Un complejo de edificios de hasta 50 pisos se incendiará una madrugada en el Área Metropolitana de Monterrey. El complejo contiene en su planta baja restaurantes, un gimnasio y otros comercios, mientras que en los pisos superiores hay oficinas y departamentos. En la tragedia morirán 125 personas, de los cuales casi 50 serán infantes y habrá más de 300 heridos.
El anterior es un “escenario para la acción”, el cual forma parte de las actividades de mis cursos de política pública. Pido a mis alumnos que en equipos averigüen en 50 minutos las causas estructurales (legales, organizacionales, de recursos, etc.) detrás de la tragedia y realicen una presentación frente al grupo con las acciones que deben llevarse a cabo para que esta tragedia no se materialice o suceda con menores fatalidades.
Lo encontrado nos pone frente a una bomba de tiempo. Para que no se materialice deben atenderse las presentes recomendaciones, pues de poco servirá lamentarnos después, como sucedió con la tragedia del Casino Royale.
