Kelly Anne was 17 when she was brutally tortured over the span of 4 weeks and then murdered on the 16th April 1996. On the 16th of April, a man by the name James Patterson Smith walked into a police station stating that he accidentally killed his girl friend after an argument they had which caused her to drown in their bathtub.
