The incident occurred when a Monona police officer initiated a pursuit of a vehicle due what they deemed, a suspicious vehicle, for an abrupt lane change. In an attempt to stop the car and conduct a data check, the officer's actions led to a high-speed chase. One of the officers laid spike strips, and the vehicle crashed into a tree, killing Rashad and the other two individuals inside.
Despite the tragic outcome, the Dane County District Attorney’s Office concluded that no criminal charges would be filed against the officer, citing that the officer’s attempt to close in on the vehicle created a situation in which the driver fled at high speed.
