Trump's battles in the courts are leading to important wins, but primarily on process. In the Birthright Citizenship case (Trump v CASA), the Supreme Court shut down those nationwide injunctions. Now the issues can percolate through the Courts in proper order.
Every case against Trump is in the "process" stage. Not one of them has actually reached the "merits" stage, where a court looks at the facts and the law together. All of the "restraining orders" and "injunctions" are based on first impressions.
Federal Judge Boasberg takes his oath very lightly. He completely ignores the federal rules of judicial ethics, and is utterly unrestrained by the Supreme Court precedents that regulate him. Is it any surprise that he is happy to rule against the Trump administration? Of course, then there's the rest of the story.

We tend to think about lawsuits in the sense of who's right. That's merits. But before the court can even think about the merits, it has to go through the process of keeping both sides inside the lines.
