Episode Highlights:

As the saying goes this is not my first rodeo, but for North Lincoln County it might actually be. And as summer starts to heat up so do the increase in accidents — be it falling off a horse, burns from a beach bonfire, or the heighten risk of traffic accidents — time to be mindful as the 4th of July Weekend is upon us. Lastly, we chat with Lieutenant Jeffrey Winn of the Lincoln City Police Department about his last rodeo as he hangs up the saddle after 34 years of service and dedication to our community.

Happy 4th and Happy Retirement!

Son Paul (00:54):
Well, he was born on the 4th if you think about the
time zones.

RR (00:58):
This is true because he was born in Germany Yeah.
On the 5th, which was still the4th stateside.
So he could celebrate a coupleof different days.
Sure.

Welcome back to the Double R Show.
With us, Heather Hatton.
And Heather is going to be oneof the spokespeople for the big
parade in beautiful downtownGladiator Beach.
Welcome aboard.

Heather Hatton (02:54):
Yeah, thanks.
Yeah, I'm on the emcee circuitof one.

RR (03:00):
You've done this before.

Heather Hatton (03:01):
Yeah, I think I've been at the casino 20
years, so I think I've beenemceeing.
I started out with John Mankaprobably back in 2007, and I've
been there every year.
And then we were doing it, andVicki A was the one down at the
fire hall sending up the youknow the list of float numbers
that are coming through and thenyou know I don't know if
anybody's ever been to GlenianBeach and tried to send a text

(03:24):
but you can't send a textbetween the side door cafe and
the post office so if you're inthat it's a pocket so it's going
to be great to have you therebecause I don't remember who was
with me last year it might havebeen just me and So if I don't
know somebody, then usually Johnknew them.
And so when the texts werecoming very delayed, we were

(03:45):
able to kind of wing it.
And so when they said that youwere going to be doing it, I was
like, oh.
I mean, between the two of us,we should know

RR (03:53):
everybody.
The parade itself isAmericana-ish at its very best.

Heather Hatton (03:57):
Yeah, it's...
I mean, it's grassroots.
There's, you know, the SalishanTennis Ladies Club going down
with their, you know, the golfcarts in front of them.
And they're, you know, playingtennis along the way.
And, you know, the 4-H groups.

RR (04:11):
Lots of kids, lots of adults.
Lots

Heather Hatton (04:12):
of kids.
And, you know, like theboosters, the Taft Swim.
You know, a lot of businessesjoin in.
Brett Lucich is always in theback of a car playing his music.
And the vendors are great, too.
Like, there's kind of this coollittle vendor area that's over
by Blake's Coastal Nursery, which it's nice that he gives
that.
Gives us some space.
Yeah.
We would take our kids there asa family.

(04:33):
Sure.
And then mom would walk up andI'd be emceeing while my kids
are enjoying the parade.
And it's just been a reallygood family tradition.
It

RR (04:42):
is a family tradition.
You're absolutely right.
That's what it's all about.

Heather Hatton (04:46):
It's nice because I think, you know, I see
people there that every yearthat I maybe don't see
throughout the year, which iskind of crazy.
You know, you think you live inthis small town and you're
going to see the same.

RR (04:57):
Not necessarily.

Heather Hatton (04:58):
Yeah, you don't.
And to see them bring theirfamilies.
Like when we had a foreignexchange student, her name was
Lucy from France.
We brought her.
to that parade and she reallygot to see what it was all about
and it really is like acelebration of just hometown
community and the bridging oflike there's some people from
Newport from Depot Bay LincolnCity you know it's and I think

(05:19):
people from all over Oregon cometo

RR (05:21):
it well it starts off with the ghost guard Yeah.
Bringing the presentation ofthe colors forth and it goes
from there.

