These highly regulated sectors face significant legal, ethical, and operational risks when decisions are opaque. The "black box" problem describes modern models that discover patterns in ways that defy intuition, producing outputs that are accurate yet inscrutable. In these contexts, knowing what the model decided is insufficient; decision-makers must understand why.

Methods like SHAP/LIME and saliency maps build trust, ensure compliance, and enhance performance. XAI is essential for helping teams detect bias, conduct fairness stress-tests, and implement mitigations before harm occurs. Organizations must operationalize XAI immediately, retrofitting existing models and baking it into everything new, to align with transparency obligations set by the EU AI Act and guidance from NIST.
