Even before the deadly floods in Texas last week, the United States had a problem. For years, the federal government has been ignoring calls for a nationwide network of flood monitors in American waterways. According to reporting from The Lever, 99 percent of waterways in the U.S. are not being tracked, largely because of governmental funding limitations.