Heather Hatton (05:27):
Yeah.
And then, you know, you just, you've got so many different
walks of life and it is a, it isa science to put that together
of, you know, down at theGlenning Beach Fire Hall is
where they all gather and start.
I remember, you know, I've gotpictures of Caitlin and her when
she was part of the Zumba crewand she wore that same outfit
actually behind Mr.

(05:47):
Willis, who was speaking atCelebration of Honor.
She's in a tree.
I have a picture of her in her,you know, 4th of July outfit.
outfit.
It's just neat to see thesekids kind of grow up throughout
the years being a part of theseorganizations, you know, Boy
Scouts, Girl Scouts, and allthat.

RR (06:02):
So now the parade begins at what time?

Heather Hatton (06:05):
I believe it's one o'clock,

RR (06:06):
right?
People really should be gettinginto a spot to view early on,
though.

Heather Hatton (06:12):
Yeah, I mean, when I lived in Salishan, you
know, we would bring our chairsup at 930 in the morning, and we
would set them along the roadand make sure that we had our
spot.
And, you know, the big thing isjust to be patient leaving
because that's the biggest dealis getting out of there is just
going to take you some time andfinding parking.

RR (06:32):
Well, they can always sit around and listen to Heather
sing.

Heather Hatton (06:35):
Yes.
Okay, Abba.
I might be doing it.
I'm not quite sure.

RR (06:40):
No, Heather is with Sherlockwood's Casino Resort,
but you've got another big eventthat's going to be happening at
the casino.
First time rodeo.

Heather Hatton (06:49):
Yeah, we're excited that we were able to
offer an opportunity for them tocontinue this year because, you
know, the fairgrounds are underconstruction in Newport.
And they approached us back in,I believe, February, January,
maybe.
I'm not sure exactly when theydid, but there really wasn't
another spot that they couldhave gone.
And so we're making it work.
It is going to be frustratingfor people, I'm sure, of like

(07:12):
parking or where do I go forthis, where do I go for that.
We're doing our best.
So please be patient if youcome to the casino and you're
not there for the rodeo andyou're not there for the fair.
Please be kind to our staff andmake sure that, you know, if
they don't know the answer, wewill try and find you the
answer.
Rodeo tickets are not purchasedat the casino.
They're purchased online.
You can purchase them out atthe rodeo.

(07:33):
We are trying to arm our staffand team members with all the
information they possibly canhave.
But I always look at eventslike this that I'm a fireman and
I have my fire hat on and I'mjust going to put out fires as I
go.
But in the end, it's good forthe community.
I'm excited that it's in NorthLincoln County and I'm excited
that Chinook Wednesday Firsttime I don't remember.

(07:54):
Yeah.

RR (07:55):
That we know of.

Heather Hatton (07:56):
Yeah, I don't remember if it ever was.
So the rodeo and the livestockwill be out back in the big open
field in the back.
The camel rides will behappening.
It's on the way to our beachaccess, the stair beach access,
the camel rides there.
The live music and the bouncyhouses will be out front, kind
of where Sound Off and Surf Cityhappen.
And then, so it's spread out alittle bit.

(08:18):
And then the contest, you know, like the quilt contest and all
that, that's happening up in theconvention center.

RR (08:23):
Dates are?

Heather Hatton (08:25):
It is Thursday, Friday, and Saturday.
So the 3rd, 4th, and 5th.

RR (08:28):
3rd, 4th, and 5th?
Yeah.
It's going to be a busy

Heather Hatton (08:30):
weekend.

RR (08:31):
It's really going to be a busy weekend.
Now, that's backed up withBeach Bacon and Brews.

Heather Hatton (08:36):
Beach Bacon and Brews.
We're getting the horses andall the livestock out on Sunday,
and we're bringing in the tentfor Beach Bacon and Brews on
Wednesday.
People are getting theirrecipes ready and geared up and
ready to go, and we're excitedabout that.
We've got 11 charities and 12breweries, so it's a full house
this year, and we've got somegreat music and all that.

RR (08:55):
And that's backed up with Surf City?

