But the long stretches of extreme heat that we're experiencing is new: Reno and Las Vegas are the country's two fastest-warming cities, and the number of heat-related deaths is growing every year. Legislators from the Southwest are trying to get extreme heat classified as a natural disaster, but why is it so hard to address?
