I was told that this bunch ofchildren was leaving El Paso and
going to San Diego, and so whatwas occurring under the Biden

They did not want to see ourborders being overrun.

two-term mayor of Houston and,as our witnesses can no doubt
attest, being the mayor of a bigcity is not easy.
Congressman Turner was a memberof our freshman class and his

office is right next to mine andthe Longworth House Office
building and as such, I had anopportunity to walk with him to
and from votes, found him to bean incredible gentleman.
With respect and courtesy, mycolleagues across the aisle,
particularly the freshmen, knewCongressman Turner better than I
, so I certainly yield to themon this topic, but I wanted to
at least mention my own thoughtsfor the record.
Now to the topic of today'shearing.

I prepared for today's hearingby chatting with some of the
mayors from my district, fromthose who represent just a few
hundred to those who represent afew thousand and I found a
common theme of frustration.
They, along with me and manyother constituents I proudly
represent in Georgia's thirdcongressional district, want to
know why policies are in placethat benefit citizens of other
countries at the expense ofcitizens of our own country.

So if I could, mayor Johnson,I'd like to start with you from
Denver.
I know Chairman Comer and hisopening line of questioning
discussed an ordinance passed bythe Denver City Council in 2017
, and I recognize you would justlet the state Senate by then.
Passed by the Denver CityCouncil in 2017, and I recognize
you would just let the statesenate by then.
But this ordinance prohibitscity and county employees from
assisting the enforcement offederal laws or inquiring about
a person's immigration status.
So I just have to ask do yousee a benefit in learning

whether or not someone chargedwith a crime is a citizen of
another country?

disciplined, fired or arrestedlaw enforcement officers or
correction officers if theynotified ICE or other federal
immigration officers of anillegal criminal alien in lockup
or courts, in violation of yoursanctuary city policies?
Have you ever disciplined,fired or arrested a law
enforcement officer that workedwith ICE?

That is not.
I don't believe.
That's under the jurisdictionof the mayor.
I don't arrest people.

Are there issued
memos in which you direct
Chicago officers from notassisting with enforcement,

documentation around making sure
that the residents of the cityof Chicago know their rights.
That's important because itbuilds trust between law
enforcement and community.
By having that confidence andtrust, people are more likely to
come forward to report violentcrime, regardless of their
immigration status.

Chairman, an article from NewsNation now, January 21st 2025,
in which it says Chicago policereminded they cannot cooperate
with deportations.
And if I may, ask Mayor arethere any memos that direct

deportation plans?

local law enforcement.
We're not federal agents.

Trust Act help Boston policesolve crimes.
We do not ask for immigrationstatus because it allows for
people to trust that when theycall 911, when they have
information that might helpbring justice to another family

It's past time that individualslike the mayors we have before
us come before us and explain tothe American people why you
continue to fail to enforce thelaws of our country and allow
illegal immigrants to flood intoour communities, and it's clear
to me that sanctuary citypolicies have significantly
harmed our once great cities,which is very, very unfortunate.

During my time as an electedofficial, I have strongly
condemned the policy aroundsanctuary cities and the impact

mayor, I've been amazed at howtone-deaf you have been and how
oblivious you've been to thedecline of Chicago, and I say
that looking objectively at anumber of things Out of control
crime in Chicago, people scaredthroughout neighborhoods on the

west side, south side, northside.
Morale has never been lower,with law enforcement and CPD.
Record number of policeofficers leaving the force.
We have been hemorrhagingpeople out of the city of
Chicago to the suburbs andelsewhere where they feel safe.
Record number of businessesfleeing the city of Chicago.
You couple that with recorddeficits $2 billion deficit line

of credit that you just had totake out this week, but you've
spent $300 million of taxpayermoney on illegal immigrants.
And when I think about all ofthose things and I look at the
strategy you continue to take, Imean you're putting the
interest of illegal immigrantsabove the interest of taxpayers

in Chicago, but you continue togo down this path and for the
life of me I can't understand it.
So, mayor, tell me why youcontinue to go down this path.
And for the life of me, I can'tunderstand it.
So, mayor, tell me why youcontinue to put the interests of
illegal immigrants abovetaxpayers in Chicago.

Violent crime is down inChicago.

Last year Chicago had 573murders Down.

So you had 573 murders in thecity of Chicago and you're one

amount in five years under my
leadership.

the level of violent criminals,
sexual offenses and drugdealers All violent crime is
down in Chicago.

respectfully, there's a 20%decrease in violent crime in the
city of Chicago.

Because I thought you
might do this, and when I hear

approval rating is 6.6%.
Now that's not just me sayingthis Newsweek article.
The least popular politician inAmerica is Brandon Johnson.
So recent poll, m3 strategies,conducted this February 20th to

21st, showed that Mayor Johnsonhas a 6.6% approval rating, the
worst showing of any politicalfigure in the country's history.
So I know you're talking about.
Crime is down and things aregreat, and you know the city's
flush with money.
None of that is backed up bythe people in the city of
Chicago.
None of that is backed up bythe people in the city of

chicago, and so I'm wonderingwhy you continue to go down this
path of failed policies,destruction to the city of
chicago, people fleeing lawenforcement at an all-time low,
and I'm wondering if you haveany remorse for that here today
and can tell us why you continueto double down on these failed
policies.

We've invested $1.25
billion for housing and
economic development,particularly for black Chicago.
It's the largest investment inthe history of Chicago 45%
increase in youth employment,particularly for black and brown
children.
I will not apologize for myinvestments in the people of
Chicago.
We have one of the most diverseeconomies, the top universities

As violence continues to godown and investments continue to
go up, that is what's mostimportant.
We've opened up three mentalhealth clinics the first mayor

since the first black mayor inthe history of Chicago to
actually invest in public healthand I will continue to make
those investments.
Your approval rating speaksvolumes.
Well, the people approve of myinvestments and I will continue
to make those investments.
You're going the wrongdirection.

your policies on sanctuary
cities.
That's what the electionresults were last year Crime and
immigration were the number oneissue in the election from
Republicans, Democrats.

Legislators can pass bills, butthat doesn't mean they'll
survive legal scrutiny Legalscrutiny like Ed Blum, who is
laser-focused on knocking thisbill down.
The Freedmen Project went tolegislators and told them that

they got it wrong.
They told them they wanted itamended.
They told them to repeal theexisting bill currently signed
into law.
The freedmen came in hand witha constitutional bill with the
recipients, based on our legalstatus as freedmen.
They went around to differentlegislators and the assembly and
state senate.
They talked to them, they satwith them.
They sent letters and phonecalls, but due to what I can

only assume is the inability oflegislators to see themselves
benefiting from this legal bill,we faced what we always face in
this country, except this timeit's from skinfolk proving in
action that they aren't thekinfolk of the FBA freedmen.
How telling is it that we'regetting the same treatment as we

have with other legislators whodon't share our skin?
How does this free us?
I guess the legislators wouldbe unqualified to tell us, or
they are purposely sabotagingour reparations because they do
not have a bill that's worth ahill of beans.