Heather Hatton (08:57):
Surf City is in And then we got Celebration of
Honor right around the corneronly two weeks later because
it's September, I think, 10ththrough the 12th.

RR (09:06):
If you're looking for something to do and you can't
find it, you're really notlooking.

Heather Hatton (09:10):
Check our website.
Check the monument sign.
We've been really trying tosupport the community in
different events with that aswell.
But, you know, our website doeshave all the information.
But for the fair, please makesure you're going to the
website, buying the ticketsthere.
If you come in, we will helpdirect you to where you need to
go.

RR (09:26):
And we'll see you on the parade ride.

Heather Hatton (09:28):
I'm excited.
I'll see you there.

From Samaritan North Lincoln Hospital and Pacific
Communities Hospital, we welcomeDr.
Leslie Ogden back to thepodcast.
It's our pleasure to have youhere.
But it's a subject matter todaythat kind of bodes a little
difficult for everybody.
And that's what happens on thehighways and byways in the

(11:05):
summertime in Lincoln County.
It's a desperate time outthere.

Dr. Lesley Ogden (11:10):
It is.
It is.
And, you know, we've seen ourvisitors continue to rise.
Saw a little dip in thepandemic era, but then now we're
back to full force.
Lots of visitors coming to seeus on the coast and everyone not
being as safe as they possiblycould, of course.

(11:32):
Looking at traffic statisticsin Oregon, we have the eighth
highest traffic fatality rate inthe nation.

RR (11:41):
That's frightening.

Dr. Lesley Ogden (11:41):
It is frightening.
And our state has made aneffort to put a lot more tools
at our fingertips to be able tosee very transparently where a
lot of these traffic accidentsand things like that are
happening.
But we hear from the hospitalside of things saying, We are

(12:04):
here for you if you have aproblem, but we really want
everyone to be more cognizantthat the problem just continues
to get worse

RR (12:14):
instead of better.
Is it accidents on thehighways?
Is it problems on the beach?
What is it, or is it all of theabove?

Dr. Lesley Ogden (12:23):
Right.
Well, the fatalities that we'reseeing are associated with
motor vehicle accidents, andthat's the one area that we
believe that people, if they'reaware Absolutely.
Absolutely.

(12:47):
in our area.
And we hope our visitors willstay as safe as possible.

(13:08):
If not, we have our wonderfulhospitals.
They're named critical accesshospitals for a reason in that
we, one of the biggest thingswe're charged with is caring for
those patients in emergentsituations.
And our ERs are open 24-7.

(13:29):
We have people ready to takecare of whatever comes of the
door, but this is definitely oneof those we hope would not
happen as frequently.

RR (13:39):
I would imagine there are some that come because of beach
accidents.
The one that keeps coming tomind to me, the fires on the
beaches and covering them withsand and then somebody
accidentally stepping on it.
That

Dr. Lesley Ogden (13:56):
and sneaker waves and kites strangely have
been kites and they're longtails have lifted people up or
knocked things into people.
There's so many differentthings that can happen to you on
one of our very natural ruggedbeaches.
The logs or the things that arethere that you might be trying

(14:19):
to jump over or navigate and Ithink we've seen it all but we
just want to encourage people tobe safe and to do all of the
things that it takes as we enjoyour surroundings.

RR (14:35):
I would have to think you get a number of people come in
just because they got ill.

Dr. Lesley Ogden (14:40):
Oh, absolutely.
and trauma really heats upduring the summer.

RR (15:14):
I think we lose sight of the fact that the population
increases so dramatically in thesummertime that people need to
be just more aware.

Dr. Lesley Ogden (15:24):
Absolutely.
And we definitely see it in ourERs.
We might go from 20 or 30people that we see in a day to
50 to 75.
And those are just the numbers.
And then lots of much moreemergent types things as well
than the normal everything.

RR (15:45):
Are most of the people brought in by ambulance or are
they brought in by privatevehicle or how do they get to
the hospital?

