that covers training, pay and maintaining equipment. Soldiers are primarily paid a federal salary. So, which means, unless Governor Abbott plans to burden the entire expense of a military, he needs to wake up, the National Guard is still funded by the Fed.
