El 91% de las procuradurías de justicia estatales han transitado o iniciado un proceso de transición para convertirse en fiscalías, instituciones capaces de investigar y perseguir delitos, en teoría, de forma autónoma. Sin embargo, cualquiera que haya seguido el escándalo entre el gobernador de Veracruz y su anterior fiscal general de justicia podría concluir que la autonomía, ante embates políticos, sirve para maldita la cosa.
En todo caso, ¿cómo luce una fiscalía autónoma? ¿Estamos sobrevalorando la autonomía como elemento constitutivo de las instituciones de procuración pública? ¿Le ponemos demasiada atención al fiscal como persona y no a la fiscalía como institución? ¿Qué tan deseable es la participación ciudadana en este tipo de procesos de transición institucional?