Dr. Lesley Ogden (15:52):
All of the above.
Yes.
And of course, I mean, clearlythe worst, the accident, some
people aren't able to get in bythemselves and are brought in
via ambulance.
But yeah, we've seen peoplecome every which way.
And we are very lucky that notonly do we have you know, our
top nurses and doctors andwell-trained people to take care

(16:16):
of the folks in need.
We also have partnerships withpeople like Life Flight, both
ground ambulance and airambulance.
And, you know, we'll get peoplethe care they need and we'll
get them to where they need togo.

RR (16:30):
We have just a minute left and I wanted to point out again
the fact that the pharmacy isopen at Samaritan North Lincoln
Hospital and one in PacificCommunities Hospital as well?

Dr. Lesley Ogden (16:41):
No, not in Pacific Communities.
Not yet.
We're looking at that forsomething in the future that we
could do for that community aswell.
But we are so happy that theone is open at North Lincoln as
we really see the pharmacystruggling even more in the
area.
So definitely everybody shouldknow that's a pharmacy open to

(17:03):
the public and we'd love to seethem.
We have hours, you know, sixdays a week and late hours as
well.

RR (17:10):
And the longest I've had to stand in line was for one
patient ahead of me.

Dr. Lesley Ogden (17:14):
Absolutely.
It's a beautiful thing,

RR (17:17):
isn't it?
It is a beautiful thing.
Dr.
Leslie Ogden from Samarta NorthLincoln Hospital and Pacific
Communities Hospital has beenour guest.
We'll be back in just a moment.

Another writes, La Roca hasbecome one of our favorites

RR (18:00):
Lieutenant Jeffrey Winn says, Retired almost.

Lt Jeffrey Winn (18:04):
Almost, almost.
I have a few days left to goand then I'll be retired after
34 years.
34 years in Lincoln City.
In Lincoln City, yep.
June 24th was my 34th yeardate, anniversary date.

RR (18:18):
What brought...
Jeff Winnn to Lincoln City tobegin with?

Lt Jeffrey Winn (18:22):
Well, a job as a police officer, but I was a
reserve officer with the city ofKeizer and was looking to
become a full-time policeofficer, and they had an
opening, and so I was one ofabout 70 applicants to apply for
here, and at that time, ChiefHolden was in charge, and he

(18:42):
seemed to like me, and so...
offered me a job and Iaccepted.

RR (18:46):
You've seen some major changes, not only in the
department, but the physicalplant of the department.

Lt Jeffrey Winn (18:53):
Yeah, I mean, there's over 34 years, of
course, there's been a lot ofchanges, a lot of personnel
changes and just overalldepartment changes.
Of course, we're in a newbuilding now that's only four
years old that we've been in itfor four years.
And when I started, ChiefHolden told me, yeah, they're
working on a new building.
We're Way, way back then, Ididn't really think we'd ever

(19:18):
see a new...
I would ever see a new buildingthat I would be in, but...
Thankfully, the citizenssupported us, and the council
supported us, and the cityadministration supported us, and
we got a new building built.

RR (19:30):
Officer Wise, you've grown in numbers.
Are we about the same, or whereare we at, Jeff?

Lt Jeffrey Winn (19:35):
When I started here, our patrol level was three
officers and a sergeant on, andright now we're running three
officers and a sergeant.
So we have more positions.
We have four open positionsright now that we're trying to
fill, patrol positions, butwe've got to get those filled
first.

RR (19:51):
Why would somebody want to go into law enforcement?

