through supervisory channels andfinally, filing a formal
complaint initiates an official investigation through the SHARP

command level umbrella, IV as covering the broader
installation and UV as being thefront line helpers inside units.

SARKS, victim advocates, healthcare providers, champion,

chain of command or law enforcement to maintain a
restricted report, which keeps the assault confidential and
does not trigger an investigation.
The soldier must report only to specific personnel, the SARCA,
victim advocate, VA, or a healthcare provider.

These individuals are trained tohonor the confidentiality of a
restricted report. Importantly, reporting to a
chaplain does not initiate a SHARP report but does maintain
confidentiality while telling a commander or law enforcement
will automatically change the report to unrestricted.
Question four. Who can a soldier report a
sexual assault to if they want it to be unrestricted?

Chain of command, Law enforcement, sarks, VAS,
healthcare providers. If a soldier chooses to make an
unrestricted report, they can tell anyone in their chain of
command, law enforcement, the SARCVA, or a healthcare
provider. This report starts an official
investigation and ensures the victim receives all available

(07:55):
services, including command protection, medical care, and
legal assistance. An easy way to remember this
unrestricted means unrestricted access.
Tell anyone and it starts the full SHARP process.
Question 5. What form is used to submit a
sexual harassment complaint? DA Form 7746 To file a formal

sexual harassment complaint, Soldiers use DA Form 7746, which
captures the details of the complaint, for review and
investigation by the Equal Opportunity EO representative or
SHARP personnel. This form is part of the EO
complaint process. Not to be confused with sexual
assault reporting, which uses different forms.

report. To become eligible for an

This is because only unrestricted reports allow
command involvement and thus theability to initiate personnel

transfers. The principle here is that the
Army cannot take administrative actions like relocation without
officially knowing who the victim is and having permission
