Tulsa, Oklahoma – Devin Darel Fletcher, the former Chief Learning and Talent Officer for Tulsa Public Schools (TPS), was sentenced to 30 months in prison on Monday, November 25th, 2024. He was also ordered to pay over $593,000 in restitution for embezzling funds from the school district.

Fletcher, who held a position of trust and authority, orchestrated a complex scheme to defraud TPS and the Foundation for Tulsa Public Schools. From August 2018 to March 2022, he manipulated invoices, purchase orders, and other financial documents to siphon off funds for his personal gain.

The stolen funds, which amounted to a staggering $593,492.32, could have been used to support numerous educational programs, hire additional teachers, or improve school facilities. This financial loss directly impacted the resources available to students and educators within the district.

In October 2023, Fletcher pleaded guilty to the charges against him. While he was allowed to remain free on bond until his prison sentence began, his actions have tarnished the reputation of TPS and eroded public trust in school leadership.

U.S. Attorney Clint Johnson condemned Fletcher's actions, stating, "Fletcher’s embezzlement was methodical and a complete abuse of power from a person in a position of trust. Simply put, there is no justification for his actions. This money could have funded several teachers' salaries, which would have directly benefited students.”

FBI Oklahoma City Special Agent in Charge Doug Goodwater echoed these sentiments, emphasizing the betrayal of trust and the negative impact on students. He stated, "The defendant betrayed the trust of the citizens of Tulsa and intentionally stole funds meant for the betterment of students. The sentence imposed today holds him accountable for his actions and sends a message that abuse of power for personal gain is not acceptable to the American people.”