Lt Jeffrey Winn (19:54):
Well, I think that law enforcement is still a
very honorable profession to bein, and it has allowed me to
make positive impacts on a lotof different people, both in the
department and the citizens, different citizens that I've had
contact with.
So if you're interested indoing that kind of community
work and being a positiveinfluence with people, it's a

(20:16):
great line of work to do.
It's difficult, and I really, you know, I thank God for his
support and my family becauseit's rough on a family.
You know, you're workingnights, you're working weekends,
you're working holidays.
In fact, you know, 4th of Julyis coming up and this is going
to be the only second 4th ofJuly that I haven't worked in 34

(20:36):
years.
So that's kind of how it'sbeen.
Speaking

RR (20:41):
of the 4th of July, no fireworks in Lincoln City.

Lt Jeffrey Winn (20:44):
No fireworks in Lincoln City.
They're going to have a droneshow in place of the fireworks
display and, you know, there'sno fireworks being sold or to be
used in the public areas inLincoln City at all.
So it beaches everything.
Feel

RR (20:59):
good about that?

Lt Jeffrey Winn (21:00):
Yeah, I mean, I do.
I'm kind of two ways about itbecause I like the 4th of July
and I like the fireworks, but Iunderstand also somebody not
wanting to have that and that itdisrupts wildlife, it disrupts
pets, and it disrupts peoplewith PTSD and stuff like that.
So I can understand that andthe littering factor of it.

(21:21):
So I understand that too.
So sometimes you've got to makea compromise.

RR (21:26):
How are you going to enforce that,

Lt Jeffrey Winn (21:28):
or are you?
We're going to do the best wecan, but as I just said, you
know, we're four patrolpositions down, so we are short
staffed.
And so, you know, the primaryconcern is public life safety
and property damage.
And so that's going to be whereour primary concern goes.
And then, you know, working thefireworks complaints will be

(21:51):
next in line type of thing.

RR (21:54):
That in itself is going to be a bit of a formidable task,
especially when you can all ofthe people that are going to be
down on the beach that bringtheir fireworks from Portland,
Salem, whatever.

Lt Jeffrey Winn (22:05):
Yeah, that's correct.
And like I said, you know, lifesafety and personal safety is
paramount.
That's going to be first andforemost in what we're trying to
do in our enforcementactivities.
And then, you know, propertydamage type of thing will be
next.
And then, you know, fireworksand other calls, because there's
still other calls that aregoing to be happening that, you

(22:26):
know, normal types of calls thatwe get, you know, during the
week every week.
So those have to be respondedto also.
Excited about retirement?
I am.
I'm looking forward to it.
I know everybody's asked me,what are you going to do in
retirement?
And I said, well, I'm going tobe retired.
And I've had a couple of joboffers and I said, you're not
getting exactly what retirementmeans there.

(22:47):
Retirement means not working.
So, or at least not working ata primary job type thing.
So I'm looking forward to itand getting to do some stuff at
my house.
And I'm not moving anywhere.
My wife and I got roots here.
And so we're going to stayhere.
And after I get settled intoretirement, I think I'll

(23:10):
probably find some sort ofcommunity service activity that
I can do to still help out inthe community.

RR (23:16):
Lincoln City, as long as it is, is still having the same
number of officers on duty, given when you would have come
here, we probably were 5,000,6,000 people year-round.
Now we're up at 10.
Need more bodies

Lt Jeffrey Winn (23:31):
in

RR (23:31):
the streets,

Lt Jeffrey Winn (23:31):
right?
Yeah, I mean, we would love toget our positions filled.
If we could get the applicantsthat we could get hired, we
would certainly do it.
And we're recruiting all thetime, trying to get applicants.
In fact, two of our recruitingofficers were up at Joint Base
Lewis-McChord here last week atone of their job fairs trying to

(23:53):
get some recruits out of thereand that sort of thing.
And we have more staff becausewe have more detectives
positions and we have someadministrative positions and
sergeants positions than I hadwhen I first started.
We still, the patrol staff isstill about where it was when I
got hired.

RR (24:13):
Well, again, congratulations.
Thank you for your service.

Lt Jeffrey Winn (24:16):
Thank you.
I appreciate it, and I was gladto be able to be part of the
community and to serve thecitizens.
It was an honor and privilegeto do so, and so I'm glad that I
was able to do that.
Well, we're not about to letyou go.
All right.
Thank you.

Bobs Beach Books (24:30):
You'll find a book for every occasion at Bob's
Beach Books.
Something to read as you'rerelaxed by an open fire?
We have it.
Studying a particular topic?
We have that, too.
Traveling to a far-off land?
Discover it first by reading.
Bob's Speech Books in the OceanLake area of Lincoln City?
Come discover!

RR (24:46):
Well, Lincoln City is losing a great officer.
We do appreciate everythingthat Lieutenant Jeff Wynn has
done for the community over thislast

Son Paul (24:55):
34 years.
Yeah, remarkable commitment oftime and dedication to Lincoln
City.
So thank you for that, Jeff.

RR (25:05):
I want to remind everybody again, this is the fireworks
season, but not in Lincoln City.

Son Paul (25:11):
Right, yeah.
Prohibited for all types offireworks throughout the town.
So, yeah, keep those sparklersin their boxes.

RR (25:19):
Can't sell, can't buy, can't shoot.
Correct.
The 4th of July fireworks.
But there will be a major newformat for the fireworks
display, and that's drones.

Son Paul (25:32):
Yeah, it's like 200, I think, drones they're going to
have flying over Siltez Bay onthe 4th there.
About 10 o'clock start, Ithink, would be the time again.
P.M., of course.
So look for that.
Be down at the Sluts Bay...
Line the highway, line 51stStreet, and enjoy all the fun
that they're going to have, Ithink, all day, too.
There's going to be someactivities.

RR (25:53):
And, of course, as we've talked about in the program
itself, the 4th of JulyCelebration Parade out in
Gleneden Beach gets underway atabout 1 o'clock.
But you'll want to be there waybefore that to get a place to
set your chair up, go visit allthe booths, and enjoy the
extravaganza, American-ish styleat its highest.

(26:16):
Absolute best.

Son Paul (26:17):
Yeah, so I'd be down there by 11, I think, if you
wanted to get a spot along theloop road there.
But then again, like DoubleR's talking, you know, lots to
do down there.

RR (26:28):
And I want to thank Heather Hatton for being part of our
program today because she willbe co-hosting the parade itself
down in Glen Eden Beach.
And then, of course, we've gotthe rodeo at Chinook Woods
Casino.

Son Paul (26:42):
Yeah, it's the first rodeo and the last rodeo for
Jeff Winn.
So thanks

RR (26:51):
again for his dedication and time.

Son Paul (27:16):
Yeah, and they're going to, like you said,
document that with droneflights.
So be there at 12 to 12.15 andjoin hands across the sand, I
guess.
So yeah, good way to justconnect with your peers and
support climate science and thelike.

RR (27:30):
And our thanks to Representative David Gomberg
because he is co-hosting,putting together a Lincoln City
Town Hall meeting with theAttorney General Dan Rayfield.
This is going to be on Monday,July 7th, 6 o'clock.
at the lincoln city communitycenter it's not often we get a
statewide individual electedofficial statewide to visit us

(27:55):
here in lincoln city on a Formaltype basis.
Yeah, yeah, it'll be good.
So look forward to that aswell.
That's coming up on the 7th.
In a future program, we'regoing to be talking about
Christmas in July.

Son Paul (28:10):
Yeah, so that's, you know, for the Christmas Cottage
and other folks, that's just anormal thing.
But Les Schwab and the Eaglesand the North Lincoln Fire and
Rescue, I think, are the threethat are starting this
fundraiser to get the Christmasspirit going a little early.
And, of course,

RR (28:27):
the big day is going to be July 25 when they've got any
number of raffle items going tobe up for you to participate in
and all of the money goes tobuying turkeys down the road for
families that really need themright here in our own community.
Anything else to your side ofthe table?
No, we're clear from here.
So that will do to the doingson the Double R Show.
